Dear Mrs. Troy:
As you requested, we are allowing you to change your address from 500 15'h
Street to 601 Kings Place provided the following provisions are adhered to:
A new sidewalk leading to the main entrance of the residence shall be
constructed so as to indicate the main residential access is taken from
Kings Place.
The old address shall be removed and new address numbers shall be
installed. The new address numbers shall be at least four inches high, of
contrasting color to their background, and clearly visible from Kings Place.
The mailbox shall be removed from 15th Street and relocated to Kings
Place.
We will notify City departments; however, it will be your responsibility to advise all
other affected agencies such as the U. S. Postal Service, utilities, Orange County
Assessor, etc. Please remember to inform your local telephone service carrier
so that any emergency response calls are dispatched to a valid address.

Chief Lockard has approved the request for a change of address for the above residence, provided the

I am having trouble believing that a delivery person or a taxi would go to a side street rather than the main
thoroughfare to the property.
My understanding is that the MAIN entrance to the house faces 15th street and therefore that should be where
the property takes it address.
All that being said if the property owner relocates the sidewalk, mailbox etc. so that the obvious access is on
Kings Road I believe we can support that request.
Please contact Planning and determine if they can support this request with the modifications proposed.

Dennis,
Went by the above residence to look at the proposed address change requested by Freddie Troy. While
there I met with Mr. Troy who stated that the main reason for the requested change of address was that he
has a hard time with mail delivery and that delivery people and taxi drivers have a difficult time
differentiating which 15th. Street the Troy's live.

doors are facing Kings Place. Mr. Troy would be willing to make the living room area•as his main entrance
in order to have the Kings Place address. Also; he would have to renumber his home to coincide with the
600 block of Kings Place.
Our Amended Fire Code, Section 901.4.4 Premises Identification, states;
Since this property is on a corner lot, I don't see any reason why the Troy's can't take their address from
Kings Place provided they construct a side walk leading to the main entrance door facing 15th Street;
move their existing mailbox to Kings Place and apply for an address change from 500 -15th Street to
a designated Kings Place number. Currently, the numbers on the Kings Place side of the Troy's residence
are odd numbers with 605 Kings Place as the nearest neighbor. The new address would have to be
determined by the Planning Department.

First of all, Mary Ann, yes I can write a letter to the owner saying per your request we state that
Unit 211 is 1249 Bayside Drive. This is a somewhat standard letter. It is then the
owner's responsibility to notify the County, and it can be done by sending them a copy of my
letter and asking for the change.
Before I do that, please be sure that all title reports show Unit 211 as.1249 Bayside Drive
because that deals with ownership, and we do not get involved in ownership disputes. Please
let me know if you have checked all title reports and that they reflect Unit 211 as 1249 Bayside
Drive.
I agree, it sounds logical that based on your research on the layout of the condos in the
development that 1249 would be upstairs.
I can get the letter out today if you can respond in e-mail form about the title reports. Also,
please send me the name and address of the legal owner so I can send a hard copy of my
letter. I can also fax it to whomever you want me to so the process can start immediately.

With regard to the legal description, we do know that unit no. 111 is downstairs and unit no. 211 is upstairs
- we determined this from the map for the Mai Kai Condo. Plan. Also, we had our real estate agent view
the other units as to the addresses and locations - she stated that the downstairs units had the lower
address numbers (for ex. 1301 was down and 1305 was up). Our understanding was that our units were
the same -1247 down and 1249 up. I don't know how or why the County has unit 211 as 1247 - personally
I think they just made a mistake. I think our units should be consistent with the others and reflect the lower
address number as the downstairs unit - no. 111 as 1247 and no. 211 as 1249. Can you make this
decision and reflect it in your records, and correct it with the County?

I am that person. However, I have only been around here since 1997. There are cases
where the City does not formally address residences. Sometimes individual
homeowners take it upon themselves to do this. Apparently it has happened, because
there are instances where the County Assessor has a different address from the City. It
appears fairly common when "condo plans" are recorded at the County. The City has no
input in such documents even though we need to approve the Parcel or Tract Map for
condo-ization.
If you decide which unit refers to which address, I would be happy to reflect that decision
in writing from the City. However, we cannot make that determination without knowing
which legal description is correct.

Hi Amy,
I've been trying to locate any evidence here at the City to distinguish
between the upper and lower floors.
I e-mailed MaryAnn what I found in Metroscan (a private interface with
Orange County Assessor records). Unfortunately all I could locate was one
address 1249 Bayside (nothing for 1247). Both Units 111 and 211 show up
attached to the 1249 address.
In a search through the Building Department records, I found building
permits for both 1247 and 1249 but without saying which was up and which
was down.
I told MaryAnn to check with the homeowners' association to see if they
show anything. Also, I told her to find out how other addressing is done
within this condo project ... to see if the higher numbers were consistently
on the upper floors.
It looks like these condos started out as apartments.
If I find out anything else, I'll let both you and MaryAnn know.

out which unit is designated to what address. The condo section is listed
as downstairs unit -#ill and upstairs is unit #211. We have one address
which is 1249 Bayside drive and there should be a second address as 1247
Bayside - but we do not know which unit # goes with which address. we are
trying to get the escrow closed. Do you know how we can find out - or do
