SUBJECT: APPLICATION FOR GRANT FUNDS
RECOMMENDATION:
Adopt a resolution authorizing staff to apply for, grant funds under the
Roberti-Z'berg Urban Open Space and Recreation Program for bighting of
tennis courts at West Newport Park and San Joaquin Hills Park.
DISCUSSION:
It is being proposed as a 1980-81 Capital Improvement to 'light two tennis
courts at West Newport Park and two tennis courts at San Joaquin Hills Park.
It is estimated that the cost of this improvement will be $70,000. Using
this year's uncommitted grant money and next year's anticipated funds will
make $48,650 available to complete the project. The remainder, which satis-
fies the local match requirements will be funded fron the Tennis Court Amor-
tization Fund. As the Tennis Court Amortization Fund is generated from par-
ticipants in our instruction program on a user fee basis, the total lighting
project will be accomplished using no local tax dollars.
The project will provide extended use of existing facilities with minimal
additional maintenance requirements. For this reason, approval of the reso-
lution is urged to enable the staff to proceed with the application process.

Reference is made to your memorandum, of February 7, 19.73,
regarding the proposal by the Parks, Beaches and' Recrea-tion
Department to install lights on,the tennis courts at the
Newport Harbor High School.
I have discussed this matter with'the City Atto,rney's Office
and am i,nformad that th-e'school-di-strict•does not 'come under,
the Jurisdiction, of our local zoning ordinanc and; therefore, .

Howeve-r, we would appreciate an'opportunity to review the plans

In the current 1972-73 budget, the Parks, Beaches & Recreation
Department has an item that was ap roved by the Council to light
two tennis courts at the Newport Harbox High School. Additionally,
the school district would like to light tigo courts during the same
period for a total of four tennis courts.
Since the budget was approved by the City Council, the Planning
Commission has inflicted certain rules and regulations relative
to the lighting, of tennis courts in residential areas. Since the
tennis courts are bounded by Irvine,Avenue and residences do
occur on the westerly side of Irvine Avenue_, I suppose some
review by the Commission will be necessary. Z am not quite
sure what procedure the City would follow in approaching the
Commission with one of itsown requests of this nature, but
perhaps you can give me some guidance.
The City would propose to light all four courts, and then be
reimbursed by the school district for the cost of two of them.
We would anticipate that the lights would burn every night from
dusk until approximately 11;00 p.m. We will be prepared to go
to the City Council in approximately 30 days with plans and
specifications for this installation, Would you please advise
me of the necessary steps that we Should follow in complying with
the Planning Commission"s restrictions on tennis court lighting.
