The agenda will be posted at least seventy-two (72) hours in advance of each regular meeting and the public will be allowed to comment on agenda items before the Zoning Administrator, as well as items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator. The Zoning Administrator may limit public comments to a reasonable amount of time, generally three (3) minutes per person. Recommended Action 1.Approve and File May 16, 2024 Page 2 Zoning Administrator Meeting IV.PUBLIC HEARING ITEM(S) Balthasar Residence Coastal Development Permit (PA2024-0027) Site Location: 239 Via Lido Soud 2. Project Summary A coastal development permit to demolish an existing single-family residence and construct a new 3,684-square-foot, single-family residence including an attached 561-square-foot, two-car garage. The structure would reach a height of approximately 24 feet and includes two stories. The existing bulkhead will remain in place with minor alterations. The project also includes additional appurtenances such as site walls, fences, patios, landscaping, and drainage devices. The design complies with all development standards including height, setbacks, and floor area limit, and no deviations are requested. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving the Coastal Development filed as PA2024-0027 (Attachment No. ZA 1). Doggie Daycare…And More, Inc. Minor Use Permit (PA2023-0248) Site Location: 1555, 1557 & 1559 Placentia Avenue 3. Project Summary A minor use permit to allow a dog daycare and grooming establishment (animal boarding and grooming use) within an existing commercial building previously used as an office. The applicant is requesting to merge three existing office suites into one 6,600-square-foot dog daycare establishment. All animal boarding and grooming activities are proposed to remain within the interior of the building. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit May 16, 2024 Page 3 Zoning Administrator Meeting No. PA2023-0248 (Attachment No. ZA 1). Whitaker Residence Coastal Development Permit (PA2024-0043) Site Location: 55 Saratoga 4. Project Summary A request for a coastal development permit (CDP) to allow the removal of an existing single-story, single-family manufactured home and accessory structures, and the installation of a new single story, single-family manufactured home in compliance with state law. The development also includes a driveway, patio, walkways, and entry stairs. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Coastal Development Permit filed as PA2024-0043 (Attachment No. ZA 1). 506 Capital Group Residential Condominiums Coastal Development Permit and Tentative Parcel Map (PA2023-0201) Site Location: 506 & 506 ½ Avocado Avenue 5. Project Summary A tentative parcel map and coastal development permit (CDP) for condominium purposes. The property owner proposes to demolish an existing residential duplex and build a new two-unit residential condominium building. The tentative parcel map would allow each unit to be sold individually. No waivers of Title 19 (Subdivisions) are proposed for this project. A CDP is required because the project site is located within the coastal zone. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315 under Class 15 (Minor Land Divisions) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving the Tentative Parcel Map and Coastal Development Permit (Attachment No. ZA 1). May 16, 2024 Page 4 Zoning Administrator Meeting Porteous Residential Condominiums Tentative Parcel Map and Coastal Development Permit (PA2024-0012) Site Location: 516 & 516 ½ Acacia Avenue 6. Project Summary A tentative parcel map and a coastal development permit (CDP) for two-unit condominium purposes. A duplex has been demolished and a new duplex is under construction. No waivers of Title 19 (Subdivisions) of the Newport Beach Municipal Code are proposed. The tentative parcel map will allow each unit to be sold individually. A coastal development permit is required because the property is in the coastal zone. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315 under Class 15 (Minor Land Divisions) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Tentative Parcel Map and Coastal Development Permit filed as PA2024-0012. (Attachment No. ZA 1). V.PUBLIC COMMENTS ON NON-AGENDA ITEM(S) Public comments are invited on agenda and non-agenda items generally considered to be within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Zoning Administrator has the discretion to extend or shorten the speakers’ time limit on agenda or non-agenda items, provided the time limit adjustment is applied equally to all speakers.
