The agenda will be posted at least seventy-two (72) hours in advance of each regular meeting and the public will be allowed to comment on agenda items before the Zoning Administrator, as well as items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator. The Zoning Administrator may limit public comments to a reasonable amount of time, generally three (3) minutes per person. Recommended Action 1.Approve and File February 29, 2024 Page 2 Zoning Administrator Meeting IV.PUBLIC HEARING ITEM(S) Kamell Residence Coastal Development Permit (PA2023-0115) Site Location: 4005 Seashore Drive (Units A and B) 2. Project Summary A coastal development permit (CDP) to allow the remodel and addition to an existing non-conforming 3,694-square-foot duplex. The proposed project includes an addition of approximately 360-square-feet to create an accessory dwelling unit on the third floor. The structure would reach a maximum height of 29 feet and includes a third floor uncovered roof deck. The proposed addition of the accessory dwelling unit requires a CDP. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Coastal Development Permit filed as PA2023-0115 (Attachment No. ZA 1). Artisan Property LLC Residential Condominiums Tentative Parcel Map and Coastal Development Permit (PA2023-0190) Site Location: 825 & 825 ½ West Bay Avenue 3. Project Summary A tentative parcel map and coastal development permit (CDP) for condominium purposes. The property owner proposes to demolish an existing residential duplex and build a new two-unit residential condominium building. The tentative parcel map would allow each unit to be sold individually. No waivers of Title 19 (Subdivisions) are proposed for this project. A CDP is required because the project site is located within the coastal zone. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315 under Class 15 (Minor Land Divisions) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving the Tentative Parcel Map and Coastal Development Permit (Attachment No. ZA 1). February 29, 2024 Page 3 Zoning Administrator Meeting Annual Review of Hoag Memorial Hospital Presbyterian Development Agreement (PA2009-064) Site Location: 1 Hoag Drive 4. Project Summary Pursuant to Section 15.45.080 of the Municipal Code and Section 65865.1 of the California Government Code, the City is conducting a review of the amended Development Agreement between the City and Hoag Memorial Hospital Presbyterian (Hoag Hospital). The City and Hoag Hospital entered into a Development Agreement in 1994, which was amended in 2008, 2019, and 2020, for the purpose of ensuring the orderly expansion of Hoag Hospital. The review will examine Hoag Hospital’s good faith compliance with the provisions of the Development Agreement, the Planned Community Development Plan District Regulations, the Municipal Code, and applicable environmental mitigation measures. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15321, Class 21 (Enforcement Actions by Regulatory Agencies) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Receive and file the Annual Report of Development Agreement for Hoag Memorial Hospital Presbyterian (Attachment No. ZA 2); and Find that the applicant has demonstrated good faith compliance with the terms of Development Agreement No. 5. V.PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on agenda and non-agenda items generally considered to be within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Zoning Administrator has the discretion to extend or shorten the speakers’ time limit on agenda or non-agenda items, provided the time limit adjustment is applied equally to all speakers.
