We suggest the subject of Drone and Advanced Air Mobility (AAM) aircraft policy be developed to protect residents. Presently, the City does not have a policy. The use of drones over open space, parks and beaches is growing. I have seen drones flying in our neighborhood taking photos for real estate marketing. Drones are being used by burglars to case neighborhoods and determine when no one is at home. It would be wise to start a discussion of enforcement requirements to deal with this new challenge to public safety. Regulations and means of enforcement need to be defined. Federal rules create by the FAA that apply to drones include: Fly at or below 400 feet. Keep your drone within sight. Don't fly in restricted airspace. Don't fly near other aircraft, especially near airports. Don't fly over groups of people. Don't fly over stadiums or sporting events. Don't fly near emergency response efforts such as fires. Don't fly under the influence. i The second area of study is known as Advance Air Mobility (AAM). This new form of air travel is predicted to become a huge industry moving forward low flying air taxis using electrical power. As an umbrella term for aircraft that are highly automated and electric. These aircraft are often referred to as air taxis or electric Vertical Takeoff and Landing (eVTOL) aircraft. This new form of aircraft aircraft is anticipated to be used to transport cargo and passengers, help with firefighting, and provide search and rescue operations. The FAA states on their web site that, "Our job is to ensure this new generation of air taxis maintains the high level of safety that defines commercial aviation today". We believe local governments at the City and County level need to get in front of this trend and determine what city policies and capabilities will be needed in the near future. An example of Local government working with the private sector exists in Long Beach CA. Long Beach Economic Partnership (LBEP) is currently working in partnership with Wisk Aero, to facilitate a discussion around Advanced Air Mobility and its potential role in the movement of goods and commuter travel throughout Los Angeles county and Southern California. LBEP believes Long Beach stands out as an ideal case study, perfectly located at the intersection of L.A. and Orange counties. The geographic proximity of Long Beach to multiple tourist and commuter destinations makes the city well situated to be a central hub of this technology. The broad category of AAM and more specific Urban Air Mobility (UAM) have been proposed as an augmentation to the transportation network that can increase urban transportation choices while contributing to sustainability and economic development. Aerospace manufacturers are in various stages of developing piloted and autonomous electric vertical takeoff and landing aircraft (eVTOLs) for "air -taxi" services and are also planning for the eventual construction and operation of networks of vertiports in regions of the U.S. and elsewhere around the world. If I find one hovering around my home for any purpose, my high -power, jet -nozzle hose will take them out immediately, which could potentially create issues for law -enforcement drones here for legit purposes. How are citizens going to know the difference? I certainly do NOT want to get in legal trouble for protecting my own space and privacy from commercial, shady or potentially nefarious drone intruders. NB residents need our city council to establish rules/regs that enable law enforcement officials to carry out their missions without ANY compromise to our safety, security and peace caused by rogue drones. These policies would also allow authorities to monitor and institute some regulations for these aircraft. It is important to know that the AAM industry is rapidly evolving and is expected to expand into Newport Beach in the very near future. We recently went to enjoy the peace and quiet of inspiration point in Corona Del Mar. For the entire hour, there was a drone overhead ruining the experience. We also value our privacy on our patio and roofdeck but with drones overhead, this privacy is compromised. When I think about putting residences near the airport it reminds me of the attached picture from Communist China and how they plan residential. They simply have no regards for the welfare of the people. In Newport Beach we care for our citizens and their wellbeing. Let's not be like Communist China and accept the State Mandates as if they make sense.
