Randy Regier, AIA, Principal TAYLOR & ASSOCIATES 2220 North University Drive Newport Beach, CA 92260-3319 RE: HOAG MEMORIAL HOSPITAL PRESBYTERIAN East Tower and Cafe Building Dear Randy: FILE COPY Thank you for the opportunity to view the presentation prepared for the existing Hoag Memorial Hospital Presbyterian ("Hoag") Campus and future development plans. It was time well spent on understanding the various changes proposed for the campus. With regard to the issue of the submittal package the City, I have circulated the draft index sheets to the respective City Departments. The resulting comments and/or requests have been categorized as follows: Building Department: In addition to the `Precise Grading Plan' sheets listed on the draft index, the Building Department is requesting these items: 1. All related civil engineering sheets, including those that show site excavation, site utilities, etc.; 2. Two (2) copies of the soils report; and 3. A plan, as evidenced, checked & approved by the Office of Statewide Health Planning and Development (OSHPD) that illustrates the method of "shoring" for the structure. T Fire Department: In addition to all of the sheets listed under `Fire Alarm' and `Fire Sprinkler' on the draft index, the Fire Department is requesting these items: 1. The `Exit Plan' sheet(s) for the structure; 2. The `Access Plan' sheet(s) for the structure; 3. The plans for the fire protection provisions discussed in the March 21, 2001 letter prepared by Rolf Jensen & Associates, Inc.; and 4. Two (2) fully executed copies of that same letter (the provided copy was not signed by Hoag or Taylor & Associates). Public Works: The Public Works Department is requesting a package of sheets to include the following: 1. Sheet Index (Sheet No. T-2); 2. Site Details and Plans (Sheet Nos. A-1.1, A-1.1.1, A-1.1.8, A-1.3); 3300 Newport Boulevard, Newport Beach City of \Newport Beach Planning Department - Letter to Taylor & Associates Page 2 3. Precise Grading Plans (Sheet Nos. C-0, C-1); 4. Landscape and Irrigation Plans (Sheet Nos. L1.00, L1.01, L1.11, L2.00, L2.01, L2.02, L2.10); 5. Partial Site Plans listed under "VOLUME 6 — MECHANICAL" (Sheet Nos. P-0.1, P-0.2, P-0.3); 6. Fire Pump Room Plans listed under "VOLUME 5 — MECHANICAL" and "VOLUME 6 — MECHANICAL" (Sheet Nos. M-3.83, P-3.90); 7. Site Lighting Plan (Sheet E-5.3); 8. Site Signal Plan listed under "VOLUME 9 — SIGNAL AND COMMUNICATIONS CABLING SYSTEM" (Sheet No. EA-2.00); and 9. Site Telecom Plan listed under "VOLUME 9 — DATA AND COMMUNICATIONS SYSTEM" (Sheet No. EC-1.00). Finally, the City is requesting one (1) complete set (all plan sheets) for reference purposes. The plans will be kept on file either in the Planning or Building Department. (RJA) has prepared this letter to outline our understanding of the conclusions reached regarding the high-rise protection for Hoag Memorial Hospital Presbyterian East Tower at the March 1, 2000, meeting at Taylor & Associates office. The Newport Beach Fire Department has expressed the need to include additional fire protection features into the building design and construction to address some of the unique concerns related to the height of the proposed addition. To address this concern, we will include the following fire protection provisions into this project: A fire pump with an on -site water supply in accordance with California,Building Code (CBC) Section 403.2.1, Item 2. 2. Supervised public address system panel integral with the fire alarm system. The system will provide selections by floor and all -call capability. The fire alarm will be provided with audible chimes required for hospital evacuation procedures, rather than automatic voice evacuation. b. The Fire Department communications panel, a cabinet containing eight portable firefighter phones, and one headset with sufficient cord to reach all portions of the room will be provided in the Central Control Station. A firefiighter's phone jack will also be provided in the Central Control Station, and at all elevators, elevator lobbies, and entries into enclosed stairways. In lieu of a firefighter's phone jack in the generator room, a phone will be provided within the room. C. Fire detection and alarm system annunciator panels integrated with the fire alarm system. d. Elevator panel and key control switches. This included an annunciator showing elevator locations and switches for standby power. e. Status indicators and manual (on, off, auto) controls for the interstitial floor (between the first and second floors) smoke removal system. f. Sprinkler valve and waterflow detector display panels integrated with the fire alarm system. g. Signage which provides direction to the location of the emergency generator serving the tower, and a written procedure on how to start up/shut down the generator at that location. h. A wall -mounted telephone for Fire Department use with controlled access to the public telephone system. The phone will have sufficient cord to reach all portions of the control room. Fire pump status indicators including controls. j. Schematic building plans indicating smoke compartmentation and the location of the normally locked open door noted in Item 4.c. below. k. Three foot by five foot work table and two chairs. 