The City of Newport Beach will conduct the Zoning Administrator meeting via Zoom. As a member of the public, if you

The agenda will be posted at least seventy-two (72) hours in advance of each regular meeting and the public will be
allowed to comment on agenda items before the Zoning Administrator, as well as items not on the agenda but are
within the subject matter jurisdiction of the Zoning Administrator. The Zoning Administrator may limit public comments
to a reasonable amount of time, generally three (3) minutes per person.

Please Note: All mail or written communications (including email) from the public, residents, or applicants regarding an
agenda item must be submitted by 12:00 p.m. on the business day immediately prior to the meeting. This allows time for
the Zoning Administrator to adequately consider the submitted correspondence. Comments can be emailed to
CDD@newportbeachca.gov, and all emails will be made part of the record.

APPEAL PERIOD: An appeal may be filed with the Director of Community Development or City Clerk, as applicable, within
fourteen (14) days following the date the action or decision was rendered unless a different period of time is specified
by the Municipal Code (e.g., Title 19 allows ten (10) day appeal period for tentative parcel and tract maps, lot line

Shahbazi Residence Coastal Development Permit (PA2023-0195)
Site Location: 51 Linda Isle

Project Summary
A coastal development permit (CDP) to allow the demolition of an existing single-unit
dwelling and construction of a new 4,724 square-foot two-story single-unit dwelling
and an attached 678-square-foot three-car garage. The project includes raising the
height of the existing bulkhead. The project also includes landscaping, hardscaping,
and site walls. The project complies with all applicable development standards and
no deviations are requested. All improvements authorized by this CDP will be
located on private property
Recommended Action
1.Conduct a public hearing;
2.Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15303 under Class 3 (New Construction or Conversion of
Small Structures) of the CEQA Guidelines, California Code of Regulations, Title
14, Division 6, Chapter 3, because it has no potential to have a significant effect
on the environment; and
3.Adopt Draft Zoning Administrator Resolution No. _ approving the Coastal
Development Permit filed as PA2023-0195 (Attachment No. ZA 1).
Boultinghouse Residential Condominiums Tentative Parcel Map and Coastal
Development Permit (PA2023-0239)
Site Location: 1207 West Bay Avenue

Project Summary
A tentative parcel map and coastal development permit for two-unit condominium
purposes. A single-family residence has been demolished to allow for a new duplex
to be constructed. No waivers of Title 19 (Subdivisions) are proposed. The tentative
parcel map will allow each unit to be sold individually. A coastal development permit
is required because this property is in the coastal zone.
Recommended Action
1.Conduct a public hearing;
2.Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15315 under Class 15 (Minor Land Division) of the CEQA
Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3,
because it has no potential to have a significant effect on the environment; and
3.Adopt Draft Zoning Administrator Resolution No. _ approving Tentative Parcel
Map and Coastal Development Permit filed as PA2023-0239 (Attachment No.

Hollins Residence Modification Permit (PA2024-0030)
Site Location: 125 Via Jucar

Project Summary
A request for a modification permit to allow an 832-square-foot, 46% addition to an
existing 1,390-square-foot, single-unit residence with a 394-square-foot attached
two-car garage that is considered legal nonconforming due to the existing interior
garage dimensions. The modification permit is required because the applicant
proposes an addition of more than 10% of the existing square footage of the
residence without altering the garage for compliance.
Recommended Action
1.Conduct a public hearing;
2.Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15303 under Class 3 (New Construction or Conversion of
Small Structures) of the CEQA Guidelines, California Code of Regulations, Title
14, Division 6, Chapter 3, because it has no potential to have a significant effect
on the environment; and
3.Adopt Draft Zoning Administrator Resolution No. _ approving Modification Permit
No. PA2024-0030 (Attachment No. ZA 1).
Residences at 1300 Bristol Street Affordable Housing Implementation Plan
Amendment (PA2024-0039)
Site Location: 1300 North Bristol Street

Project Summary
Picerne Group requests an amendment of an Affordable Housing Implementation
Plan (AHIP) that is a part of the approved Residences at 1300 Bristol Street Project.
The existing AHIP requires the provision of 24 residential units (30%) of the 77 base
units be set aside for affordable housing, of which 12 units (15%) would be set aside
for low-income households and 12 units (15%) for very-low-income households. The
proposed amendment would reduce the total number of residential units set aside for
affordable housing from 24 units (30%) to 12 units (15%). All 12 affordable housing
units would be set aside for very-low-income households.
Recommended Action
1.Conduct a public hearing;
2.Find all significant environmental concerns for the AHIP Amendment have been
addressed in a previously adopted CEQA Addendum No. 5 (ER2022-001) to the
2006 General Plan Update Program Environmental Impact Report and the 2008-
2014 City of Newport Beach Housing Element Update Initial Study/Negative

Declaration for the Residences at 1300 Bristol Street Project; and
3.Adopt Draft Zoning Administrator Resolution No. _ approving Affordable Housing
Implementation Plan Amendment filed as PA2024-0039 (Attachment No. ZA 1).
V.PUBLIC COMMENTS ON NON-AGENDA ITEMS
Public comments are invited on agenda and non-agenda items generally considered to be
within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit
comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your
name for the record. The Zoning Administrator has the discretion to extend or shorten the
speakers’ time limit on agenda or non-agenda items, provided the time limit adjustment is
applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the
silent mode.
