SUBJECT: SOIL REMEDIATION AT THE TRIANGLE ASSOCIATES PROPERTY
(FORMER TOSCO OIL SERVICE STATION) LOCATED AT 4625 WEST
COAST HIGHWAY IN NEWPORT BEACH, CALIFORNIA
Dear Mr. Laycock:
Environmental Science & Engineering, Inc. (ESE) is proceeding with remediation activities ,
at the Triangle Associates property (former Tosco Oil Service- Station) located at 4625- West
Coast Highway in Newport Beach, California. The site exists currently as'an operating Jack -
In -The -Box restaurant.
Remediation will consist of a one day vapor extraction test using an internal combustion
engine (ICE) followed by remediation. The test will provide -data on blower/:motor sizing,
pipe sizing, maximum vapor concentrations, and noise levels. The test will be performed
utilizing existing atmospheric soil vents and a VR-2B ICE. This same ICE will be connected
after the test to the most suitable soil vents, and operated 24 hours per day for 90 days, as
allowed by the South_ "Coast Air Quality Management District. The equipment will be
enclosed by an 8 foot high slumpstone wall with wooden gates painted to match the
restaurant. An appropriate enclosure will be constructed to act as a sound barrier prior to
operating the equipment, as fequired.. ESE requests that six parking "spaces located near
the exit of the restaurant -drive -through be used as the equipment location; as shown in.the'
attached drawing. -
ESE formally requests that -'these six parking spaces be reserved for the remediation
equipment for a period of up to two years, beginning June 21, 1993. ESE met with Sylvia
Marson and J. T. Upton of the Newport Beach Fire Department to discuss equipment
location options, at it was agreed that this is the most suitable location for the equipment.
