I. Call to Order
• Nancy Gardner called the meeting to order.
II. Approval of Minutes
Ms. Gardner asked for comments regarding the minutes of the May 10th. Jan
Vandersloot asked that his comments regarding GPUC be added to the minutes. He
also asked for reconsideration of a vote regarding Community Character Guiding
Principle #6, which was deleted at the May loth meeting. Karlene Bradley made a
motion that we reconsider the deleted principle. After a vote, the motion was
approved. Ms. Wood indicated the issue would be added to the next agenda.
The minutes of the May 10th meeting were approved with the addition of Mr.
Vandersloot's comments.
III. Subdivision Discussions
Committee members broke into subcommittees discussing land use options for the
Balboa Peninsula, Banning Ranch and the Airport Business Area. Staff was assigned to
each table to provide assistance if needed.
IV. Discussion of Future Agenda Items
• Woodie Tescher reminded everyone that the subcommittee discussions will continue at
the next meeting which will again be held at the OASIS Senior Center.

VI. Public Comments
Terry Welsh addressed the group as a member of the Banning Ranch Park & Preserve
Task Force. He stated their goal was to purchase and preserve the entire property as
open space. He also invited everyone to their meeting on June 2"d at the Costa Mesa
Neighborhood Community Center where his group will present their vision for the
property.

Reconsideration of Action Taken
At the GPAC meeting on May 20, a motion was passed to reconsider the action taken at the
May 10th meeting which deleted Community Character Guiding Principle #6. The Principle
was deleted after hearing that GPUC had suggested the language in this principle was similar
•to the language used in the Mobility Guiding Principles. GPAC members felt they had not
had enough time or information to decide on the deletion. This item is on the agenda for
June 7. Both Principles are listed below for review in preparation for that discussion.
COMMUNITY CHARACTER GUIDING PRINCIPLE #6
Improvements to the City's circulation system should protect and take into
consideration the community's character.
Discussion: The circulation system is integral to linking and providing
access to the different neighborhoods and districts that form Newport
Beach. Maintaining ease of access throughout the community is critical to
preserving resident's quality of life. The appearance and scale of
roadways and their influence (noise, air pollution, pedestrian safety) on
adjacent areas is important to maintain compatibility. Landscaping, traffic
calming, limited street widening, roadway signage, and parking restrictions
can be used to improve roadway conditions and reduce impacts on the
community.
Additionally alternative transportation modes such as transit and bicycle
can enhance community character by reducing automobile congestion.
Bicycle and pedestrian paths also help to enhance the recreational
opportunities and active healthy lifestyle character associated with
Newport Beach's coastal community and identity.

The community will accept additional congestion when it chooses to maintain the
current urban form/community character by limiting roadway widening or other
circulation system improvements.
Discussion: The vast majority of residents view Newport Beach as a
residential beach town with broad appeal as a tourist destination and that
the community's character is a significant attribute. There is a sense that
large-scale circulation system improvements will have a negative affect on
the community's character and lessen its charm. For example, the City
may not want to widen Coast Highway in Mariners Mile because it would
increase the width of pedestrian crossings, increase traffic speed and
result in a "freeway" feel; adversely impacting the "village" atmosphere
and the success of existing businesses. Strong opposition to widening
Jamboree Road (71 percent residents/62 percent business) and
MacArthur Boulevard (68 percent residents/60 percent business) were
also expressed for the same reasons. Participants were generally
opposed to overpasses anywhere in the City, although a small contingent
supported an overpass at Jamboree and MacArthur. Residents and
. businesses preferred leaving roads as they currently are to widening
options by a 2 to 1 ratio.
At the same time, it should be recognized that any "downsizing" must be
accomplished through a cooperative effort with the Orange County
Transportation Authority and other affected agencies. Otherwise, the City
will risk losing funding for (other) future roadway improvements.

II. Approval of Minutes
The minutes of the May 24th meeting were approved as submitted.
III. Reconsideration of Action Taken at May loth Meeting
Jan Vandersloot stated he did not think a vote of the full committee was taken
regarding the deletion of Community Character Principle #6; he made a motion to add
the principle back in. After a vote the motion passed.
IV. Subcommittee Discussions
Committee members broke into subcommittees discussing land use options for the
Balboa Peninsula, Banning Ranch and the Airport Business Area. Staff was assigned to
each table to provide assistance if needed.
V. Discussion of Future Agenda Items
Mr. Lugar announced the next meeting will again be held at the OASIS Senior Center.
Ron Yeo asked that members of the Corona del Mar subcommittee interested in hearing
• from the CdM Business Improvement District contact him; the meeting is scheduled
next week.

VI. Public Comments
James Orstad addressed the group indicating he has 11 years of historical documents
regarding Banning Ranch. He has a master book available if requested. He added that
developers may find hazard mitigation costly.
Terry Welsh addressed the group as a member of the Banning Ranch Park & Preserve
Task Force. He shared an exhibit showing the group's vision of the Banning Ranch
area.
Laura Curran commented on some of the ideas discussed by the Banning Ranch
Subcommittee.
