It was a pleasure talking with you over the counter last week. I understand the dilemma
of having a piece of property without an "official" address. When I indicated that 2019
East Bay Avenue might be the only choice, it was before I looked at my records for this
piece of land.
I found copies of some a -mails I exchanged with your son, Byron, earlier this year and
have attached copies for your perusal. Because the parcel of land in question is not a
residence, we do not want to legitimize it with a regular address. We have another
addressing strategy that can be used for land that is neither a home nor a business.
We decided that the address should be 2018 (G) East Bay Avenue. By keeping 2018
in the address, it ties the garage structure to the address of the residence. The letter
"G" (for garage) in parentheses ensures that this structure is not a home and not a
commercial venture.
We previously notified City departments; however, I would advise you to inform the
Orange County Assessor's Office so that their records match the City's. Please do the
same for any utilities on the site, including telephone service so that responses to any
"9-1-1" emergency calls are dispatched to a valid address.

I was told that you were the one to help us with an address problem we are having with
property we purchased in 1986 and we have no recognizable mailing address even though
the lot numbers of 17 and 18 tract 756 have been used correctly uniformily.
The deed had no address on it. The tax assessor and treasurer have used 2021 East
Bayfront. I have an appraisal using 2028 East Bayfront. Our neighbors to the East are
using and have been using 2021. Our address is 2018. Our neighbors to the west are
2009, and 2000 and so on. These homes were built during the 20's, 30's, and maybe
slightly later.
Some years ago the post office made us all change to East Bay Avenue as that is what it
really should be, and there is an East Bayfront on Balboa Island.
We purchased the property from the estate of the owners of 2021 in 1967, as the property
was just extra parking and work shop for them.
Now I would like to get an official address f 201 or better 2020 East Bay Ave. to lots
17 and 18 to clear up the matter. I would not resist assigning those numbers to each lot if
that is better for you. We can use the numbers to notify the Post Office, the Tax Assesor
and Collector, and the County Recorder if necessary. The property title is currently in the
Trane Family Trust, with me as the trustee when my wife and I added it to our trust from
Community Property in 1988.
Attached are copies of the purchase deed, the tax assessors notice, and a plat map.

Hi Byron,
we will assign the address 2018 (G) E. Bay Avenue to that
parcel with the garages. The (G) will indicate that this is
for garages and is not a residence so please use this in the
address. The reason we don't accept the "1/2" address is
because that would indicate a residence is there.
when I investigated, I found that building permits were taken
out for the garages with the address 2021 E. Bay Avenue. But,
as you know„ that address is now used by another homeowner.
It is important to have an address on every parcel with a
structure on it.

set of garages and until now has never received mail. My
family and I are
temporally staying at my parents house and I am using a garage
stall as a

receive a ton of
mail every day and in an effort to keep our mail separate i
thought that it
would be easier to send it to the garages across the ally and
use the
address that we have used as a service address for utilities
since approx.

legal address
for this property is 2021 E. Bay Ave. Balboa CA 92661, however
that is the
same address as trick caruso's home that is next door to my
parents. I am
open for suggestions!

Since 1515 Monrovia Avenue was listed as a previous address on this site, I have no problem with Coastline using it.
Will there be other buildings on site? If so, I presume each should have its own address number. If there are going to be
many buildings, we might want to make sure we have enough numbers and come up with an addressing scheme that
will work with Fire and Police. If 1515 is going to be the only number on site, then no problem.
I will write a letter to you ... or to whomever at Coastline... authorizing the use of the address(es). Just let me know who
should receive the letter and an address so I can mail a hard copy of my letter. I would be happy to include anyone else

