PLANNING DEPARTMENT
The applicant shall discuss the proposed development with a member of the Planning Department prior to filing. This
discussion should cover in detailthe applicant'srequest and the procedural steps required.
APPLICATIONFORM

2. Please type or clearly print in ink the name, mailing address and telephone number of the owner of record of the
property involved (property owner).
3. Give the address of the property involved. If it has no address. Planning Department staff will assign one.
4. Describe fully the purpose of the application.

6. The signature of the property owner or his legal representative (with accompanying written authorization) should be
obtained on the application form prior to submittal to the Planning Department.
PLANS
Plans shall be reviewed by the Planning Department prior to production of copies for filing with application. Each
application must be accompanied by 10 sets of plot plans, floor plans, and elevations. Draw plans to scale on 8'/2 x 11
sheets, or full size plan submittals (8 sets standard size and 2 sets reduced to 11 x 17. unless otherwise approved by the
Planning Department) and other pertinent information you feel will help illustrate the proposal. Show all necessary
dimensions to give a true and clear picture of existing and proposed conditions. Floor plans must show the existing layout,
as well as the proposed layout with all proposed structures and uses labeled on plans. The plot plan must show the entire
property, property lines, on -site parking areas, adjacent streets and alleys and existing and proposed buildings and structures
with emphasis on your request. Each set of collated plans must be stapled and folded to a size of Va" by 14" t
maximum. The plans shall be legibly drawn to scale and dimensioned, utilizing an engineering scale at 1" = 101, 20', 30',
or 40', or an architectural scale at 1/8" or 1/4" =1'.
FILING FEE
A filing fee is required at the time of filing to partially defray the cost of processing and other expenses. The Planning
Departmentwill advise you of said fee.
FILING DEADLINE
File the completed application, plans, and fee in the Planning Department by 5:00 p.m., Thursday. The meeting
with the Planning Commission will be scheduled at the earliest convenience (which allows staff adequate time to
prepare a report), after the completed application and plans are submitted to the Planning Department. The
Planning Department will advise you of the time of the meeting when you file. Said meeting will be conducted in
the City Council Chamber.
NOTES
PLANS MUST BE CAREFULLY DRAWN AND EASILY READABLE. IF THE PLANS ARE NOT SO DRAWN, THE
APPLICATION WILL NOT BE ACCEPTABLE FOR FILING. IF THIS APPLICATION INVOLVES STRUCTURAL

facility signage for the AutoBistro Restaurant
Applicant- Joe Goveia, on behalf of the AutoBistro Restaurant
LOCATION: 3100 West Coast Highway, AutoBistro Restaurant
Approval of a temporary use to allow the placement of a future facility sign for a period of 90 days.
The sign will be located on a pedestrian protection fence (construction fence) along the inland side
of West Coast Highway in the Mariner's Mile Specific Plan Area. The sign fence will be placed in
front of a portion of the existing chain link fence. The sign copy area will measure approximately
35.5 feet across by 6 feet high (213 sq.ft. in area). The placement will be from approximately May
1, 1998 to August 1,1998. Said use will be subject to the following conditions of approval:
1. That a building permit shall be obtained from the Building Department and the
appropriate clean-up deposit shall be posted to insure maintenance and clean-up of the
subject property after removal of the temporary trailer. The applicant shall also obtain
approval of the site plan for the location of the fence from the City Traffic Engineer, for
sight distance purposes, prior to the issuance of the building permit.
2. That this temporary use shall terminate upon evidence that the facility is operating in
violation of any of the above conditions of approval or upon receipt of unresolved
complaints.
3. That the future facility signage shall be allowed for a period not to exceed 90 days from
the date of approval, after which it shall be removed. This approval cannot be extended.

APPENDIX
Background and Analysis
The Municipal Code (Section 20.60.015B) requires that temporary uses or structures are subject
to the approval of a use permit prior to placement. The proposed construction fence will act as a
future facility sign advertising the AutoBistro Restaurant (formerly TLA Restaurant) currently
under construction. The sign campaign will proceed in three successive parts with change
between parts occurring after approximately 20-30 days until completion of the restaurant
construction. The applicant has provided the attached plot plan and elevations describing the
request. Color copies of the proposed fence will be available at the meeting.
Staff has no objection to the temporary use of the construction fence for a future facility sign for
the following reasons:
• The fence will act as pedestrian protection and to protect the construction site for the duration
of construction work.
• The fence and sign will not be utilized by or for restaurant advertising after construction is
complete.
• Staff has limited the duration of placement of the future facility signage to coincide with the
completion of the construction project or 90 days from the date of this approval, whichever is
less.
• The construction of the restaurant is projected to be complete in less than 90 days.
