Guidelines for Approval of Alternate Materials, Design and Methods of Construction
Basis For Approval
For the Chief Building Official and Fire Code Official or their designated agent to approve a request for modification
or a request for alternate material or method of construction, he/she must determine that special, individual reasons
exist that make compliance with the strict letter of the Code impractical and that equivalency is provided. The
resulting condition must be in conformance with the spirit and purpose of the Code provisions involved and that such
modification does not lessen fire protection, structural integrity or occupant safety. The applicant must provide
sufficient information with this application to allow the above evaluation to be made.
Requirements for Submittals
The applicant design professional shall prepare a Written Report that describes the alternate proposal along with the
applicable data listed below:
• State specific code provisions for which alternative is requested and why request is being submitted.
• Describe by code section those provisions for which alternative is desired.
• Compare the proposed alternative versus the code requirements in terms of structural strength, suitability,
effectiveness, fire resistance, safety and health impacts affecting the building or user of the building.
• Demonstrate that the proposed alternative is compatible with balance of code requirements.
• When applicable, specify how authoritative consensus document(s) are used to substantiate proposal.
(Reference draft ICC Building Performance Code Commentary Section 1.4.2.3 for background information).
• Provide assumptions, references, and documentation of evaluation methods utilized. This includes intended
use, input data, anticipated outputs, and limitations of computer models and other analytical tools or methods.
• Specify when and where special inspection and testing are required and the standards of acceptance for
demonstrating compliance. Show how the proposed alternate, if accepted, will be identified on the job site.
• Where land use restrictions and building setbacks are required, deed restrictions may be an appropriate method
to ensure continued compliance.
• State how and where alternate proposal is incorporated within construction plans and prepare plan amendments
as necessary. The design professional has the responsibility to coordinate all construction documents and
ensure compatibility between documents.
• The report and design documents shall be dated, signed and stamped by the design professional according to
the plan submittal procedure.
• For alternate methods of design requests, the applicant shall set performance criteria for his design.
Performance criteria shall be reviewed, amended and approved by the Building or Fire Code Official prior to
start of design.
Alternative Design ReviewlVerifrcation
The Chief Building Official or Fire Code Official has the responsibility to review design submittals for compliance to
the adopted codes and procedures. If the Building or Fire Code Official does not have the expertise on staff to
make a thorough and competent review, the Building or Fire Code Official shall select a consultant that possesses
the necessary qualifications to perform a third -party or peer review. Cost of peer review shall be paid by applicant to
the Building Division prior to commencing the review.
• Verify that all applicable information and justifications listed above as requirements for submittals is received and
verify that evaluation and design methods used by designer are appropriate to the alternative proposed.
• Verify products are being used in accordance with their listing conditions as required by recognized listing
agencies. If not available, require documentation and/or testing to demonstrate compliance with intent of code
and intended use.
• Evaluate performance of material and possible flaws that could affect performance of material in its installed
state.
• The reviewer shall document that the submittal has been reviewed and accepted as meeting the alternative
materials, design and methods of construction provisions of the code. If the Building or Fire Code Official is not
satisfied that the applicant has met the conditions, the request should be denied in writing with the applicable
reason(s).
Inspection/Field Verification
The alternate proposal as approved in the construction documents must be verified by inspection, and, where
necessary, testing as follows:
• To verify that alternate materials, systems and fabricated products comply with accepted design criteria and the
manufacturer's and engineer's installation procedures, inspectors should check product labeling, certification,
quality assurance processes, and testing, as applicable.
• When appropriate, an approved third party quality assurance inspection and testing service may be required for
continuous and complex inspection and testing activities. This is intended to verify that construction complies
with the code and the approved plans.
Appeal from the determination or action of the Chief Building Official or Fire Code Official or their designated agent
may be made to the Building and Fire Board of Appeals. To appeal, the applicant must provide special individual
reasons that make compliance with the strict letter of the Code impractical. Appeals or ratifications pertaining to
State Disabled Access Standards require complete evidence to substantiate that the proposed design is equivalent
to that prescribed by that standards or that due to legal or physical constraints, compliance with the standards or
providing equivalency would create an unreasonable hardship.
Appeals must be submitted on the Appeal Form available at Permit Counter accompanied by the proper fee. You
will be notified in writing of the appeal hearing's time and date.

