ITEMS DISCUSSED:
The purpose of this meeting was to discuss any concerns or issues the City of Newport Beach has
with the Systems Feed to Lower Campus project.
1. The premise of the project is to provide a systems feed trench down the West Service Road
and down the East Loop Road to a Point Of Connection (P.O.C) for the proposed Support
Services building. The trench will contain emergency power conduits and chilled water lines
from the central plant along with fire alarm, data, and communication conduits. The system
will provide emergency power, chilled water, redundant data and communication feeds for
the proposed Support Services building, as well as stub -outs for future lower campus
expansion. Additionally, the system will provide emergency power, chilled water and
conduit feeds to the Cancer Center. The project will be constructed in phases; with the
trench dug, pipe and conduit laid and then back filled, compacted and paved in sections.
The roads will be accessible as much as possible, with traffic reduced to a single lane.
2. Based on this description, Faysal Jurdi stated the City would have no issue with the design.
Per Neal Rinelia's inquiry as to whether the City or OSHPD would have jurisdiction over the
project, Faysal stated that Taylor & Associates should contact OSHPD for a clarification. If
OSHPD wishes to defer, the City will take jurisdiction over the project. Faysal stated a
drainage permit would be required, instead of a grading permit. The City will require both
Electrical and Plumbing inspections. If the trench is required to be deeper than 5', it must be
shored to OSHA standards.
3. Genia Garcia stated that, in terms of planning, she has no issues with the project.

4. Capt. Bunting requested that he be kept Informed on the phasing of the project. The Fire
Department will require a status updated on the traffic flows and road closures. Also, the
Hospital must inform the Fire'Department before 8:00 a.m. on any day that the road will be
shut down.
5. Faysal-Jurdi submitted a sketch of the Trench Profile, dated 2/14/96, to Ray Baltera, Senior
Building Inspector, for review. Faysal was concerned that the electrical conduit would
required separation from the chilled water lines. On a follow-up phone conversation, Ray
stated that as long as the systems were designed for underground installation, conduits and
pipes could be Installed in the same trench.
The above documents our understanding of Items discussed In the above rofarenced meeting. Unless notice to the contrary is received,
the notations will be considered acceptable and Taylor& Associates Architects will proceed with work based on these understandings.
Any discrepancies should be brought to our attention within seven (7) working days.

Per our discussion on 3/28/96, I,contacted Ted Teshima at OSHPD to determine agency
jurisdictions. -
Ted stated that when a system affects an OSHPD approved building, OSHPD review is
required.. As the system feed includes providing chilled water lines and emergency power
to the Cancer Center (an Occupany I, OSHPD approved building), the project will be
"reviewed byOSHPD'.
