SUBJECT: DOVER SHORES CHANNELS; CORE SAMPLES
Action:
If desired, (a) affirm the action of August 28, or (b) modify,
or (c) rescind the action of August 28.
Background:
The City Council at an adjourned City Council meeting on August
28, 1979, passed a motion concerning the development of North Star Beach.
The minutes read, "Mayor Ryckoff made a substitute motion to
adopt Resolution No. 9630 as recommended by the Parks, Beaches, and
Recreation Commission regarding desirable improvements for the public
recreational use and enjoyment of North Star Beach, subject to: the
City's obtaining three additional samples from the short finger, and five
additional samples from the long finger; these samples to be analyzed by
an independent, qualified laboratory; these granular samples be compared
with the EPA Dredge Material Disposal Criteria; that this constitutes
conceptual approval of a 5,000 cubic yard operation; and the Dover Shores
Association contribute $12,000 for the development of North Star Beach
Park, which motion carried."
The Marine Department staff, as directed by the motion, collected
eight core samples from the Dover Shores Channels during the morning of
August 31. (Exhibit A - Collection Locations) The samples were collected
by a Marine Safety Officer in scuba equipment using a 2" diameter steel pipe
42" in length. The collection tube was pushed into the bottom material
by the diver approximately 15" to 26" in depth dependent on sample location.
The core samples were then placed in a plastic bag and delivered by Mr.
Welden to the Anaheim Test Lab for analysis.
The above sampling method was discussed with Mr. Vais of the
EPA in San Francisco prior to the collection of the samples. He verified
that the collection technique utilized was the correct method of sample
collection for this type of project.
Sample Comparisons:
Mr. Welden, in a telephone discussion with Mr. Vais of the EPA,
requested that the EPA send to the Marine Department their latest Dredge
ti- 0 -P.Mayor and City Council -2- September 10, 1979
Material Disposal Criteria.
• Mr. Vais informed the Marine Department that there is no granular
criteria for contained upland disposal, and that the disposal zone pro-
posed by the Dover Shores Association is out of the EPA jurisdiction
because it is above the elevation line of tidal influence. Mr. Vais
emphasized that the EPA had reviewed the original Army Corp of Engineer's
Public Notice No. 77-160 regarding dredge disposal on North Star Beach.
The EPA had stated by letter dated September 16, 1977, to the district
Corp of Engineer that, "we have reviewed the following Corp of Engineer's
Public Notices and do not object to your issuance of these permits."
The letter was signed by William H. Pierce, Chief, Permits Branch.
In addition, Mr. Vais related that the EPA, during 1976, issued
iterim criteria for Beach Replenishment. However, that criteria is no
longer in effect and the EPA now reviews each application for Beach
Replenishment on a case by case basis, because sand material varies con-
siderably from bay zone to oceanfront zone and also area to area. Beach
Replenishment is considered material ,that is placed on the surface of a
beach that is normally subject to tidal action.
• The following report (Exhibit B) from the Anaheim Test Lab is
the granular analysis of the core samples taken from the Dover Shores
Channels.
In the report from the Anaheim Test Laboratory, the sub -headings
("Retained @50, Retained @100, Retained @200, Passing @200") refer to a
mesh screen size. These numbers, to the right of the word "Retained", i.e.
50, 100, and 200, mean the number of square holes per square inch in the
screen.
The numbers below the sub -headings refer to the percentage of
dried material that was retained or passed through the particular screen size.
In order to give council some basis to relate these different
samples with, the EPA interim criteria for "Beach Replenishment" required
that 91 percent or more of the material be retained on a 200 mesh screen.
In sample #8 from the Anaheim Test Lab, 32.1 percent was retained on a
200 mesh screen. The other samples showed less retention. The Dover
Shores project is not considered a "Beach Replenishment" type of project
by the EPA. The project is an upland disposal type of project for which
the EPA does not have granular size requirements. To staff knowledge,
• the EPA is the prime agency responsible for establishing Dredge Disposal
Criteria by Federal law.
Conclusion:
If Council desires, and because there is no EPA criteria re-
garding granular samples for upland disposal, the granular analysis could
be submitted to the Regional C.C. with a request that they review the test
results and determine the suitability of placing this material in upland

containment basins and covering them over with native material as pro-
posed by the Dover Shores Association.

