NBWPORT BEACH— Over the din of her sons
playing in the back of her Suburban, the young
Newport Beach mother clicked off two reasons
why she wanted to move from her older Corona
del Mar home to a new one in Harbor Cove:
location and price.
And there are plenty of local prospective
home buyers who share her sentiments.
Buyers clamored last month to the new
"Promenade" development, on Jamboree Road
overlooking the Newport Back Bay, before the
model homes were even completed. In the first
weekend the 23 single family homes were
released, they sold out, according to officials from

NEWPORT PIER — A flock of
farmers will be displaying their
fresh produce and flowers in a
new market to open soon in
McFadden Square.
The City Council approved an
agreement Monday to allow a
weekly certified farmer's market
in the parking lot at McFadden
Place and West Balboa Boulevard
each Tuesday morning from 8
a.m. until noon during the sum-
mer, and 8 a.m. until 1 p.m, dur-
ing the remainder of the year.
The Newport Pier Association
requested the farmer's market —
which will be next to the Dory-
man's Fish Market — earlier this
year to increase business activity
in the area that is all but dormant
once the tourist season has passed.
Although no sales tax will be col-
lected directlyfromthefarmer's mar-
ket sales, the hope is that it will pro-
mote community spirit and encour-
age consumers to shop in the area.
The Corona del Mar Farmer's
Market has been open for six
weeks, on Saturdays from 9 a.m.
to 1 p.m., and is mnning smooth-
ly, according to a city report.

And in the Castaways, across the bay on
Dover Drive, waiting lists are filling up even
though construction on those 119 homes has-
n't even begun. The Irvine Co. also -owns this
laud and is offering an Eastem-seaboard-
looking home that will start in the high
$500,000's.
It's been years since the company has
enjoyed such rapid sales of a newly released
home development, said Rudy Svrcek the
senior vice president of sales and marketing
for The hvine Co.
Svrcek credits this success to a healthier,
improving economy where there is job growth
and a recovering real estate market, plus the
novelty of a new product in a mature city.
Harbor Cove, also known as the Newporter
North site, and the .Castaways are the last two
undeveloped land parcels in the city. The
Newport Coast south of the city is still unin-
corporated although the city hopes to annex it.
!This particular location compounds the
demand because of the lack of supply of new
housing in Newport Beach and this one of
kind location," Svrcek said.
The hopeful homeowners — who currently
five within a 10-mile radius of the develop-
ments — had no reservations about plunking
down a portion of the half a million dollar
price tag to secure them a home in Harbor.
Cove slated to be completed this fall.
A second phase of the Promenade homes
will be released next month and there are no
worries they too won't sell as fast as mid -court
Lakers tickets.
While some may question the affordability of
a home that ranges from $400,000 to $500,000
for as much as 2,727 square feet, there is no
argument about the beauty of the Harbor Cove
development at Jamboree and Arch Bay Drive
which overlooks Newport's Back Bay and faces
the city lights of Newport Center.
The Promenade, whichwill offer a total of 87
homes when it is built out, is adjacent to a larg-
er product also in Harbor Cove called "The Pal-
isades." These 62 homes, which offer a closer
view of the bay, range in prices from $500,000
to $800,000 for 2,500 to 3,370 square feet.
The entire development, built by Standard
Pacific Homes, has a Mediterranean flavor
that boasts houses in colors of terra cotta, mel-
on and wheat, topped with Spanish tiles.

ings, recessed lighting, and broadwindows; fram-
ing the natural beauty of the bay below are easy
selling points.
The Palisades offers Iuxuries like fireplaces
in the master bedrooms, generous walk-in
closets and spacious kitchens that flow into
the family area make for comfortable dining
and entertaining.
"No this isn't a basketball court, it's a mas-
ter bedroom," said Svrcek, stepping into the
unfinished room and sweeping his arms like a
game show host exhibiting a prize.

and some cheese on the balcony, dear," he
said, pointing to the frame of a master bed-
room balcony overlooking the bay as if he was
the new owner.

ing neighbor that she couldn't
disclose who she was or who
would be living there.
The Bluffs association, along
with help from their attorney, are
seeking answers as to whether
this type of business use is legal
in their neighborhood and what
rights they have as homeowners.
David Morehead, program
director for Heartskober Manor,
said gambling is one of the fastest
growing addictions in the coun-
try. Morehead describes the
potential clients, or patients, as
"high functioning people" such
as stock brokers and bankers.
The pricey recovery program is
not covered by insurance, he said.
"This is a group of people who
can afford it. They are very
responsible people trying to deal
with a problem," he said. "It
would be a quiet environment —
no electrical shock treatment, no
one running in the street and no

one held against their will, If they
want to leave they can."
The Heartskober Manor —
which applied as a mental health
facility — was granted a business
license by the city in May. How-
ever, businesses licenses raise
revenue and do not have to go' -
through an formal approval
process, said City Manager Kevin -
Murphy.
In a group care home, as long`
as the number of patients, or
clients, does not exceed six, the
city cannot do anything to regu-
late it, Murphy said. A few years
ago, despite opposition from the
city, the state took over local con-
trol of such facilities, he said.
The city has received inquiries
from several residents and plans_
to investigate the care facility and
insure that it meets state stan-
dards, Murphy said.