a mechanical storage room (basement level) from 344 to 631 square feet; 3) additional
cut to accommodate the new sub -basement (from 3,715 cubic yards to 4,380 cubic
yards), reduced fill (from 270 cubic yards to 220 cubic yards) and increased export
(from 3,445 cubic yards to 4,160 cubic yards); and 4) a change to the foundation system
which would also now consist of caissons as well as deepened footings and retaining
walls including twelve (12) 24" diameter caissons along the western side yard property
line and nine (9) 24" diameter caissons along the eastern side yard property line. Other
changes to the design of the residence are proposed, however, these are largely
attributable to changes required by Special Condition 2 and include the following: the
basement has been reduced to 3,522 square feet to 2,903 square feet; the basement
level garage has been reduced from 2,444 square feet to 2,283 square feet; the 1st floor
deck has been reduced from 1,401 square feet to 701 square feet. Post project, the
residence will be two -stories with a basement and sub -basement areas (i.e. two -level
basement) consisting of 9,528 square feet with a 298 square foot garage area and a
2,283 square foot subterranean garage area. All of the changes to the development
being requested in this amendment will comply with the previously imposed condition
(Special Condition No. 2) requiring that all development be sited landward of the bluff
edge.

I just had a very nice chat with Chris Schroeder. He would really like to retain the address 3711 % W.
Balboa Boulevard since that's how the U.S. Postal Service and all other utilities have his address.
Apparently it's just the City's water service that has something different.
I am going to send him a letter acknowledging that his upstairs dwelling unit is officially 3711 'h W.
Balboa Blvd. Since the apparent absentee owner of the first floor dwelling is not available, we'll call
that one 3711 W. Balboa Boulevard.
I'll send you (and all other City departments) an e-mail this afternoon. Sorry this might cause your
department some problems, but we've always been told to accommodate the homeowner if at all
possible.

In both cases ... 3711 Balboa Boulevard and 1611 West Ocean Front ... the units are condominiums.
It is up to the homeowners to decide how they want their addressing to be; however, it needs to be
consistent on each lot so that it's either "Unit A and Unit B" or it's a "whole number" and a "'/2" or it's
"Unit 1 and Unit 2". We do not want to have a "Unit A" and a "Unit 2" on the same property.
In the case of 3711 Balboa Boulevard, with the whole number being upstairs and in the back and'/2
being downstairs and in the front, that is okay so long as that is the arrangement both owners want.
Both owners would need to agree in order for us to approve a change.
The City cannot tell the homeowner what his address must be so the homeowner has to make the
request to change the addressing. It must be in writing. They can write a letter to me or send a fax or
e-mail. It's free; no charge. I will send them a letter so they have proof that the City recognizes their
new address and they can change whatever they need to change.

Here is a second property in which we recently came across with conflicting addresses.
3711 V W. Balboa Blvd. is a downstairs unit located in the front of the property. We would
like this unit be assigned the address of 3M W. Balboa Blvd. UnitA to prevent any more
confusion and problems with residents signing up for the wrong water account.
The current address of 3711 W. Balboa Blvd is assigned to the upstairs unit in the back of the
property. We would like this to reflect an assigned address of 3711 W. Balboa Blvd. Unit B.
(We wouldn't mind using #1 and #2 for the unit assignments.)
Do we need to have the property owners fill out any paperwork prior to having these changes
made? I have spoke with the resident in the back and he was willing make the change. I have
been unable to contact anyone from the downstairs unit.

one of the reasons why we like to have addresses arranged in a logical sequence is so our first responders can find an
address quickly. It might seem unnecessary on a lot of this size; however, sometimes seconds count if someone's life is
in jeopardy.
I understand about not wanting to change an established address. I would, therefore, ask that you choose an address
between 532 — 538. We will then consider that the permanent address of the restaurant.

Following up on the address situation a little bit more, we noticed that the use is between the existing parking structures
530 and 540, respectively and you would like to create an address (550) that is not in sequence between these two
addresses. At this time, we are checking to make sure that this is ok. However, there is a possibility that we would ask to
create an address in sequence or change the cafe to 540 and add/change the address of the parking structure closest to

