link, fence instead of the two temporary signs that the

Newport Center Drive West, on the northerly. side of
Newport Center Drive West, between Santa Barbara Drive
and Newport Center Drive, in Fashion island.

This is as request to permit the installation of two temporary signs
which exceed the size and number permitted on a building site located
in the C-0-if District. Exception permit procedures are set forth in

The applicant proposes to install two 4 foot by 8 foot (32 :sq. ft.
each) temporary signs on a.6 foot high chain -link` construction fence
surrounding the construction site, of the parking structure to be,
located in the, southerly portion of the existing Fashion island
Shopping'Center$, northwesterly of the intersection of Newport Center
Drive and Ne•w PO rt Center Drive. West. The signs will .face Newport
Center Drive West. They will explain the purpose of the constructions
and will include the, names of the _architect, the contractor and the
developer. The Sign Code permits only one temporary sign of rigid
material, not to exceed 24 sq. ft. in area, -on, building site.

Ap2licant's Statement of Support
In accordance with Section 20.06.090 B of the Newport Beach Municipal
Code, in order: to grant an exception permit, the Planning Commission
must find that the granting of such permit is necessary to protect a'
substantial property right, will not be contrary to the purpose of
this chapter as herein set forth, and will not be materially detri-
mental to the health, safety, comfort or general welfare of persons
residing in the neighborhood, or detrimental or injurious to property
or improvements in the neighborhood, or to the general welfare of the
city.
in response to the above requirements, the applicant has submitted the
following statements in support of his application:
1.Why will, the proposal not be contrary to the purpose of the
sign ordinance?. "These signs have been debigned by
Nordenhok Design of Newport Beach. They are aesthetically
pleasing_ and should enhance the look of the chain -link fence
and the area as a whole. They are. also. informative to the
public."
2. What, exceptional or extraordinary circumstances are in-
volved? "We need to keep the public informed as to t"
construction. of the area.
3. Why :is an exception permit: necessary to, protect a substan-
tial -property right? "We must_ continually keep _our 'custom -
ers informed of changes to the center for their safety . and
tm:ask for their support during our Renaissance."
4. Wlay :will the proposal not.be .detrimental to the neighbor-

FINDINGS
1. That the proposed signs will be compatible with
su :rounding land uses.
2. That -the proposed signs will not have any signifi-
cant environmental impact.
3. The proposed signage 'and graphics are consistent
with the character and design of the Fashion
Island Shopping Center.
4. That the proposed signs are intended to be tempo-
rary in nature.
5. That the granting of this exception permit will
not be contrary to the purpore of: Chapter 20.06 of
the Municipal Code, and will nat be materially
detrimental to the health, safety, comfort or
general welfare of persons residing in the neigh-
borhood, or detrimental or injurious to _property
or improvements in the neighborhood, or to the
general welfare of the City.
CONDITIONS
1. That development shall be in substantial confor-
mance with the approved.plot plan and elevation.
2. '.That the applicant shall obtain building permits
for the proposed. -signs prior to 'their installa-
tion
• That the proposed signs shall be removed within 24
months of the date of installation or: within 30
days after the completion of the proposed parkikig
structure, whichever,: date comes first, unless an
extension is 'approved by:the Modifications,Commit-
tee
4. That the signs.shall comply with Standard Drawing
110 L and' shall: be :subject to the,, `Further review,
and approval of,`the ,City -traffic Engineer'
