APPROVED CONDI- Location: The northwesterly corner of Newport TIONALLY Boulevard and 32nd Street, located at 3201 Newport Boulevard in Central Newport. Zone: C-1 Applicant: Los Angeles Federal Savings and Loan Association, Los Angeles Owner: Same as Appli-cant Jack Bailey, 1815 Bayadere Terrace, Corona del Mar, Chairman of the Board of Directors and Chief Executive Officer, Los Angeles Federal Savings and Loan Association, appeared before the Commis- sion and concurred with all the recommendations of the staff except as to the height limit.of 50 feet. He requested that consideration be given to at least a height of 7b or 80 feet which would be more in proportion to the height of the build- ing and create the illusion that the pole was a part of the building. He also felt that the palm trees would block the view of the flag if the pole were only 50 feet high and that the 50 foot height would be only slightly higher than some of the free-standing signs in the area. He advised that the pole had already been purchased, consisting of five 20 foot sections, and requested that at least 80 feet be approved through the Bi-Centennial celebration, after which the pole could be removed upon 30 days notice from the City. Planning Commission discussed the various flagpole and their heights which have been constructed throughout the City. Motion X Following discussion, motion was made to approve construction of the flagpole, subject to the following conditions: 1. That the flagpole shall not exceed a height of 50 feet above grade. 3. No flags that include the name or logo of the applicant shall be permitted on the flagpole. Some of the Commissioners felt that under the circumstances related by the applicant, a higher Motion X pole may be in line, therefore, the original Ayes X X motion was amended to allow a 75 foot high flag - Noes X X X X X pole. ZONE: C-1 APPLICANT: Los Angeles Federal Savings and Loan Association, Los Angeles OWNER: Same as Applicant Application June 5 1975 5 This application is a request to install a 100 ft. high ± flagpole in the 26/35 Foot Hiehgt Limitation District. In accordance with Section 20.09.060 of the Newport Beach Municipal Code, flagpoles shall be in excess of height limits, subject to the approval of the Planning Commission. Environmental Significance_ This project has been reviewed, and it has been determined that it will not have any significant environmental impact. Subject Property and Surrounding Land Use The two story, 26 ft. high Los Angeles Federal Savings and Loan Build- ing and related off-street parking spaces are located on the property in question. To the north is Smokey Stover's Restaurant; to the east, across Newport Boulevard, is the City of Newport Beach City Hall; to the south, across 32nd Street, is the Market Basket shopping center; and to the west, across Clubhouse Avenue, is an off -site parking lot for the subject savings and loan building. Conformance with General Plan The Land Use Element of the General Plan designates the site for "Retail and Service Commercial" and "Administrative, Professional and Financial Commercial" uses. The existing development falls within the uses permitted. Analysis The applicant proposes to construct a 100 ft. high ± flagpole on the southerly side of the existing building, adjacent to 32nd Street (see attached plot plan). Staff is of the opinion that a flagpole on the property in question would be an asset to the community, but feels that the proposed height would not be in scale with the exist- ing development. Item No. 5 TO: Planning Commission - 2. The applicant has submitted photographs of other existing flag- poles in Southern California, which are attached for Commission review. Staff feels that the 100 foot high flagpole (and the size of the flag) adjacent to the three story, 50 ft. high ±, State Mutual Building located in "Newport Place," is in proper proportion with the existing structure. The existing flag display in the photograph of the automobile service station site is also well proportioned with its surroundings. Staff is of the opinion, however, that the 150 ft. high flagpole in the photograph of the Crenshaw Regional Center is not compatible with the adjacent one and two story structures. It is a well-known fact that our Country will celebrate its bi-centennial within the new few months, and it is with that consideration in mind that this organization proposes to install and dedicate to the City and Community of Newport Beach an appropriate flagpole from which our. American flag can proudly be displayed. Rarely is the opportunity taken by private business to provide a community feature which does, in fact, end up' costing that community -nothing. , The close proximity of the property upon which the flagpole is to be installed to the City Government - of -the City of Newport Beach, will.permit us to provide and maintain this community feature at no cost to the City. Only if one is in the immediate vicinity of the flagpole installation will one - become aware that this community feature is not directly connected with the Offices of City Government. • The property Owner seeks permission to install a 100 foot flagpole upon its property, located as indicated on the plot plan attached (Exhibit A). As noted on the Exhibit, the location of the flagpole would be at the Southerly end of Owner's building, pictured below. The property is located at the Northwest corner of the intersection of Newport Boulevard and 32nd Street, Newport Beach, California, and directly West of City Hall complex. .> Branch Office Building, 3201 Newport Boulevard, Newport Beach, California 2 - Other businesses in the Newport Beach area have also seen fit to appropriately display the Nation's Flag. Illustrated following is an aesthetically pleasing flag display at the office building complex located at 4001 MacArthur Boulevard, Newport Beach, California. Many people find this type of display, wherein the size of the flag is in proper proportion with the 100 foot flagpole upon which it is raised, much more pleasing than other, more modest undertakings. 19 Il Flag Display:- 4001 MacArthur Boulevard, Newport Beach, California - 3 - Apparent usage of one of our Nation's emblems in a commercial setting pleases some people, but is viewed unfavorably by others. The picture following is of a business setting, the flagpole being no higher than the flagpoles located in front of the Newport Beach City Hall. The pole is approximately 35 feet high. The displayed flag is approximately 12 X 18 feet; the drape of the flag at rest exceeding the generally accepted standard of not over 25% of the height of the flagpole, Flag display: Service Station setting - 4 - Los Angeles Federal Savings has had other favorable experience in providing for the appropriate.dis play of our Nation's Flag. For a number of years it has provided a display at the Crenshaw Shopping Center, Los Angeles, at its Regional Office. While the height of the flagpole exceeds by 50 feet the installation proposed in this application, aesthetic balance has been carefully maintained in a proud statement to the community. The flag is 12 X 18 feet, identical in size to that displayed at the service station setting. The effect is undeniably different as will be seen below. M 1-7 Flag Display: 3690 W. Santa Barbara Avenue, Los Angeles, California, Crenshaw Regional Center. - 5 - Proposed to be installed at this time, structurally engineered to meet applicable Building Code requirements, it would be the hope of Los Angeles Federal Savings and Loan Association that various Historical Flags might be displayed in Community celebration of the coming bi-centennial.
