Brown, City Clerk - 949-644-3005, (brown@newportbeachca.gov PREPARED BY: Jennifer Farris, Assistant City Clerk - 949-644-3006 jfarris@newportbeachca.gov, TITLE: Confirmation of Annual Citizen Member Appointments to the Finance Committee ABSTRACT: The annual vacancies on the City of Newport Beach Finance Committee are scheduled to occur on June 30, 2024. The citizen members have annual terms that are subject to City Council confirmation. The process to fill the vacancies is provided in City Council Policy A-2 (Boards, Commissions and Committees) and the Maddy Act. All vacancies were noticed according to the Maddy Act and City Council Policy A-2. RECOMMENDATIONS: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Confirm Councilmember Brad Avery's reappointment of Nancy Scarbrough, Councilmember Robyn Grant's reappointment of Keith Curry, Councilmember Lauren Kleiman's reappointment of Allen Cashion, and Councilmember Erik Weigand's reappointment of Bill Collopy to serve on the Finance Committee until June 30, 2025. DISCUSSION: Subject to confirmation by the City Council, the Finance Committee consists of seven members: three Councilmembers appointed by the Mayor and four citizen members appointed by the Councilmembers not on the Finance Committee. On January 9, 2024, Mayor Will O'Neill appointed himself, Mayor Pro Tern Stapleton, and Councilmember Noah Blom as the three Councilmembers seated on the Finance Committee. Resolution No. 2017-58 modified the term of the Finance Committee's citizen members to align with the fiscal year and set the citizen member terms to be one year or until their respective successor is appointed. The current citizen member terms, therefore, are scheduled to expire on June 30, 2024. 18-1 Confirmation of Nominees for Scheduled Board and Commission Vacancies June 11, 2024 Page 2 Pursuant to the Maddy Act and City Council Policy A-2 (Boards, Commissions and Committees), the City Clerk posted a Notice of Scheduled Vacancies on Friday, May 3, 2024 in the City Clerk' Office, at the Central Library, and on the digital bulletin board in the City Council Chambers. The notice was also placed on the City's website on Friday, May 3, 2024, and published in the Daily Pilot on Saturday May 4, 2024. As per the notice, applications were accepted by the City Clerk's Office until noon on Thursday, May 23, 2024. Copies of the applications of the four nominees are attached hereto as Attachment A. FISCAL IMPACT: There is no fiscal impact related to this item. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
