As near as I can figure out, Ms. Slick had been receiving her Gas Company billing with a Newport Beach address. In several unincorporated portions of Orange County, homeowners had Newport Beach addresses because their areas were in our sphere of influence and because it was more efficient for them to have their mail delivered by Newport Beach postal carriers rather than Santa Ana postal carriers. In Ms. Slick's case, for some reason her address was changed to a Costa Mesa address in December 2002. The address change was not authorized by Ms. Slick or by the City of Newport Beach. In July 2003 the unincorporated area where Ms. Slick lived was annexed into Newport Beach so she should definitely have a Newport Beach address. Sincerely, PATRICIA L.
