Trash Problem - Fun Zone
As summer approaches, the existing trash problem we
have at the end of Washington Street from various commercial
businesses increases substantially. We have not taken an active
part in attempting to solve the problem this year because of
frustration over prior years' efforts. The purpose of this letter
is to request some assistance from the city in attempting to solve
the problem. This is in view of the fact that -previous programs
have not been effective.
At the outset, I have spoken to Mr. Beyeler, General
Services Director, concerning the possibility of'the Balboa
Improvement Association sharing the expense of a seasonal litter
picker for the purpose of policing the Balboa Business District.
I'think this is a good idea and that the city and our association
should pursue this possibility. The association would be respon-
sible for a portion of the cost. As part of this litter picker's
duties, it would be necessary for him to police the Washington
Street end.
A second, and more far-reaching proposal, is that take-
out establishments.and food service'businesses (where the majority
of the material emanates) be burdened with additional conditions
on their use permit concerning trash. These conditions would
impose duties concerning not only trash, which is created inside
of the user's business, but also trash which is created by the
end user.

Thirdly, we would like to see Officer Beswick present
himself in the area for the purpose of instructing the businesses
of their liabilities. Perhaps his presence on a weekend would
be beneficial. Obviously, enforcement of the city's litter law
to the maximum would give some of the businesses a little more
reason to be cooperative.
As always, I remain willing to work with the city in
any way possible concerning this continuing problem.
