Addressing of new tracts or subdivision: meet with Fire Department (Jim Topping). The primary concern of addressing is that emergency personnel be able to respond in an emergency with minimum confusion, so the Fire Department is very concerned that the correct addresses be assigned from the beginning. Basic rules: even numbers go on the east and north sides of the street, sites on the south or west side of a street have odd numbered addresses. 2. Requests for 2 digit addresses are typically denied unless the street to be addressed is within the limit of one tract or subdivision (i.e. streets in Harbor Ridge, Big Canyon). 3. When there are 2 or more potential street addresses, examine the orientation of the building. Generally, the street from from which access is taken is the street used for addressing purposes. The Fire Department rarely deviates from this policy. Address Changes: 1. All applications must be in writing. Encourage applicant to tell us why they want to change the address. It's helpful if they enclose a plot plan. 2. When looking at a proposed address change, consider the following: A. Access: for corner lots, the site should be addressed off the street from which access is taken. B. Address sequence: we do not allow out -of -order addresses. If the present addresses run 900, 902, 904, 906, for instance, we wouldn't allow the site between 902 and 904 to be known as 908. C. Separate addresses (even off separate streets) for units in the same building is acceptable in some cases if there is separate, district access to each unit. Fire Department makes final call. 3. Notification - when you and Fire Department agree to change an address, you do the following: (1). Send letter to applicant advising that address has been changed form to (See file for example). (2). Note change or building permits in accordance with Lisa's procedures. (3) . Notify Paul Medina in Public Works so he can change atlas sheets. WE DON'T NOTIFY ANY UTILITIES, ETC. APPLICANT GETS A LETTER FROM THE CITY FOR VERIFICATION, BUT HE NOTIFIES ALL AFFECTED AGEiN�CIES OF THE CHANGE.- 13.1 � September 7, 1989 To: Dana Aslami, Genia Kaznocha and Scot Ferris; Current Planners From: Javier Garcia, Senior Planner Re: Address Verification Dana, Genia and Scot, Please be advised that the Planning Department is resposible for the assignment of addresses and for the verification of the same in the issuance of building permits. It has been put to you previously that when issuing building permits of any kind, we are to verify that the application has a valid address. I have had to verify addresses for the Building Department which should have been verified at the issuance of the building permit by the Planning Department. If you should have a problem in verifying an address, there are a number of sources which are available to you to hopefully correct the problem, be resourceful. Some of the typical sources which I have used in the past are: 1.) The City Atlas, 2.) The Assessors Plot BookLicense Division, 3.) Building Permit Jacket (this is not necessarily gospel), 4.) License Division, 5.) The Police Department Reporting Districts Handbook, 6.) The Telephone Book, 7.) Project Files (Newport Center/Fashion Island for example) , 8.) Tract Address Files, 9.) The City Water Billing Department, 10.) The Donahue Shriber who manages the Irvine Company properties. These are all available to you for the verification of addresses, so it would be of tremendous help to the Building Department if you would please make a harder effort to verify the validity of any addresses on the building permits which you issue. If you should not have any luck in verifying the address and the applicant cannot provide you with any help in verifying the address, then do not issue the building permit. Do not assume that the address which the applicant is submitting is correct unless you verify it. We should not have to verify addresses for projects or permits which have already been issued.