including Community Care_
Licensing, the Department of,
Social Services and the Mental
Health Department — had no
record of a facility licensed under
that name. However, the state

But just to be sure none of the

ups, just in case some of them
die,' Carey said, noting his

Carey had captured a black
widow under a crate on the side
of the bam weeks ago for an
exhibit to educate Orange Coun-
ty residents about dangers lurk-
ing in their backyards.
But much to Carey's surprise,
the spider spun an egg sack
which hatched before he could
destroy it The plastic prison's
walls were left covered with baby
hlwlr widows, each the size of a
tiny tick
Though Carey said he will
do" the mother and her poiso-
nous newborns, he already has a
back-up, discovered under
another wooden crate, for the
educational exhibit
And that's what he hopes to
accomplish with his interesting
bugs — education.
'Maybe some kids get inter-
ested in collecting, but hopefully
what will happen is after visiting
us, people won't take out the
insect spray and try to kill every
bug they see,' Carey said.
Maybe theyll take the time to
look at the bug and see if it's a
good bug protecting their gar-
dens or a bad bug eating their

COSTA MESA — standard Pa-
cific Corp. said Wednesday that
its president, Ronald Foell,
would retire after 27 years,
sparking a series of executive
changes at the Costa Mesa home -
builder.
Foell, 65, decided to step down
effective Oct. 1 and plans to
spend his time traveling and
playing golf, according to Arthur
Svendsen, chairman and chief
executive. Foell will continue to
serve on the company's board.
Foell will be replaced by Ste-
phen Scarborough, who has
worked for the company for
nearly 15 years, most recently as
executive vice president. Elect-
ed to the company's board in
Mayo Scarborough, 47, is the for-
mer head of Standard Pacific's
Orange County division.
As part of the reshuffling,
April Morris, chief financial offi-
cer and secretary, resigned after
eight years with the company,
Svendsen said. Her resignation
will be effective Aug. 30. Morris
could not be reached for com-
ment Wednesday.
Morris has been one of the
highest -profile female execu-
tives in Orange County in recent
years, regularly ranking as one
of the 10 highest -paid women -at
public companies. She didn't
make the highest -paid list last
year mostly because Standard
Pacific didn't pay bonuses to its
executives.
Morris will be replaced as
chief financial officer by Andrew
Parris, treasurer at the home -
builder. Suzanne Himes, assis-
tant secretary, becomes secre-
tary.

Long Beach attracting
more tourist dollars
Tourism spending increased
14 percent to a390 million last
year in I,ong Beach, according
to figures released by the Long
Beach Area Convention # Visi-
tors Burma.
In all, the city drew 1.2 mil-
lion overnight visitors last year,
the bureau said, an 11 percent
increase.
It attributed the gains largely
to the expansion of the city's

Shareholders on Wednesday
overwhelmingly approved a
proposed merger of PadHc Tele-
sit Group into a subsidiary of
SBC Communications Inc.
The merger was approved by
nearly 97 percent of shares vot-
ed at a special meeting of Pa-
cific Telesis shareholders in San
Francisco Total votes cast rep-
resented nearly 76 percent of
oatatanding shares, the compa-
ny said.
A special meeting also was
held in San Antonio, where 97
percent of SBC shares voted
supported the merger. The vote
represented 70 percent of SBC's
outstanding shares.
The merger must also be ap-
proved by U.S. Department of
tnstice and the California Pub-
iic Utility Commission.

SUMMARY: To change the names of the streets that were originally approved along with
the Tentative Tract Map for Newporter North Planned Community District, in
conjunction with Final Map of Tract Nos. 15222, 15011 and 15243.

ACTION: If desired, approve, modify or deny the request:

ANALYSIS SUMMARY
This is a request to change the name of private streets in the Newporter North Planned Community
District as reflected in the following table. In accordance with Section 19,20.080 of the Newport
Beach Municipal Code, all street names shall be approved by the Planning Commission. There are 149
parcels of land which will be directly affected by this change. The requested street name changes come
as a result of a change in the ownership and the marketing strategy of the proposed development. Staff
has no objection to the proposed street name change since the previously approved names were never
finalized nor instituted as official city streets.

The City's Subdivision Code requires the Planning Commission to review and approve of the street
names for the new subdivision. The recent changes to the processing procedures for tract maps
(omitting Planning Commission review of Final Maps) requires that this issue be addressed at the
Tentative Map stage. The Irvine Company submitted street names which have already been
reviewed and approved at the January 9, 1995 meeting of the Planning Commission for this site
along with approval of the Tentative Tract Map.
Comments of the Police, Fire and GIS Departments
The Police and Fire Departments have reviewed the request, and have no objections to the proposed
street name(s).
The Newport Information System/Geographical Information System (NIS/GIS) Department has
also reviewed the request, and have no objections nor potential discrepancies with the proposed
street names.
If it is the desire of the Commission to approve this request, an affirmative vote is appropriate.
