The new year got off to a good start with the quarterly
BIIA meeting at the fire station Saturday, February 24, led
by Lee Pearl. The attendance was one of the biggest (if
not THE biggest) ever. Our Newport Beach Public Works
Department, led by Mike Sinacori updated us on the mul-
tiple projects on the Island at this time. The good news is
that we are done with the most difficult aspects of the
major projects. We still have a ways to go to complete the
remaining projects. We will keep you updated (see
Constant Contact). Thank you all for your patience!!
Your Board of Directors met at the end of February to
discuss the budget and budgetary allocations. At the next
meeting in March, we will be discussing details of the
plans and goals for 2024, including ideas for beautifica-
tion, new activities and work on ongoing programs that
the BIIA sponsors on a yearly basis. The annual Island
Parade is coming up Sunday, June 2. The theme this year
is based on Jimmy Buffett and the Chairpersons are Jack
Callahan and Gail Vasterling. Parade information can be
found on the BIIA website at BIIA.org.
The Classical Concert Series began March Sth at St.
John Vianney Church featuring the Aviara Trio, followed
on May 14 by an acappella choir (Men in Blaque), then a
classical jazz group (Westland Trio) in July, with the always
popular Christmas presentation by Block by Block. Tickets
are still available at the Balboa Island Museum or on the
website (BIIA.org) or on an as available basis at the door
on the night of the presentation.
Men in Blacque - May 14th
The Summer Concerts in the Park in August have
become so popular that people are setting up their chairs
two days in advance! The Island Art Walk and the
Memorial Day BBQ are in May with the (free to members)
Pancake Breakfast in June. So, there's a lot going on the
Island. Mark your calendars now so you won't miss any of
these great events.

SHIRLEY PEPYS HONORED BY THE
CITY OF NEWPORT BEACH AND
THE CALIFORNIA LEGISLATURE

On Tuesday, February 27, 2024, a proclamation was presented by
the Honorable Mayor Will O'Neill and the Newport Beach City
Councilmembers recognizing Shirley Pepys, Chairman of the Board
of Directors of the Balboa Island Museum Newport Beach. This offi-
cial announcement honored Pepys for her service to Newport Beach
and the County of Orange.
The presentation, which took place in the Council Chambers, was
attended by many of the museum board members and supporters.
Councilmember Brad Avery gave testimony to Pepys' dedication to
the museum, and her work to preserve and promote the history and
culture of the local communities.
Pepys expressed her appreciation to the Newport Beach City
Council for the proclamation, and to all those who work to keep the
museum doors open. "You know that creating a museum is not a one
woman show. I am blessed to have a very creative family and they have
all been involved in some way. I also extend my gratitude to our
employees, volunteers, as well as to all of our members for their con-
tinued support."
In addition, she paid tribute to the Argyros family. "We owe the
Argyros Family [a debt of gratitude} for their gift, [allowing us] to be
able to stay open." She added, "...that alone will not sustain [us]. The
next five years will be major fundraising and we hope the City will be
among the supporters."

The Proclamation, signed by Will O'Neill, Mayor, reads as follows:
WHEREAS, Shirley Pepys has brought joy to countless children and
children -at -heart with her house on Balboa Island known as "The
Penguin House", a home that has been named a Newport Beach
Christmas Boat Parade Ring of Lights competition winner; and
whereas, starting in 1989, Shirley Pepys served as a member of the
Board of Directors for the Orangewood Foundation, which is a pro-
gram that assists foster children and provides community youth serv-
ices; and
WHEREAS, with a small group, Shirley Pepys helped start the
Orangewood Foundation's Advanced Studies Program, which has pro-
vided seven -figures worth of scholarships to foster youth, helping over
75 students complete advanced degrees or certificate programs, earn-
ing masters and doctorates in a variety of fields, and
WHEREAS, Shirley Pepys has served on the Balboa Island Museum
and Historical Society board of directors for over a decade, which
included a 5-year stint as President in 2015, and
WHEREAS, Shirley Pepys remains committed to the educational and
historic preservation efforts of the museum and regularly helps raise
significant donations toward the cause.
NOW, THEREFORE, I, Will O'Neill, Mayor of the City of Newport
Beach, on behalf of the entire Newport Beach City Council, do hereby
recognize SHIRLEY PEPYS
As a Helper of education, philanthropy, community, and history
preservation.
IN WITNESS WHEREOF, I haveunto set my hand and caused the
Seal of the City of Newport Beach to be affixed this 27th day of
February, 2024.
In addition, Pepys received a California Legislature Assembly
Certificate of Recognition signed by Assemblymember Diane
Dixon, 72nd Assembly District.
The certificate is dated February 27, 2024, and reads:

Exciting Changes Coming to Balboa Island this Summer!

Floating Helipad Shuttle Service:
The first is a floatation helipad in the harbor between Topaz Avenue
and the Pavilion, former Councilman, Stuffy T. Doofy, (STD), said,
"This was one of my pet projects. This is going to be terrific! The har-
bor is clearly the City's crown jewel and this just brings more access.
This will bring affluent visitors from all over to our harbor."
There will be a ferry service taking passengers to either Balboa
Island or the Peninsula. The permits are in place and are effective June
1, 2024.
The City is working on a compromise to limit the hours of oper-
ation. Currently, they are not restricted to any required time restraints.
The FAA has authority and is not required to curfew flight patterns.
Any curfew would be a voluntary compromise, similar to the OC air-
port. Initial flight patterns will be limited to midnight on weekdays,
and 2:00 a.m. on weekends.
STD went on to say, "We realize there will be noise concerns, how-
ever, we have to think of the benefit to the whole City and the thou-
sands of dollars of revenue to the City. The noise will mostly be limited
to only residents of Balboa Island and the Balboa Peninsula'.
New Zip Line at the Ferry:
A new zip line will be placed adjacent to the ferry. This is currently
in the final stages of offsite construction and will be installed the first
week of June. The new zip feature will be sending riders across the bay
at approximately 60 miles an hour. Helmets will be required and as the
propulsion is gravity driven, an elevated platform will be in place.
On the east side, the zip line will send riders to the Peninsula and
the west side will be going from the peninsula to Balboa Island. Fares
will be the same as the ferry for non -car passengers.
Traffic Lights coming to Marine Avenue:
The City recently released the implementation of the proposed
General Plan update on its traffic report. This list impacts to traffic,
parking, access, and other transportation modes, including the new
projects within the General Plan. The result of this is three new traffic
lights coming to Marine Avenue. One Councilman, who asked to
remain anonynous said, "This was not our idea. This is being mandat-
ed by Sacramento due to an audit of the level of foot traffic on Balboa
island. It was determined our crosswalks were not safe enough due to
the magnitude of foot traffic".
The lights will be located at Marine & the alley off the bridge, Marine
& Balboa Ave. & Marine and Park Ave.
City Traffic Engineer, Tony Briner, quoted, "While this was not
our choice, we did get them to limit the red light duration to 180 sec-
onds (3 minutes). This is a real win as most lights have a duration limit
of 240 seconds."
The lights are seen as a blessing for Balboa Island businesses.
Business District President, Cynthia Chauffeur says "Studies have
shown that merchants do better when traffic lights hold car passengers
in their car for longer periods of time. It's free advertising for the mer-
chants as drivers look at the signs in their boredom". The lights will
also have advanced license plate recognition cameras installed on them.
These cameras will have a live feed to the NBPD and will also be look-
ing for proper licensing of golf carts. There will also be the safety
enhancements of flashing light crosswalks, similar to Corona Del Mar
and Laguna Beach. The traffic light installation is scheduled for June
15, 2024.
Drone Rental Business:
There will be an exciting new drone rental business on Agate
Avenue. Tourists can now rent a drone and fly it over all of Balboa
Island and race them down the streets. This will give them a bird's eye
view of the Island without having to physically walk the islands.
The advancements in drone technology have progressed so greatly
that beginners can be experts with only 5 minutes of instruction. Gene
Aerial, owner and operator of Island Drone, says they already have
reservations essentially booking their entire 250 drone fleet the first day
of opening in June. Gene was quoted as saying, "I can't wait to hear the
beautiful and majestic sound of 250 drones hovering the Island! It's
going to be fantastic!" Some residents have expressed privacy concerns
with drones peering in windows, patios and balconies. This is compli-
cated as air space is currently considered public, according to the
Federal Aviation Administration. This includes air space within homes
if windows and doors are left open. It's been reported that some drones
have entered residents' homes. According to Mr. Aerial, these drones
are so advanced that they have the ability to enter Island residents'
homes, assuming doors and windows are left open. Their sonar tech-
nology prevents crashing in even the tightest of areas. According to the
FAA it is considered unlawful and a felony to damage drones, even if
you feel it is invading your private space.

Celebrating our war veterans is a priority for the Balboa Island
Museum Newport Beach. That reverence is punctuated by Vietnam
Veterans Pinning Ceremonies at the Memorial Day and Veterans
Day BBQs at Balboa Island Park and on March 29 at the Museum's
Marine Avenue location.
The Vietnam War Veterans Recognition Act of 2017 was signed
into law by 45th U.S. President Donald J. Trump, designating
every March 29 as National Vietnam War Veterans Day. This date
was chosen because it was on this day in 1973 when the last 2,500
U.S. troops were withdrawn from South Vietnam, and the last
American POWs held in North Vietnam arrived back home.
Bill Stewart, The Museum's Veterans History Curator signed
up the Museum to be a Commemorative Partner designated by the
Department of Defense's United States of America Vietnam War
Commemoration.
Presenting the Lapel Pins in public presentations to living U.S.
military veterans who served during the Vietnam War period is a
lasting memento of the nation's thanks. There was a good turnout
of appreciative museum patrons and Vets on this Vietnam War
Veterans Day.
For Veterans, it's a chance to share their stories "with folks that
I have a nice sense of commonality," Island Resident and Army
Major Dan Abbott said, "all of us having served with others."
Abbott was a flight surgeon stationed in Nuremburg, 1973-1975.
"Some harrowing moments," Abbott said of his service time, "we
were shot at plenty of times."
The America Vietnam War Commemoration honors all U.S.
veterans who served on active duty from November 1, 1955 to May
15, 1975, regardless of location.
Like Abbott, Island Resident and Vietnam War Marine Sgt. E-5
Walter Howard has been pinned several times. And like Abbott, he's
both humble and proud to have served his country.
"I wasn't any kind of hero but I was dependable," Howard said.
"My commanding officer would say, `you want something done,
give it to Howard."'
Howard did two tours during Vietnam. He was there during the
Ter Offensive.
Little Island Resident Tim Steele came to the pinning event.
Steele was stationed in German 1963-1965, same unit as Elvis Presley.
"I never thought of myself as someone who was giving up some-
thing," Steele said.
A poignant gesture on this day came in the form of letters writ-
ten to the Veterans from students at Long Beach Poly High School.
The letters were displayed on the Museum's center table.
Long Beach Teacher Brent Lavole suggested his students write let-
ters of thanks to the Vietnam Vets. Lavole arrived too late to last
year's Veteran's Day BBQ to hand them to the vets at that pinning
ceremony. So Lavole and others made sure his students' touching
letters made their way to the March 29 ceremony.
And there's more to come from the Museum for Island Vets.
Certainly, from Stewart, America's youngest living WW II Vet.
Stewart is the director of the Museum's Veterans Project. It has iden-
tified some 300+ veterans on the island, in its efforts to document
and recognize all of them. About 180 Island veterans have shared
their history at https://wwwbalboaislandmuseum.org/veterans/.
Criteria are to have lived on the island or have some connection —
the nation's most famous and decorated veteran, Audie Murphy,
docked his boat here and spent much time on Balboa Island.
March 29 gives vets a chance to share Barbara & Dan Abbott
their experiences and "commonality."

PARK AVENUE MURAL
PROJECT UNDERWAY
Park Avenue Mural Committee
A group of Balboa Island citizens dedicated
to preserving the unique heritage of the Island
`s legacy have been working on an exciting
project and are thrilled to announce an
upcoming artistic endeavor that promises to
transform the corner of Park Ave. and Marine
into a canvas of Balboa Island's rich history and
charm. The Park Avenue Mural Project, spon-
sored by the Balboa Island Museum and the
Park Avenue Mural Project Committee, is set to
bring the island's stories to life on the outside
wall of the Irvine Ranch Market, facing the
Fire Station.
A 10 feet high by 56 feet long Artaic Mosaic
mural made up of thousands of 1 /2 inch square
brightly colored glass tiles, will be installed on
the south facing wall of the Irvine Ranch
Market. This Impressive piece of art was creat
ed by Local Artist, Barbara Abbott. The glass the
mural will showcase historic scenes of Balboa
Island, capturing the essence of our beloved
community. From the timeless charm of Marine
Avenue to the scenic beauty of the harbor,
each mosiac panel will be a celebration of our
unique island heritage. This project started
about 4 years ago when Lee and Sue Pearl

formed a grassroots committee made up of
local residents who were invited because of
their specific talents and or knowledge. It's
been a long journey with the finish line in sight.
To turn this vision into reality, they are
embarking on a fundraising journey. Your sup-

this vibrant masterpiece that will serve as a
lasting tribute to Balboa Island's past, present,
and future.