PRODUCT DESCRIPTION
Sika® MB is a 2-component, solvent free, low viscosity,
epoxy for use under wood flooring products, self level-
ing underlayments, floating floors and other flooring sys-
tems that require protection from subfloor moisture.
USES
• Moisture barrier to help control moisture propagation
in cementitious substrates with a moisture content not
exceeding 6 % by Tramex Method and residual mois-
ture up to 100 % R.H. or 25 Ib/1,000 ft2/24 h (11.4
kg/92.9m2/24 h)
• For substrate consolidation on concrete, cement and
gypsum screeds
• Adhesion promoter for old and new adhesive residues
in conjunction with other Sika® products
• Suitable on concrete, cement, self -leveling and gypsum
substrates, CSB, plywood, quarry and terrazzo tiles,
water-soluble adhesive and cutbacks

APPLICATION INSTRUCTIONS
SUBSTRATE PREPARATION
• Substrate must be clean, dry, sound and homogeneous,
free from oils, grease, dust, and loose or friable
particles. Paint, Iaitance, and other poorly adhering
contents must be mechanically removed.
• Substrate must have an open textured surface to allow
Sika® MB to penetrate. (i.e. Blast cleaning, grinding are
considered acceptable means to achevie the desired
surface profile. Acid and chemical etching are not ac-
ceptable).
• At least 50 % of the surface area must be cleared of re-
sidual adhesive and cutbacks. (i.e. by grinding or mech-
anical substrate preparation)
• Old cutback can contain asbestos which is dangerous
for the health so do not grind, sand or blast. Refer to
the Resilient Floor Covering Institute's publication "re-
commended work practice for removal of resilient floor
coverings" for instruction.
• Minimum substrate compressive strength > 1,160 psi.
Tensile Bond strength > 116 psi at the time Sika® MB is
applied.
• Repair with Sika' Level SkimCoat or Sika Quick® mortar
before priming.
• The floor must be cleaned with an industrial vacuum
prior to installation of the Sika® MB.
• On fiber reinforced concrete, fibers should be flamed
off the surface prior to application of Sika® MB as a
moisture barrier.
• Before overall installation begins, Sika' recommends
the application of several small test patches to determ-
ine primer application requirements and acceptability
of final product performance.
MIXING
• Add one full can of component A to one full can of
component B then mix with an electric drill and mixing
(Jiffy Mixer type) paddle at a low speed to reduce air
entrainment (300-400 rpm). Using a paint stick or sim-
ilar is not sufficient to mix the primer.
• A minimum mixing time of 3 minutes shall be observed;
mixing shall continue until a homogeneous mix has
been achieved.
• Scrape sides of pail with paint stick or paddle to ensure
all contents are thoroughly mixed together.
• Unmixed material applied to the floor will not cure
properly.
APPLICATION METHOD / TOOLS
• Apply Sika® MB uniformly (in 2 directions 90•) to the
substrate using a medium nap roller, ensuring that a
continuous coat is achieved over the entire surface
(MUST produce a mirror like finish).
• Pour contents of pail onto the floor for best working
time. Attempting to work from the pail will reduce
working time.

idation / adhesion promotor, prepare the substrate
mechanically as in accordance with the guidelines
stated in subtitle "Surface Preparation'. Apply the first
coat at 10 mils Apply the second coat at 15 mils in ac-
cordance with the open time'.
2 coats application: Apply the first coat at 75-115 ftz/gal
Apply the second coat at 150-225 ftz/gal in accordance
with the application time window'. Then follow one of
the option:
• Option 1: Broadcast to refusal with oven dried silica
sand (20/30) on the second coat immediately. Sweep
sand once the epoxy is cured. Apply Sika® Level
products on cured epoxy.
• Option 2: Apply SikaO Level-02 EZ Primer in accordance
with the application time window*. When the primer is
dry, apply Sika® Level products.

CLEANING OF TOOLS
• Clean all tools and application equipment with clean-
ing solvent (Xylene, MEK are effective).
• Hardened/cured material can only be removed mech-
anically.
LIMITATIONS
• Proper coverage must be used to achieve moisture bar-
rier properties.
• Will not act as a moisture barrier for gypsum screeds.
Gypsum based subfloors are very susceptible to excess
moisture and will be degraded if exposed to excess
moisture from below or above.
• Only protects from moisture coming from below the
concrete.
• Will not prevent hydrostatic pressure.
• Must not be applied to a visibly wet substrate.
• Does not prevent moisture occurring between the
epoxy and the floating floor due to secondary sources
of moisture or acclimation, e.g. water condensation.
• Is not suitable for use with bonded systems due to pos-
sible curing and adhesion problems.
• Sika' recommends the use of Sika° Level products on
top of it.
• Floor covering manufacturer's and Wood flooring man-
ufacturer's recommendations, like room humidity
levels and wood acclimation requirements should be
strictly followed.
• Sika does not make any standing recommendations as
to the structural integrity of old adhesive residues or
subflooring materials that are not manufactured by
Sika'.
• When left on the substrate for more than the maxim-
um allowable open time of 36 hours, prior to placing
the adhesive, the surface must be thoroughly cleaned
and mechanically prepared (i.e. screened sand) and
solvent wiped. Failure to do this, may result in adhe-
sion problems. For detailed instruction contact our
Technical Service. When used in conjunction with Sika-

Bond®, Sika" MB does not need to be broadcasted with
sand.

Results may differ based upon statistical variations de-
pending upon mixing methods and equipment, temper-
ature, application methods, test methods, actual site
conditions and curing conditions.