3. A Fire Department communication system in accordance with CBC Section 403.5.3. A modified smoke control system which will consist of the smoke barrier following: a. Each floor will be a zone with a passive smoke barrier (floor separation) between zones. b. All of the floors (except basement interstitial level and penthouse) will have operable windows and/or door openings which allow the Fire Department a means to remove smoke manually. c. The following means will be provided to alleviate smoke accumulation on floors that do not have operable windows. Basement Two open grates will be provided with interior door access for the fire department smoke ejector. A normally locked -open door will be provided 13 feet above the first floor in the East Stair that can be closed in order to draw smoke through the stair enclosure to the outside. The door will prevent smoke migration up the stair tower. Interstitial Floor A louver system will be provided along with an HVAC system capable of exhausting the floor. Upper Mechanical Floor Exterior doors will be provided to the wraparound roof structure. The mechanical system on the interstitial level is for Fire Department use only and is not considered a life safety system which is to comply with CBC Section 905. This includes the agreement that the system will not start automatically, will not be provided with standby power, and will not be tested as a smoke control system. We further understand that providing the above fire protection items exceeds the current requirements of the CBC and NBMC which applies to this project. We are proceeding with developing a submittal package that the City can review. We provided a draft sheet index indicating the sheets that would be submitted based on a meeting we had with the City in July of this year. In addition, we provided a complete sheet index for your review to determine if you wish to have sheets added to your review set. Once we receive that information, we will complete our package for formal submittal. As we work with you and the other departments to finalize how the City will issue a permit and inspect portions of the project, I thought it would be beneficial to provide some information on what we expect the Office of Statewide Health Planning and Development (OSHPD) to approve, permit and inspect. As a general rule, OSHPD plan checks, permits and inspects project components within 5-feet outside the building. Typically, the local - jurisdiction would plan check, permit and inspect project components from 5-feet outside the building. The following is further clarification: OSHPD review, permit and inspection: • Structural system including foundation. • Shoring and underpinning of adjacent structures. • Shoring of the excavation for the building. • Inspection during shoring installation and excavation for the building. A geotechnical engineer is required to be present during excavation to monitor soil stability and content. • Mechanical systems serving the building including HVAC equipment and distribution. • Mechanical plumbing systems serving the mechanical systems such as chilled water, steam and heating hot water. • Plumbing systems including domestic water, fire sprinklers, medical gasses and waste and storm water discharge to 5-feet outside the building. OSHPD will ask for verification and/or approval from the local jurisdiction for site work and utilities. If distribution of power feeders is part of the site work, OSHPD will ask for verification and/or approval from the local jurisdiction for site work and utilities. Fire and Life Safety systems including review of means of egress, smoke compartmentation, and fire alarm systems and their relationship to HVAC systems. OSHPD will request approval from the local jurisdiction for system function. We have worked with Chief Dennis Lockard to develop the local requirements and Rolf Jensen & Associates, Inc, our Fire and Life Safety Consultant. He has prepared a letter outlining the requirements and Chief Lockard has signed it. That letter has been submitted to OSHPD as part of the plan review process. Architectural building components including departmental planning and conformance to Title 24 Requirements. I hope this helps in your determination of what additional information you may require to conduct your review of the Hoag East Tower Project.
