The City of Newport Beach will conduct the Zoning Administrator meeting via Zoom. As a member of the public, if you

The agenda will be posted at least seventy-two (72) hours in advance of each regular meeting and the public will be
allowed to comment on agenda items before the Zoning Administrator, as well as items not on the agenda but are
within the subject matter jurisdiction of the Zoning Administrator. The Zoning Administrator may limit public comments
to a reasonable amount of time, generally three (3) minutes per person.

Please Note: All mail or written communications (including email) from the public, residents, or applicants regarding an

the Zoning Administrator to adequately consider the submitted correspondence. Comments can be emailed to

fourteen (14) days following the date the action or decision was rendered unless a different period of time is specified
by the Municipal Code (e.g., Title 19 allows ten (10) day appeal period for tentative parcel and tract maps, lot line

Five Crowns Limited Term Permit and Coastal Development Permit
(PA2023-0202)
Site Location: 3801 East Coast Highway

Project Summary
A request for a limited term permit (more than 90 days) and coastal development
permit (CDP) to authorize a temporary 1,350-square-foot outdoor dining area for up
to a one-year term at the existing Five Crowns restaurant. The outdoor dining area
will occupy existing open space behind the permanent outdoor dining. The expanded
outdoor dining area will close by 10:00 p.m and a sound wall will be installed along
the rear property lines. No changes are proposed to the existing operating hours of
the restaurant. A CDP is required because the project is in the Coastal Zone.
Recommended Action
1.Conduct a public hearing;
2.Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA
Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3,
because it has no potential to have a significant effect on the environment; and
3.Adopt Draft Zoning Administrator Resolution No. _ approving a Limited Term
Permit and Coastal Development Permit filed as PA2023-0202 (Attachment No.
ZA 1).
419 Goldenrod LLC Residential Condominiums Tentative Parcel Map and
Coastal Development Permit (PA2023-0238)
Site Location: 419 & 419 ½ Goldenrod Avenue

Project Summary
A tentative parcel map and a coastal development permit (CDP) for two-unit
condominium purposes. An existing duplex will be demolished, and a new duplex
has been approved. No waivers of Title 19 (Subdivisions) of the Newport Beach
Municipal Code are proposed. The tentative parcel map will allow each unit to be
sold individually. A coastal development permit is required because the property is in
the coastal zone.
Recommended Action
1.Conduct a public hearing;
2.Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15315 under Class 15 (Minor Land Divisions) of the CEQA
Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3,
because it has no potential to have a significant effect on the environment; and

Starr Residence Coastal Development Permit (PA2024-0009)
Site Location: 2491 Crestview Drive

Project Summary
A coastal development permit (CDP) to allow a remodel and addition to an existing
3,999-square-foot single-unit dwelling. The proposed addition is 3,876 square feet,
which is greater than 10% of the existing residence. Additionally, the addition
includes a height increase that exceeds 10% of the existing height. Therefore, a
CDP is required. The proposed development includes additional appurtenances
such as walls, fences, patios, hardscape, drainage devices, and landscaping.
Recommended Action
1.Conduct a public hearing;
2.Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA
Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3,
because it has no potential to have a significant effect on the environment; and
3.Adopt Draft Zoning Administrator Resolution No. _ approving Coastal
Development Permit filed as PA2024-0009 (Attachment No. ZA 1).
V.PUBLIC COMMENTS ON NON-AGENDA ITEMS
Public comments are invited on agenda and non-agenda items generally considered to be
within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit
comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your
name for the record. The Zoning Administrator has the discretion to extend or shorten the
speakers’ time limit on agenda or non-agenda items, provided the time limit adjustment is
applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the
silent mode.