I. Introduction
The physical properties of soils affect many other soil properties, e.g., soil,
moisture relations, nutrient capacity and availability, chemical properties/
erosion and biological properties. Topics often reviewed as soil physical
properties include soil texture, bulk density, particle density, porosity and
soil color. Soil structure, soil temperature, soil swelling capacity, soil
compactability, and soil permeability are also important but will not be
considered in this exercise.
II. Soil Texture
• A. Principles
Soil texture refers to the relative proportion of sand, silt and clay in
the soil. Specifically, the textural classification is based on the
amount of particles less than 2 millimeters in size. If particles
greater than 2 millimeters are present in significant amounts, an
appropriate adjective such as gravelly or stony is added to the textural
name.
The size fractions (sand, silt and clay) are called separates. A soil
separate is a group of mineral particles ranging in size between definite
limits. The names and sizes of separates recognized by the United States
Department of Agriculture are: very coarse sand (2.0-1.0 mm); coarse sand
(1.0-0.5 mm); medium sand (.5-.25 mm); fine sand (0.25-0.10 mm); very fine
sand (0.10-0.05 mm); silt (0.05-0.002 mm); and clay (<0.002 mm). Sand
size particles feel gritty when the soil is rubbed between the fingers.
They are not plastic or sticky when wet. Silt particles feel smooth and
powdery when rubbed between the fingers. They are not plastic or sticky
when wet. Clay particles feel smooth, sticky and plastic when wet.
They form very hard clods or peds when dry.
• Texture is an extremely important characteristic of the soil. It affects
the chemical, physical and biological properties of the soil. Broadly,
soils can be divided into three general textural classes of coarse-,
medium- and fine -textured soils. S;-ecifically, soils are divided into
12 textural classes; these will be reviewed later.
Fine -textured (predominance of clay) soils have a greater amount of
surface area than coarse -textured (predominance of sand) soils.
A single gram of loam soil exposes from 75 to 195 square meters of
surface area. Calculations show that a single gram of clay loam soil
would contain 5 to 6 acres of surface area.

The texture of the soil, then, largely determines the amount of surface
area that is available for adsorption of water and nutrients. Thus,
fine -textured soils are usually more fertile (contain more nutrients
and organic matter) than the sandier, coarse -textured soils. In addition,
texture affects the total amount and size of the individual pores which,
for the most part, determine the rate and amount of air and water movement
through soils. Coarse -textured soils often are more porous and permit
more rapid water intake or infiltration. However, fine -textured soils
have a greater water -holding capacity than sandy soils due to their
greater surface area. Clayey soils have a larger percentage of total
pore space than sandy soil. This difference is due to the larger number
of micro pores which function in water retention. Coarse -textured soils
have more macro pores which function in air and water movement. Loamy
soils or medium textured soils are intermediate between the clayey and
the sandy soils in all of these relationships.
Mechanical Analysis (eouyoucos Method)
A. Principles
The determination of the percent sand, silt, and clay is called a mechanical
analysis. Particles suspended in water settle differentially, depending
on the amount of surface per unit volume (specific surface) or particler
size. Clay particles have a high amount of surface area per unit volume

specific surface or large size. After the soil aggregates have been
dispersed, this procedure can be used to effect a separation of the sand,
silt, and clay particles, The rate at which particles settle can be

Dispersion is accomplished by two treatments; one chemical and the other
physical. Calgon (sodium hexametaphosphate) is added to supply sodium
ions which replace calcium ions on the surface of the clay. The calcium
precipitates as a metaphosphate. The presence of the Targe sodium cation
on the negativeurface chargeoofthe theclay clayrwhichsthe causesetheeof particlesltoation of dispersetby net
repelling each other. Aggregates are further broken down by physically
stirring the suspension.
The hydrometer is calibrated so that the corrected reading gives the
grams,of soil material in suspension. The sand settles to the bottom of
the cylinder within 40 seconds, therefore, the 40 second hydrometer
reading actually gives the amount of silt and clay in suspension. Silt
settles in two hours.
B. Procedure

The City Council, on August 28th, adopted the resolution re-
garding improvements to North Star Beach as recommended by the Parks,
Beaches and Recreation Commission, with two conditions. --
1. That the Homeowners' Association contribute a sum"of"
$12,000 for the improvements to the North Star Beach.
2. That eight additional granular tests be taken at the
Homeowners' expense. The City staff is authorized to
take the tests and have them delivered to a testing
lab by.a member of the City staff, with the costs being
paid by the Homeowners' Association. The staff will
take three samples from the short waterway and five
samples from the long waterway. As indicated above, the
tests are to examine the granual quantity and quality of
the material. No metal tests are required. The testing
laboratory is to compare the quality of material with
EPA standards for beach replacement sand. This subject
may be further clarified when the City Clerk prepares
the exact language of the motion adopted.

Recommendation
If desired, approve the request subject to the approval of the U. S. Army
Corps of Engineers.
Discussion
On April 11, 1977, the Council approved a harbor permit to allow dredging of the
Dover Shores Channels and deposit the dredged material on North Star Beach adja-
• cent to the project site.
Subsequent to the City Council approval, the applicant has been attempting to
obtain the necessary State and Federal agencies approval. All of these were
obtained except the State Coastal Commission. The applicant was unable to
resolve the Coastal Commission objections and therefore has decided to request
an amendment to their City permit to allow disposal at the EPA designated site
four miles at sea.

