Fire Damage Demolition, Remodel and Reconstruction. 2. Demolition Permit. 3. Submittal Requirements Information Items: 1. C. J. Light Associates is in the process of identifying the existing building envelope (Square footage, Perimeter and Allowable Height). 2. C.J. These footage's had not been confirmed by Genia to date but she is in the process of reviewing the overlays. It was also agreed that the footage's could be shifted between the First and Second floors as necessary as long as the totals do not exceed the agreed upon totals for the existing building. 4. Don Skelly asked the Contractor and Architect to review the extent of demolition and intentions to replace deficient existing construction conditions with Genia Garcia and Faysal Jurdi. Conclusions: 1. C. J. Light Associates asked if the contractor could demolish the existing structure due to the fire damage and the deficient existing construction. Both Genia and Faysal agreed with this course of action. As long as the contractor would rebuild a similar structure within the agreed upon building envelope that is defined by the existing building perimeter, the existing square footage's and the City of Newport Beaches height requirements for this site. The parking would remain essentially the same. The trash location will be reviewed as plans are developed. 2. The Contractor needs to initiate a new demolition permit to replace the existing partial demo permit before proceeding with the next phase of demolition. 3. C.J. Light Associates will prepare a complete building package for the City of Newport Beach to plan check and review. Prior to that submittal C.J. Light Associates will review Preliminary Plans with Genia and Faysal for their preliminary approval. 4. No Coastal Commission Approval is necessary due to the fact that the new construction will be within the existing building envelope. 5. NOVA CONTINUED FROM Al Sonny Mergenthaler, the chef and an employee at the restaurant for 28 years, is anx- ious to get back to his new state-of-the-art kitchen, which he helped the architect design. "I'm down there almost every day — I can't stay away," Mergenthaler said. "My wife says if they handed me a ham- mer I'd probably start swinging. "But I don't know much about construction," he added, laughing. Mergenthaler seems like a dif- ferent person since the morning last September when a malfunc- tion in a refrigerator ignited a fire at the restaurant. The blaze gob- bled a good portion of the two- story wooden structure built in West Hollywood in 1933 and brought to Newport Beach in 1967, There was no interior sprin- kler system to fight off the flames. Mergenthaler and dozens of employees stood before the restaurant that gray morning, hugging each other and crying as they watched the crippled building hiss and smoke after the flames were doused. "It's my home," said Mergen- thaler, who is one of 52 employ- ees who are returning to work at the restaurant when it opens. The Creans were traveling in Europe when the fire broke out, but cut their trip short when they heard the devastating news. "At first we were heartbro- ken," Crean recalled. "Then within a week we got excited thinking about all the mistakes in the old building we could fix." These included "Mickey Mouse" electrical wiring and an unpredictable air conditioning system, he said. But the old, fire -damaged restaurant required much more than a Band-Aid. "Once we peeled it apart (we) were amazed it hadn't fall- en down," Crean said. "We had to bull -doze the whole thing. "The building was tired and it was a good opportunity to build something that will be there forever." Crean made the decision to raze the building and rebuild it according to modem- fire and earthquake standards. While this decision will cost.him about $2 million — of which insurance covers half — Crean said he believes re -building is a worth- while investment. "Economically it would have made sense to bulldoze it and walk away from the property," Crean said. "But it's too much fun and too much of a landmark to let it dry up and go away." Crean had leased the proper- ty before the fire, but he bought the bayfront parcel of land the restaurant sits on for an undis- closed price, and construction on the new building began Feb. 15. Since then, Crean and his wife have delved into the archi- tecture and design details on the 8,000-square-feet restaurant. Don't worry.— the restaurant exterior will still replicate an early 19th century Tliscan vil- lage. "It will be quite a bit more modem and efficient," Crean said. "But people will definitely recognize it." While the red vinyl booths, the large Italian landscape paintings and the menu that boasts 75 Italian entrees will remain the same, there are dozens of new structural improvements. These include an elevator, a larger lobby, four roomier stair- cases compared to the former two narrow ones, a more effi- cient kitchen with high-tech equipment, and a larger view of the bay. The windows will be enlarged and the room redesigned some so nearly every one in the dining room, includ- ing those at the sunken piano bar, can admire the bay view. Additionally, upstairs off the banquet room will be a new 7- foot-wide balcony, "for all the cigar smokers who used to sneak out the side door," Crean said. Amid the piles of dirt, wood- en planks and stucco sheets, what has remained unchanged on the Villa Nova marquee since the day of the fire is the promise: "We'll Be Back." (He is leaving the city on June 23.) He reaffirmed: - The maximum building FAR is .3 (no variance allowed), There are no view blockage problems as long as the building is within the height limit, Phasing with more temporary square footage (beyond FAR) could be accomplished with a performance bond, The issue of building over water must be resolved. We talked to Tony Melum in the Marine Department. He is reviewing the site plan to see if it is possible to build over water. His preliminary opinion is that, since your addition is not over public property, it is possible. The State Lands Commission will probably not be involved, but the Coastal Commission will be. He will have a more definitive answer next week, and hopefully we will be able to define the approval.process at that time: Conclusions: We calculate your site area as roughly 21,650 sf (about 1,000 sf less than the figure that you gave us). We need an accurate property description with property line bearings so that we may accurately calculate this area. Based upon the site area that we calculated, your existing building is 7,925 sf, for a FAR of .37. For the allowable FAR of .3, you are limited to a floor area of 6,495 sf, which means that you will have to eliminate 1,430 sf, an area approximately the size of your kitchen plus any of the areas that are added. The challenge as we see it is to prioritize your space allotments and increase efficiency of your building. MEMO TO FILE January 23, 1996 3131 West Coast Hwy., Villa Nova Restaurant Parking During the reconstruction of the Villa Nova Restaurant, an attempt was made to replace all existing parking spaces prior to the fire that destroyed the building. Previous plans on file with the Planning and Building Department did not reflect an accurate count of parking spaces. It appeared that 29 parking spaces were provided on -site, in addition to the valet parking that was approved for this restaurant. Many of the parking stalls were sub -standard in size (7'5" x 16) and, at the request of the Traffic and Engineering Department, and the Planning Department, an attempt was made to provide a parking plan with parking spaces that would meet the City standards. At the request of the Building Department, handicapped parking was added to be in compliance with ADA requirements.
