STAFF REPORTS:
1. Mr. Stewart met with representatives of The Irvine
Parks & Open
Company and they reached the following conclusions:

package of parks and open space and will invite City
staff to review it periodically as the work is in
progress. The total development will be presented to
the PB & R Commission around the end of April, 1973.

SUBJECT: CITY OWNED "R-l" PARCEL ON RIVER AVENUE AT 43RD STREET
ON THE RIVO ALTO
Pursuant to our conversation of this past week, attached is
a preliminary title report on the subject parcel from First American
Title Insurance Company dated as of January 23, 1973: The only recorded
covenant on the property is against the vending of intoxicating liquor.
This is a common covenant.on many properties in the Rivo Alto area.
There is no apparent authorization for the adjacent property
owner to maintain the substantial illegal encroachments that�now encum-
ber this property. The Mayor has previously proposed that it be placed
on the ballot for public authorization for disposal. It seems reasonable
to anticipate that such a recommendation may be forwarded to the recently
established Citizens Charter Review Commission unless some identifiable
public purpose can be-established'for use of the property. '
As we discussed informally, it may be feasible and worthwhile
to study consolidation of the parcel with the adjacent street end to
form a pleasant public vista point and "mini" park on the Rivo Alto
Channel.
I understand that you will review this subject with the
Parks, Beaches & Recreation Commission.
