professional landscape design services.

conformance with the approved Landscape Documentation Package and complies with
the requirements of the City of Newport Beach Water Efficient Landscape Ordinance
(Municipal Code Section 14.17) and the City of Newport Beach Standards for
Implementation of the City of Newport Beach Water Efficient Landscape Ordinance for
the efficient use of water in the landscape.
(4) The following elements are attached hereto:
a. Irrigation scheduling parameters used to set the controller;
b. Landscape and irrigation maintenance schedule;
c. Irrigation audit report; and
d. Soil analysis report, if not submitted with Landscape Documentation Package,
and documentation verifying implementation of the soil report
recommendations.

Chapter 14.17 Water-Efficient Landscape Ordinance
Checklist of Applicability/Submittal Requirements
Chapter 14.17 (Water-Efficient Landscape Ordinance) promotes the design, installation,
and maintenance of landscaping in a manner that conserves regional wate r resources
by ensuring that landscaping projects are not unduly water-needy and that irrigation
systems are appropriately implemented to minimize water waste. The City’s ordinance
is consistent with the requirements mandated by State Law. Refer to the Landscape
Design Standards for comprehensive information about the submittal requirements and
copies of the appendices referenced below:
I. Applicability
Landscape Documentation Package Required
> 500 square feet of new landscaping
> 2,500 square feet of rehabilitated landscaping
Prescriptive Compliance Option (qualifying projects include <2500
square feet of new landscaping)
Exempt
Rehabilitated Project- projects that consist of replacement plantings
with lower water needs and the irrigation system is designed, operable,
and programmed to comply with City water conservation regulations .
Letter or documentation from a Licensed Professional required.

III. Prescriptive Compliance: (qualifying projects include <2,500 square feet
of new or rehabilitated landscaping). Refer to Appendix H.
Plans –Landscape Plans must include planting plan and irrigation design
plan.

number, total new/rehabilitated landscape area in square footage, water
supply type, and project contact information (applicant and property
owner).
Confirmation project scope complies with the following:
Turf area does not exceed 25% of landscape planting area
(prohibited on slope areas and parkways less than 10 feet wide)
75% of landscape area must be plated with climate adapted plants
with an average WUCOLS plant factor of 0.3.
Compost at a rate of four cubic yards per 1,000 square feet to a
depth of six inches
3-inch mulch layer applied to all planting areas (excluding turf
areas)
Automatic irrigation controllers with manual shut-off valves
Statement, “I agree to comply with the requirements of the prescriptive
compliance option to the MWELO).”
Hold on final for submittal of Certification of Completion Package (see
requirements below)
Notes:
Refer to Design standards and Appendix H for complete requirements.
Preparation by a Licensed Professional is not required for the Prescriptive
Compliance Option.
Landscape projects not eligible for or using the Prescriptive Compliance
Option are required to prepare a complete Landscape Documentation
Package.
