borhood, or detrimental or injurious to property

This in a request to install a second free -:standing pole sign on a

Environmental Significance
The proposed pole sign has been reviewed and it has been der_ermi•r,ed
thnt it is categorically exempt under Class 11 (Accessory Structures)
from the requirements of the California Environmental Quali y Act.
Conformance witli the General Plan and the Local Coastal P.roaram
The Land Use Elements of the General Plan and. the Local Coastal
Program designate' the site for "Retail and Service Commercial" uses.
The Land Use Elements do not address the use of temporary or permanent
signs. Therefore; no conflict appears to exist.

Application
This is a request to install a second free-standing pole sign on a
single site within the Cannery Village/McFadden Square Specific Plan
Area where Section 20.06.070 B of the Newport Beach Municipal Code
permits only one free-standing pole sign per site. Exception permit
procedures are set forth in Section 20.06.090 of the Municipal Code.
Environmental Significance
The proposed pole sign has been reviewed and it has been determined
that it is categorically exempt under. Class 11 (Accessory Structures)
fro-m the requirements of the California Environmental Quality Act.

office building containing a Wells Fargo Bank, a Southern California

Analysis
The applicant proposes to install. a 25 foot high, double faced pole:
sign on a cite where another pole oign currently exists. The new sign
will be located at the northwesterly corner of the site and the
existing sign will remain at the northeasterly corner of the site.
The new sign will have an area of. 124± sq.ft. per face and will be
internally lit. The sign will be utilized, to identify the various
occupants of the site. With the exception, of two of the three signs
for Newport Florist which will be removed, all other nigns on the
property will remain..
Applicant's Statement of i2p_ rt
in accordance with Section 20.06.090 B of the Newport Behr. Municipal.
Code, in order to grant an exception permit:, the Planni► q Coranission
must find that the granting of such permit is necessary to protect a
substantial property right, will not be contrary to the pk,;pose of
this chapter as herein set forth, and will not be materially detri-
mental to the health, safety, comfort or general welfare: of persons
residing in the neighborhood, or detrimental or injurious to property
or improvements in the neighborhood, or to the general welfare of the
City.
In response to the above requirements, the applicant has cubmitted the
following statements .in support of his application:
1. C•Thy will the proposal not be contrary to the purpose of the
sign ordinance? "Similar requested exceptionfs. have .been
approved at other center, within the City."
2. What exceptional or extraordinary circumstances are in-
volved? "This property is an island and is bordered by.28th
Street, Newport Boulevard, 25th Street and. Balboa Boulevard.
The proposed sign would be rend from Balboa Boulevard."

Specific Findings and Reco,=endation
It is staff's opinion that the proposed sign exception i.r, a reasonable
request due to the size of the site and its location betwr:s.�n two major
streets. Staff recommends the approval of Exception Permit Ito. 25 and
suggests that the Planning Commission take such action to the
findings and conditions of approval set forth in Exhibit "A".

FINDINGS:
