Background
At its meeting of February 4, 1971, the Planning Commission denied Use
Permit No. 1510, a request to permit the conversion of the former
Westcliff Convalescent Hospital into a Alcoholic Rehabilitation
Center. Subsequently, at its meeting of February 22, 1971, the City
Council, on appeal, overturned the decision of the Planning Commission
and approved Use Permit No. 1510 for a period of two years at which
time the matter was to go back to the City Council for review.
At the City Council meeting of March 12, 1973, the extension of Use
Permit No. 1510 was approved with no time limit.
Analysis
The applicant has submitted a letter (copy attached) requesting
approval to locate a mobile kitchen on the subject property for
approximately six weeks.
The purpose of the mobile kitchen is to provide food service for the
patients and staff members only during the remodeling of the existing
kitchen facilities at the hospital. No service to the general public
will be provided.
The applicant has stated that the mobile kitchen will be approximately
8 feet wide by 24 feet long, and will eliminate 3 parking spaces. An
inspection of the site by staff on December 1, 1982 revealed that
approximately 15 of the 54 offstreet parking spaces were available for
the parking of additional automobiles. Construction is expected to
commence on December 15, 1982.
Staff Recommendation
Staff has no objections to the applicant's request, and recommends
that the Planning,Commission approve this request. Staff has prepared
Conditions of approval in the attached Exhibit "A" to assure that the
temporary use will be consistent with the purpose and intent of the
Code, and that the site will be restored at such time as this use is
terminated.
