City of Newport Beach ROLL CALL INDEX Report from the Planning Director regarding the request of Advanced Health Systems, Inc., to temporarily locate a mobile kitchen facility on the Raleigh Hills Hospital LOCATION: A portion of Lot 148, Tract No. 1218, located at 1501 16th Street, on the southerly side of 16th Street, westerly of Dover Drive. ZONE: A-P-H The Planning Commission received a report relating to this item from Planning Director Hewicker. Chairman King asked if the possible sale of Raleigh Hills Hospital would affect the proposed request. Planning Director Hewicker stated that staff had not had the opportunity to speak with the Project Manager, but that it should not affect the proposed request. The following conditions of approval were recommended by the Planning Department for the, temporary facility at Raleigh Hills Hospital: CONDITIONS: 1. That all necessary building permits be obtained prior to installing the mobile kitchen on the subject property. 2. That the mobile kitchen shall be removed and the site restored within 90 days of installation. A-P-H Advanced Health Systems, Inc. Same as applicant This is a request to permit the temporary use of a mobile kitchen on the subject property. In accordance with Section 20.30.015(B) of the Municipal Code, the Planning Director, after notifying the Planning Commission of his intent, may authorize the temporary use of structures in any commercial district for a period of time not, to exceed 90 days. Environmental Significance This project has been reviewed and it has been determined that is is categorically exempt under Class 3 (New Construction of Conversion of Small Structures) from the requirements of the California Environmental Quality Act. Conformance with the General Plan The *Land Use Element of the General Plan designates the site for "Administrative, Professional, and Financial Commercial" uses. The proposed use of the temporary facility is permitted within this designation. Subject Property and Surrounding Land Use The Raleigh Hills Hospital and related parking area is located on the subject property. To the north, across 16th Street is the Oakwood Garden Apartments complex and a church; site; to the east, is a Bank.of Newport facility and related drive -up teller and parking facilities; to the south is a medical office building; and to the west is Newport Harbor High School. TO: Plang Commission 72. • Background At its meeting of February 4, 1971, the Planning Commission denied Use Permit No. 1510, a request to permit the conversion of the former Westcliff Convalescent Hospital into a Alcoholic Rehabilitation Center. Subsequently, at its meeting of February 22, 1971, the City Council, on appeal, overturned the decision of the Planning Commission and approved Use Permit No. 1510 for a period of two years at which time the matter was to go back to the City Council for review. At the City Council meeting of March 12, 1973, the extension of Use Permit No. 1510 was approved with no time limit. Analysis The applicant has submitted a letter (copy attached) requesting approval to locate a mobile kitchen on the subject property for approximately six weeks. The purpose of the mobile kitchen is to provide food service for the patients and staff members only during the remodeling of the existing kitchen facilities at the hospital. No service to the general public will be provided. The applicant has stated that the mobile kitchen will be approximately 8 feet wide by 24 feet long, and will eliminate 3 parking spaces. An inspection of the site by staff on December 1, 1982 revealed that approximately 15 of the 54 offstreet parking spaces were available for the parking of additional automobiles. Construction is expected to commence on December 15, 1982. Staff Recommendation Staff has no objections to the applicant's request, and recommends that the Planning,Commission approve this request. Staff has prepared Conditions of approval in the attached Exhibit "A" to assure that the temporary use will be consistent with the purpose and intent of the Code, and that the site will be restored at such time as this use is terminated. This mobile kitchen will only be on the hospital grounds during remodel construction of the existing kitchen and will only serve patients and staff members. No service to the general public from this mobile kitchen will be provided. Upon the completion of the construction and reopening of the hospital kitchen, we will remove the mobile kitchen.
