Re: MOD Request for alternate code cycle for Title 24 review
The following MOD request is for the use of the 2022 code cycle for the Title 24 report and energy
calculations instead of the 2016 code cycle which the project was permitted under. The alternate code cycle
for the Title 24 review is needed to resolve issues pertaining to the 2016 code cycle and the high efficiency
VRF system approved and already installed in the project.
With the Delta 13 revisions, the project switched the heat pump system to a high efficiency VRF system. As
the Title 24 report was re -run, the project could not demonstrate compliance under the 2016 code cycle.
Compliance could not be met due to an issue with VRF systems and the CEC's interpretation of the efficiency
of the systems under the 2016 code cycle that has since been resolved in the 2019 and current code cycle.
Under the 2016 code cycle, the CEC forced the VRF system to be modeled under the state minimum
efficiencies which negates the compliance credits that the VRF system generates under the current code
cycle for the actual VRF system efficiencies.
Included with this MOD application is an explanation for the issue with the VRF system and the CEC, the draft
2016 Title 24 report and 2022 Title 24 report that was submitted with Delta 14. The only difference between
the draft 2016 report and 2022 report are the compliance credits given for the high efficiency VRF system. We
are able to meet compliance under the 2022 code cycle as the actual efficiencies of the system are taken into
account. Under the 2022 code cycle, we would be meeting the additional requirements for the mandatory
solar PV, which the project was already planning to install, and adding solar battery storage. The approval of
the MOD for the code cycle change for the Title 24 report is in conformance with energy compliance
requirements allowing for a more efficient building to complete construction under the 2022 code cycle.

You are modeling a VRF system in Version 6 or 7 (this FAQ does not apply to version 8), and since the
VRF modeling is not approved by the CEC for Title 24 permit application, you cannot use the VRF
system type in EnergyPro. For Title 24 permit submittals, you must model the units as a series of
minimum efficiency split system heat pumps. Model all of the `indoor units' as their own outdoor
unit (in the Central System Library, and at the System level of the Tree) and the outdoor unit does not
get modeled. The heating and cooling capacity, fan airflow and design power should all come from
the indoor unit specs. Don't model an outside air economizer in the outside tab. You can use the
System Multiplier in the Building Tree if any of the units are identical. The heating and cooling
efficiencies would be the standard code minimum efficiencies.
