HomeMy WebLinkAbout13 - Accept the 2022 Emergency Management Performance GrantQ SEW Pp�T CITY OF z NEWPORT BEACH c�<,FORN'P City Council Staff Report May 28, 2024 Agenda Item No. 13 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Joe Cartwright, Chief of Police - 949-644-3701, jartwright@nbpd.org PREPARED BY: Katie Eing, Emergency Services Coordinator - 949-644-3670, keing@nbpd.org TITLE: Accept the 2022 Emergency Management Performance Grant ABSTRACT: The Emergency Management Performance Grant Management Agency (FEMA) pass -through gran RECOMMENDATIONS: t a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; b) Accept the grant funding in the amount of $14,269 to be used in support of the City of Newport Beach's emergency management program; and c) Approve Budget Amendment No. 24-074 to accept grant funds from FEMA through the County of Orange, increase revenue estimates by $14,269 in account 0103511- 431250 and increase expenditures appropriations by $14,269 in account 0103511- 821005. DISCUSSION: The EMPG program provides funding to states to support state, local, tribal and territorial governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the federal government and the states and their political subdivisions. The purpose of EMPG is to sustain and improve comprehensive emergency management programs at the state, tribal, territorial governments and local levels from all man-made and natural disasters through the prevention, mitigation, response and recovery for all hazard events. 13-1 Accept the 2022 Emergency Management Performance Grant May 28, 2024 Page 2 The Police Department will use the funding to support overtime for emergency management staff. The grant required a 50 percent funding match, which the City provided through the Police Department, Emergency Preparedness operating budget, supported by the General Fund. FISCAL IMPACT: The Budget Amendment records and appropriates $14,269 in additional revenue from FEMA through the County of Orange and $14,269 in increased expenditure appropriations. The revenue will be posted to the Emergency Management Assistance Grant account in the Police Department, 0103511-431250, and the overtime will be expensed to the EMPG Grant Expenses account in the Police Department, 0103511- 821005. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
