TITLE: FY 2022-23 Traffic Signal Rehabilitation Project (Project No. 23T01)
— Notice of Completion for Contract No. 9095-1
ABSTRACT:
On April 11, 2023, the City Council awarded Contract No. 9095-1 for the Fiscal Year 2022-
23 Traffic Signal Rehabilitation Project to International Line Builders, Inc. dba ILB Electric
of Corona. The project focused on the rehabilitation of the remaining traffic signals on
Newport Coast Drive. The work is now complete and staff requests City Council
acceptance and close out of the contract.
RECOMMENDATIONS:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
Civil Code; and
c) Release Faithful Performance Bond one year after acceptance by the City Council.

The work consisted of replacing aging poles, cabinets, equipment and wiring to maintain
the existing traffic signal operation and increase the reliability of the traffic signal system.
This project included the following three locations:
Newport Coast Drive at Sage Hill
Newport Coast Drive at Gas Recovery
Newport Coast Drive at Ridge Park Road
The contracted work has now been completed to the satisfaction of the Public Works
Department. A summary of the construction cost is as follows:
Original Bid Amount: $ 680,411.00
Actual Cost of Bid Items Constructed: $ 680,411.00
Total Change Orders: $ 17,173.87
Final Total Contract Amount: $ 697,584.87
The final contract amount was $697,584.87, approximately 2.5% higher than the original
bid amount. Additional work was required, via contract change orders, at the Sage Hill
and Gas Recovery intersections to address detector loops and associated stub -outs were
added for the necessary signal operation. In addition, unmarked utilities were found while
potholing for pole foundation necessitating an alternate location for a new signal pole and
pedestrian push button post at the Ridge Park Road intersection.

FISCAL IMPACT:
The Traffic Signal Rehabilitation Project was funded with the FY 2022-23 Capital
Improvement Program (CIP) Budget. Construction costs came in within the budgeted
amount of $752,500. Funds for the construction were expended from the following

ENVIRONMENTAL REVIEW:
On April 11, 2023, the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