SUBJECT: HARBOR PERMIT APPLICATION BY DOVER SHORES COMMUNITY ASSOCIATION
TO MAINTENANCE DREDGE APPROXIMATELY 5,000 CUBIC YARDS
RECOMMENDATION
If desired, approve the project subject to the following conditions:
1. The approval of the U. S. Array Corps of Engineers.
2. Dredging depths shall not exceed the original design depths for the
channels. (Minus 8 feet MLLW, with 3 to 1 side slopes to minus 3
feet at the bulkheads.)
3. The "alternate" basin layout shall be used, with 3 basins which do
not utilize the existing drainage course.
4. An encroachment permit shall be obtained from the Public Works
Department for the discharge pipes located in the public streets.
5. During the course of the work dredging rates shall be adjusted as
necessary so that the discharge water returning to the Bay from the
final settling basin does not contain excessive silt.
6. Dredging rates shall also be adjusted as necessary so as to preclude
over filling of the settling basins and possible breaching of the dikes.
7. The disposal site shall be graded and restored at the conclusion of the
work. Unsuitable material shall be buried under at least one foot of
material which is suitable for beach use.
8. The work to be done shall be set forth in plans and specifications
which are sufficiently complete to accurately delineate the work and
the applicable requirements. For ease of preparation, the specifications
may be in the form of notes on the plan if desired.
9. The plans and specifications shall be reviewed and approved by a properly
qualified licensed civil engineer. An estimated of quantities shall also
be prepared, and reviewed by the engineer.
10. A faithful performance bond in the amount of $3,000 shall be provided
by the permittee or by the contractor to ensure that the work is properly
completed.
11. The final plans and specifications shall be reviewed and approved by the
City's Grading Engineer; and the completed work shall be subject to the
approval of the Grading Engineer.
12. The settling basins shall be enclosed with fencing in accordance with
Community Development Department requirements.
DISCUSSION
The Dover Shores Community Association has applied to the Marine Department for a
permit to dredge approximately 5,000 cubic yards of material from the Dover Shores
channels and place the dredged material on North Star Beach adjacent to the project
site.

The Dover Shores Community Association wishes to dredge because of a build up
of silt in the channels which is causing damage to vessels and docks.
Preliminary plans submitted by the applicant have been reviewed by the City
Engineer resulting in the above reocmmended conditions of approval.
During the course of obtaining necessary County, State, and federal Agencies
approvals, additional conditions and restrictions will undoubtedly be placed
on the project.
Upon completion of the dredging and dredge spoil placement, the North Star
Beach area will be restored to original or better condition. Several existing
holes on the beach will be filled and the ground leveled. Based on the City
Engineer's recommendations and preliminary contacts with other permit agencies,
staff is of the opinion that placement of dredge spoils on North Star Beach will
not degrade the area and the completed project may enhance the area by eliminating
existing holes.

SUBJECT: REASONS FOR DREDGING DOVER SHORES' CHANNELS
With silted condition in the channels it is creating tremen-
dous problems for the residents who have boats in this area. Most
of the boats moored in this area are resting in the mud at low
tide each day. This causes damage to the propellors, the shafts,
and rudders; and also can cause sever damage to the bottom of the
boat itself which could show up later when running at sea. Add-
itionally, it is very damaging to the engines' cooling systems
which is caused by sucking up silt and it results in costly re-
pair bills. The cost of a haul -out for a 25 to 50 foot boat is
from $150 to $560, and the cost of physical damage to the boat
would be in excess of these prices. It is necessary for boat
owners to go to sea and return at low tide because of the height
of the Pacific Coast Highway Bridge.
There is also damage to the docks which are primarily
designed for floating. There is a severe strain when part of
the dock is resting on the silt and the remainder is floating.
The pilings are uprotted and structural damage to the docks are
incurred.

Project Description:
In this area storm drains discharge into the channels. We also
get a great deal of silt and debris from storm run-offs from the
back bay.
The purpose of the dredging is to restore the channels to
safe navigable water depths. The dredge material at this location
is silt and not virgin material. The estimated quantity to be
dredged is 5000 C.Y. Hydraulic. means will be used. The dredged
material will be piped across our beaches and down the east gutters
of Polaris and across North Star Lane into the entrance of White
Cliff. The dredged material will flow into the first holding basin
of the three basins shown on the map. It will be necessary to build
small ramps over the pipes at the.entrance of Evening Star Lane and
North Star Lane to take care of traffic.
The basins have been created by utilizing the existing holes
on the property. (See photographs) The first basin is the largest
and will be'equipped with a pipe near the top so the water can run
into the second basin when the first is near full, and so on into
the third.basin. The heavy material in the water will settle to
the bottom of the first basin and possibly some into the second.
The water running from the second to the third basin should be
completely devoid of sand and debris. By the time the water is
returned to the bay from the third basin it should be clean. These

holding basins are sand that was dredged from these channels
originally, so a portion of the water will be filtered through
the sand as it goes back into the bay. This procedure was re-
cently used at Sunset Beach with'great success.
These channels are privately owned by,the Dover Shore
residents, and the cost of the dredging will be paid for by the
Dover Shores Community Association --not by -the tax payer.
In order to avert this deteriorating condition, any effort
to expedite the processing and approval of this project by the
government agencies involved would be greatly appreciated by
the Dover Shores Homeowners'.
