The General Plan Update Steering Committee meeting is subject to the Ralph M. Brown Act. Among other things, the
Brown Act requires that the General Plan Update Steering Committee agenda be posted at least seventy-two (72) hours
in advance of each regular meeting and that the public be allowed to comment on agenda items before the Committee
and items not on the agenda but are within the subject matter jurisdiction of the General Plan Update Steering
Committee. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per
person.
Please Note: You can submit your questions and comments in writing for the General Plan Update Steering Committee to
consider by mailing or delivering them to the City of Newport Beach General Plan Update Steering Committee at 100 Civic
Center Drive, Newport Beach, CA, 92660. Alternatively, you can send them by electronic mail at
GPupdate@newportbeachca.gov. In order to ensure adequate time to review comments, please submit any written
comments no later than 5:00 p.m. on Wednesday in order to give the Committee adequate time to review your
submission.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an
attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will
attempt to accommodate you in every reasonable manner. Please contact Jaime Murillo, Acting Deputy Community
Development Director, at least forty-eight (48) hours prior to the meeting to inform us of your particular needs and to

Public comments are invited on agenda and non-agenda items generally considered to be
within the subject matter jurisdiction of the Committee. Speakers must limit comments to three
(3) minutes. Before speaking, we invite, but do not require, you to state your name for the
record. The Committee has the discretion to extend or shorten the speakers’ time limit on
agenda or non-agenda items, provided the time limit adjustment is applied equally to all
speakers. As a courtesy, please turn cell phones off or set them in the silent mode.

IV.CURRENT BUSINESS
Meeting Minutes of May 15, 2024 (Attachment 1 - Draft Minutes)a.
Recommended Action:
Review and approve the minutes of May 15, 2024.
Land Use Subcommittee Recap (Attachment 2 - Subcommittees Memo w/
Enclosures)

The GPAC Land Use Subcommittee met on Thursday, May 16, to identify a
chairperson, to review the Existing Conditions and Background Analysis Reports for
the Land Use Element, and to discuss the question of whether to support having
density bonus units included towards the overall development limit for the Housing
Element Implementation Program Amendments. GPAC Member Susan DeSantis
was identified as the chairperson. At the regular GPAC meeting of June 19, 2024,
Subcommittee Chair DeSantis will provide an overview of the Subcommittee’s
discussion and will ask that the GPAC receive and file Dudek’s report along with the
action minutes. Attachment 2 includes a cover memo, action minutes from the
Subcommittee meetings, the PowerPoint displayed at the Subcommittee meetings,
and Dudek’s report.
Recommended Actions:
1.Provide any feedback on the GPAC and GPAC Subcommittees’ efforts; and
2.If GPAC acts on this matter earlier in the evening, receive and file Attachment 2
to express concurrence with the Subcommittee on the matter of density bonus units,
and to continue guiding the initial outreach efforts.
Harbor and Bay Subcommittee Recap (Attachment 3 - Subcommittees Memo
w/ Enclosures)

The GPAC Harbor and Bay Subcommittee met on Tuesday, June 4, to review the
Existing Conditions and Background Analysis Reports for the Harbor and Bay
Element. At the regular GPAC meeting of June 19, 2024, Subcommittee Chair
Black will provide an overview of the Subcommittee’s discussion and will ask that the

GPAC receive and file Dudek’s report along with the action minutes. Attachment 3
includes a cover memo, action minutes from the Subcommittee meeting, the
PowerPoint displayed at the Subcommittee meeting, and Dudek’s report.

Safety Subcommittee Recap (Attachment 4 - Subcommittees Memo w/
Enclosures)

The GPAC Safety Subcommittee met on Wednesday, June 5, to review the Existing
Conditions and Background Analysis Reports for the Safety Element. At the regular
GPAC meeting of June 19, 2024, Subcommittee Chair Scarbrough will provide an
overview of the Subcommittee’s discussion and will ask that the GPAC receive and
file Dudek’s report along with the action minutes. Attachment 4 includes a cover
memo, action minutes from the Subcommittee meeting, the PowerPoint displayed at
the Subcommittee meeting, and Dudek’s report.
Recommended Actions:
1.Provide any feedback on the GPAC and GPAC Subcommittee’s efforts; and
2.If GPAC acts on this matter earlier in the evening, receive and file Attachment 4
to guide the initial outreach efforts.
Presentation: Overview of Upcoming Deliverables, Objectives, and Outreache.
City staff will share more information about current work, upcoming deliverables, and
what to expect in terms of next steps.