4. Lastly, I wanted to give you a draft list of the conditions of approval. Please review and make
any questions or comments necessary. I will be in the office until Friday 4:30 p.m. If you make
comments/questions after that please forward them to Jaime.
Project Description:
A use permit to allow installation of a 12-ft-wide by 40-ft-long one-story modular building for use as a cafe
offering the sale of pre -packaged food items and beverages. The modular building will be located between the
two existing parking structures on the north side of the property. The installation will be allowed for a period of
up to two years and is intended to be utilized until a permanent cafe building is approved and constructed. The
property is located in the M-1-A (Controlled Manufacturing) District. The approval is based on the following findings
and subject to the following conditions.
Conditions:
1. The modular building shall conform to the approved plans (attached) except as modified by other conditions.
2. The temporary one-story modular building shall not shall not be greater than 12-ft-wide by 40-ft-long and
exceed 480 square feet and 32 feet in height. It shall be located between the two existing parking
structures on the north side of the property and -operate as a cafe offering the sale of pre -packaged food
items and beverages.
3. The net public area for outdoor seating shall not exceed 842 square feet and shall be limited to minor
landscape improvements, trash receptacles, tables, chairs, and canvas umbrellas at the tables, unless
otherwise approved by the Planning Director.
4. One non -illuminated sign not to exceed 4 feet by 8 feet in size shall be allowed on the outside of the proposed
modular building. No other on -site or off -site signs shall be permitted in conjunction with or advertising the
presence of the modular building.
5. The hours of operation shall be limited to between the hours of 6:00 a.m. and 4:00 p.m., daily. Removal or
replacement of the trailer, and or other deliveries for the facility shall be prohibited between the hours of 5:00
p.m. and 9:00 a.m., daily. Any increase or change in the hours of operation shall be subject to the approval of
an amendment to this use permit.
6. The modular building shall be removed from the site and the use terminated no later than April 15, 2012,
unless it is otherwise extended or superseded by the approval of the Planning Director or the Planning
Commission. The Planning Director may extend the duration for an additional year in accordance with the
provisions of Section 20.91.050 B.
7. Sales of alcoholic beverages shall be prohibited.
8. No live entertainment or dancing shall be provided.
9. No heating or cooking of foods is allowed except for in a microwave oven.
10. The facility shall contain receptacles sufficient in size to accommodate all trash deposited by customers. Trash
receptacles for patrons shall be conveniently located both inside and outside of the proposed facility, however,
not located on or within any public property or right-of-way.
11. Trash generated by the proposed use is stored on -site in an area screened from view to the public right-of-way
and adjacent residences except when placed for pick-up. The operator of the food and beverage sales facility
shall be responsible for the clean-up of all on -site and off -site trash, garbage and litter generated by the use.
12. The applicant is required to obtain all applicable permits from the City's Building and Fire Departments. The
construction plans must comply with the most recent, City -adopted version of the California Building Code and
all applicable state and federal laws.
13. No temporary "sandwich" signs, balloons or similar temporary signs shall be permitted on -site or off -site to
advertise the proposed use, unless specifically permitted in accordance with the Sign Ordinance of the
Municipal Code. Temporary signs shall be prohibited in the public right-of-way unless otherwise approved by
the Public Works Department in conjunction with the issuance of an encroachment permit or encroachment
agreement.
14. Storage outside of the building in the front or at the rear of the property shall be prohibited, with the exception
of the required trash container(s).
15. If this property is sold or otherwise comes under different ownership, the current business owner, property
owner, or leasing company shall notify the future owners/assignees of the conditions of this approval.
16. An outside paging system shall not be utilized in conjunction with the subject eating food and beverage sales
establishment, unless otherwise approved by an amendment to this use permit by the Planning Director.
17. All noise generated by the proposed use shall comply with the provisions of Chapter 10.26 and other
applicable noise control requirements of the Newport Beach Municipal Code. The maximum noise shall be

18. This Use Permit may be modified or revoked by the Planning Director, Planning Commission, or City
Council should they determine that the use or one or more of the conditions set forth herein is not being
complied with, or the manner in which the project is being operated or maintained is detrimental to the
public health, welfare or materially injurious to property or improvements in the vicinity or if the property is
operated or maintained so as to constitute a public nuisance.
19. The project is subject to all applicable City ordinances, policies, and standards, unless specifically waived

22. Prior to final of building permits for the additional floor area, the applicant shall schedule an evening
inspection by the Code and Water Quality Enforcement Division to confirm control of light and glare as
specified by Mitigation Measure Nos. MM 4.7-1 and MM 4.7-2 of the Final Environment Impact Report (SCH
No. 2006-101105).
