SUBJECT: BACK BAY ARCHAEOLOGICAL SITE EVALUATION
Dear Bernard:
. This is in response to your request that we arrange for a third -party
review of reports prepared to date for archaeological sites on the perimeter
of Newport Bay. The objectives of this review are: 1) to obtain an impartial
opinion as to the quality of information currently available, 2) to obtain an
opinion as to the relative "significance" of each site located on undeveloped
Irvine Company property, and 3) to determine the appropriate next steps to
clear sites on Irvine Company property for development.
This review will be conducted by Dr. James Moriarty III and Dr. Edward
Weil, both of whom are Anthropology Department chairmen in the California
State University system. Both will work under the auspices of LSA, which will
assemble the necessary reference materials and assist in compiling and produc-
ing a letter report with recommendations.
It is estimated that the review can be accomplished by January 15, 1982
for a fee not to exceed $2,000 for labor and expenses. The principal time
constraint is Dr. Moriarty's schedule which requires that the materials be
transported to his office in San Diego. The budget requested is for'the pro-
fessional reviewers and LSA's report production; Mr. Seeman's time is covered
by his base annual contract with The Irvine Company. A preliminary budget
allocation is shown in Attachment 1.
Attachment 2 summarizes the archaeological sites that will be the subject
of review, and the status of investigation on each. Accompanying Attachment 2
is a notebook with site record forms and copies of available text and survey
reports for referenced sites. These will be provided to Dr. Weil and Dr.
Moriarty as reference material for their reviews.

As we discussed, it is appropriate that we keep the City of Newport Beach
Environmental Coordinator, Fred Talarico, informed of this effort so the find-
ings can be reflected in the scope of environmental investigations subsequent-
ly required for affected TIC properties. I have informed Mr. Talarico of our
approach and he concurs in it.
