Sinacori, Assistant City Engineer - 949-644-3342 msinacori@newportbeachca.gov TITLE: Water Transmission Main Valve Replacement Phase 2 (Project No. 18W 12) — Notice of Completion for Contract No. 7539-3 ABSTRACT: On November 10, 2020, the City Council awarded Contract No. 7539-3 for the Water Transmission Main Valve Replacement Phase 2 project to Paulus Engineering, Inc. of Anaheim. The project replaced older, deteriorated, large diameter valves throughout the city as identified in the Water Master Plan. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATIONS: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. These were older deteriorated valves located on large diameter transmission mains (12-inch, 16-inch, 18-inch, 24-inch, 30-inch, 36-inch and 48-inch) that were installed in the 1960s and used to isolate sections of the water system for maintenance and operations. This project replaced 22 valves located at various locations throughout the city, but primarily along Jamboree Road, in Newport Center and Corona del Mar, at Big Canyon Reservoir, and at the 16t" Street Utilities Yard (Attachment A). The contract specifically provided for the removal and disposal of existing 12-inch, 16-inch, 18-inch, 24-inch, 30-inch, 36-inch and 48-inch water transmission main and valves; demolition and disposal of existing valve vaults; construction of 12-inch, 16-inch, 18-inch, 24-inch, 30-inch, 36-inch and 48-inch CML&C transmission main pipe and direct buried valves; fittings and connections to the existing water system; pavement restoration; traffic control; and other appurtenant work as required by the contract. The project proved to be challenging for the water system improvements located at the Jamboree Road and Coast Highway intersection and Big Canyon Reservoir. Issues included additional work needed due to extra thick pavement removals (up to five feet thick) and cement slurry located at the Jamboree Road and Coast Highway intersection, relocation of interfering utilities, and additional necessary dewatering. At the Big Canyon Reservoir, the Zone III pump station valve replacement required additional excavation, shoring, concrete removals, removal and replacement of existing electrical wiring for pumps, and the replacement of deteriorated 12-inch and 24-inch water mains that were found in poor condition during construction. Also, during construction an 18-inch and 6-inch valve were found not functional at Coast Highway and Hazel Drive that needed to be replaced prior to paving the highway. The planned project work (17 valves) and eight change orders had expensed $2,547,295.87, or approximately 91 % of the awarded construction cost in 2022. This required a budget amendment that City Council approved on July 26, 2022, increasing project contingency from $280,000 to $700,00 (or 25 percent above base) to fund completion of the five remaining valves planned within this project. The five remaining valve replacement locations were not as troublesome, but there were issues at the 16t" Street Utilities Yard valve vault that required replacement of an existing 36-inch steel spool with 3-inch nozzle and additional costs related to electrical panel work at the Big Canyon Reservoir. The final 1.8 percent increase required to complete the work was approved through the City Manager's authority. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original bid amount: $2,797,771.00 Actual Cost of Bid Items Constructed: $2,797,771.00 Total Change Orders: $749,283.00 Final Contract Cost: $3,547,054.00 5-2 Water Transmission Main Valve Replacement Phase 2 (Project No. 18W12) — Notice of Completion for Contract No. 7539-3 May 28, 2024 Page 3 Thirteen change orders totaling $749,283.00 in increased contract cost were approved as part of the project. The change orders addressed costs for the abovementioned work including costs for material price increases due to the COVID-19 pandemic, irrigation service line replacement, valve and piping modifications for the pressure regulating station located at Basswood Street, overtime costs, air/vac installation, additional potholing, water main connections, and concrete replacements. A summary of the project schedule is as follows: Estimated Start of Construction per Annual Baseline Schedule August 23, 2021 Actual Start of Construction Per Notice to Proceed December 7, 2021 Extended Contract Completion Date Inclusive of Extra Work April 5, 2024 Actual Substantial Construction Completion Date April 5, 2024 Issues with the availability of materials due to the COVID-19 pandemic delayed the start of the project and additional work (as discussed above) primarily at the Jamboree Road and Coast Highway intersection and at the Big Canyon Reservoir extended the contract completion date to April 5, 2024. In addition, work was suspended for 11 months due to planned water system maintenance by the Metropolitan Water District of Southern California, requiring shut-off of a critical water supply feed to the City of Newport Beach's water system, which restricted completion of the City valve replacement efforts. Lastly, valve replacement work located at the Back Bay Landing was deleted from the project and will be repackaged and bid with the future 24-inch water transmission main bay crossing project. FISCAL IMPACT: Funds for this construction contract, including change orders, were expended from the following accounts within the Water Utility Enterprise Fund: Account Description Account Number Amount Water Capital Distribution & Piping 70201931-980000-18W12 $3,547,054 ENVIRONMENTAL REVIEW: On November 10, 2020, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Class 2 Section 15302 (c) (replacement of existing public facilities involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment.
