Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Tom Sandefur, Assistant City Engineer - 949-644-3321, tandefur@newportbeachca.gov TITLE: Arroyo Park Synthetic Turf Field Installation — Notice of Completion for Contract No. 8891-2 (23P11) ABSTRACT: On August 22, 2023, the City Council awarded Contract No. 8891-2 for the Arroyo Park Synthetic Turf Field Installation Project to Byrom -Davey, Inc. of San Diego. The total contract award was $2,596,027 plus a $259,000 allowance for contingencies. The required work is now complete and staff requests the City Council accept the completed work and close out of the contract. RECOMMENDATIONS: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. This amounted to 7.4% of the original contract amount and was within the contingency allowance. The change orders covered additional export, grading, and soil conditioning; reconstruction of a service road; additional landscaping outside the immediate work area; and replacing portions of the existing chain link fence. A summary of the project schedule milestones is as follows: Estimated Completion Date per Baseline Schedule March 22, 2024 Actual Start of Construction Per Notice to Proceed October 16, 2023 Contract Completion Date with Approved Extensions May 20, 2024 Actual Substantial Construction Completion Date April 16, 2024 FISCAL IMPACT: Funds for the construction contract were expensed from the Neighborhood Enhancement funds in the following accounts: Account Description Neighborhood Enhancement (23P11) ENVIRONMENTAL REVIEW: Account Number eI WOrann 53601-980000-23P11 $ 2,780,407.87 Total: $ 2,780,407.87 On August 22, 2023, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Class 1 Section 15301 (rehabilitation of deteriorated facilities involving no expansion of existing use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING - The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
