The limits of the Balboa Business District are Adams Street to "A" Street from Ocean Front to Bay Avenue. This report is based on a field review conducted on May ' 19th and 20th that identified existing substandard roadway improvements including pavement requiring rehabilitation, drainage deficiencies, damaged/deteriorated curb and gutter, and damaged sidewalks which may create a tripping hazard. The findings of this ' report have been summarized in a matrix format with each street listed alphabetically for convenience. A three tier ("A", 'B" and "N/A") priority labeling system has been established in concert ' with the City to identify the necessity of replacement for existing street improvements within the Balboa Business District: ' i. Priority "A" indicates the need for replacement due to non- standard and/or non-functional reasons. ' ii. "N/A" indicates that no replacement is necessary as the improvements are in good condition, are functional and meet ' current City standards. As directed by the City, a detailed review of Balboa Boulevard is not included in the report as the entire street will be reconstructed utilizing a "tilt" section, in accordance with Alternative IIA of the preliminary design alternatives, submitted to the City by RBF in ' January, 1988. Our field review revealed the following: ' • "A" Street is in good condition requiring improvements for cosmetic reasons only. • Adams Street is also in good condition but requires improvements for both functional and cosmetic reasons in select ' locations. t • Bay Avenue was found to be in relatively poor condition requiring construction of a bulkhead near "A" Street and replacement of the roadway, curb and sidewalks for both functional and cosmetic reasons. ' • Main Street also requires replacement of roadway, curb and gutter for functional and cosmetic reasons. ' • Palm Street is in good condition but requires improvements in ' select locations for both functional and cosmetic reasons. ' • Washington Street is also in good condition and requires improvement in select locations for functional and cosmetic reasons, as well. I■ • The only alley requiring replacement is located just east of Balboa Boulevard between Adams Street and Palm Avenue. This alley does not meet City standards and does not have sufficient grade for drainage. All other alleys appear to be in good condition. Street has a crown section and appears to be fully functional for both drainage and traffic. Street is somewhat unattractive due to A.C. patchwork but is in good condition with a 2-4% longitudinal grade. CURB RETURNS A Both curb returns are relatively old P.C.C. Curb returns are (Both northerly and southerly non-standard as they are without access ramps. curb returns at intersection of "A" Street and Balboa Blvd.) ALLEY APPROACH N/A Alley approach is constructed of P.C.C. Alley approach appears (On northerly side of "A" Street) to be in good condition without cracking and meets current City Standards. ALLEY APPROACH N/A Alley approach is constructed of P.C.C. Alley approach appears (On southerly side of "A" street) to be in good condition and appears to have been recently constructed concurrent with the new alley. Alley approach meets current City Standards. CURB ONLY N/A Curb is constructed of P.C.C. and was poured monolithically with (Ocean Front to Alley) sidewalk. Curb appears to be in good condition without any cracking or chipping. Curb face varies from 0 to 6 inches due to A.C. overlay. Curb appears to be in good condition with slight cracking in some spots. Curb is fully functional with the curb face varying between 5 and 6 inches. SIDEWALK N/A Sidewalk is constructed of P.C.C. Sidewalk appears to be in (Ocean Front to Alley) good condition with no cracking and sufficient slope for drainage. SIDEWALK B Sidewalk is constructed of P.C.C. Sidewalk appears to be in (Alley to Balboa Blvd.) good condition with slight cracking in some spots. Sidewalk is fully functional with sufficient slope for drainage. The A.C. pavement is in good condition while the P.C.C. pavement is older and slightly cracked. Street is relatively flat with a longitudinal grade of 1-2%. CURB RETURNS A Both curb returns are old P.C.C. and are substandard without (Both northerly and southerly access ramps. curb returns at intersection of Adams Street and Balboa Blvd.) ' ALLEY APPROACH B Alley approach is old P.C.C. but appears to be in fair condition. (Northerly side of Adams Street) Alley approach is chipped and marked up, but is functional. Sidewalk is in good condition with only (Easterly side) slight cracks showing in various locations. Sidewalk has sufficient slope for drainage. There is an existing drive approach located approximately 40 feet south of Washington Street that is in poor condition and does not appear to serve a current use. This drive approach should be removed and replaced with standard curb and sidewalk along with approximately 30 feet of badly cracked curb and sidewalk just north of the drive approach. (Ocean Front to Balboa Blvd.) between Balboa Blvd. and the alley intersection and is constructed of red -stamped P.C.C. from the alley intersection to the Ocean Front. The stamped P.C.C. section of road utilizes a flow line at the center of the street, transitioning to a crown through the A.C. and P.C.C. section between the alley and Balboa Blvd. The entire street between the Ocean Front and Balboa Blvd. is in very poor condition due to numerous cracks, subsidence, and many "dead spots" that do not drain. CURB RETURNS A Both curb returns are old P.C.C. and are substandard without (Northerly and southerly curb returns at interstetton of Main St. and Balboa Blvd.) access ramps. ALLEY A Both alley approaches are old P.C.C. Both are in poor condition APPROACHES and are substandard. DRIVE APPROACH N/A Drive approach is relatively new P.C.C.
