Subject: Balboa Marina Expansion – Substantial Completion of Construction Activities
Mr. Sinks,
This letter is being submitted in support of the Balboa Marina Expansion project (Project) located at 201 East Coast Highway.
Moffatt & Nichol (M&N) was retained by the Irvine Company (Owner) to serve as Engineer-of-Record (EOR) and provide
construction support services in support of the Project. In accordance with the construction support services agreement,
M&N has provided structural observations for the Project elements under our purview.
M&N has observed the set up and installation of the bulkhead wall along the property western waterside boundary, rip-rap
shore protection, marina floating docks, driven concrete guide piles, access gangway, and waterside utilities. The above-
mentioned construction items were observed for compliance with the final project plans and specifications. A punch list site
walk was conducted for the Project on December 14, 2023. During the observations, the construction of the Project elements
was found to be substantially complete and in conformance with the requirements of the final project drawings and
specifications, as prepared by Mo ffatt & Nichol, dated May 12, 2023 (revised September 15, 2023), with exceptions as follows:
Exceptions:
• During the final punch list site walk some minor corrective action items were noted. A punch list memorandum
was prepared dated December 19, 2023 detailing these items. A copy of this punch list memorandum has been
attached to this letter for reference. Following corrective action for these last remaining items construction close
out may occur.
