Subject: Commercial Waste Haulers
Mayor and City Council: Thank you for discussing Commercial Waste Haulers and your efforts
to enforce the franchise agreements.
I live adjacent to a commercial block with multiple restaurants and dumpster row. I am not
directing my comments to any specific business, and I have not taken the time to review your
agreements but would like to express some suggestions to help improve the Newport Beach
commercial alleys. I have attempted to have haulers replace dumpsters with graffiti and most
will not replace unless it is requested by the business owner.
The dumpster in the picture has been replaced twice, and now I need to attempt to replace it
again. There should be language in the contract that requires the haulers to automatically
repaint or replace dumpsters with graffiti. I should not have to contact our graffiti program
when it is the responsibility of the hauler to maintain their dumpsters and problems should be
reported by the employee emptying the dumpster and replacement automatic.
You just have to walk behind a restaurant near the dumpster to appreciate the need to keep
dumpsters clean and maintained. Each hauler should provide a cleaning service or change out
restaurant dumpsters on a quarterly basis. Waste is required to be bagged but often leakage
occurs, and we have residents living only a few feet away from these dumpsters.
Finally, Restaurant dumpsters should never be overfilled. Especially when larger size
dumpsters are available. I have not included the picture of the rodent in the alley, but this is
primarily a residential neighborhood and an extra effort by restaurants is important when you
have neighbors so close.
