Dear Commission Members:
PARKING IN BLOCK 600 - NEWPORT CENTER
A substantial portion of the two Newport Center parking garages remains
empty even though occupancy of the hi -rise office buildings is 96-98%
(a projection has been used for the Wells Fargo Building).
Data gathered indicates that on a weighted average for the three hi -rise
office buildings, parking garage utilization is approximately 72%, or a
parking space surplus of 28%.
At the time the parking pool ordinance was established in 1971, since it
was derived emperically, we understood that after a sufficient period
of operational experience, the parking ratio would be re-examined. We
believe that now is an appropriate time to make that re-evaluation.
We would like to request for your consideration a reduction in the
portion of the Parking Pool Ordinance "1501 spaces and over" (Ordinance
1404-4).
Based on supporting data, we believe that an approximate 20% reduction
in the ordinance would be reasonable, still providing a requirement for
ample parking.
We are sure you concur that the intent of the Parking Ordinance is not
to require more structured parking or asphalt parking paving that is
reasonably necessary since neither are generally considered of particular
esthetic benefit to the community.
There is every reason to believe that due to the energy shortage and the
rising costs of operating an automobile, that auto travel and therefore
parking demand will be on the decline. Car pooling and increased public
transportation are already having an effect.
