The pernittee or his agent shall notify the Building Division when the grading operation is ready for each of the following inspections: a. PRE -GRADE MEETING When the permittee is ready to begin work, but not less than two days before any grading or brushing is started. b. DRAINAGE DEVICE INSPECTION After forming of terrace drains, down drains or after placement of pipe in subdrains, but before any concrete or filter material is placed. c. SPECIAL d. ROUGH GRADING When all rough grading has been completed, the rough grade report shall be provided to the Building Inspector at foundation inspection or sooner based on the Building Inspector's discretion. e. FINAL When all work, including installation of all drainage structures and other protective devices, has beer•, completed and the as -graded plan, professional approvals and the required reports have been submitted. 13. All footing excavations, slab on grade areas and subdrains shall be inspected and approved by the Geotechnical Engineer or Engineering Geologist Written approval shall be submitted to the Building Inspector. 14. Prior to the start of grading, all permanent property comer monuments shall be in place. Prior to any foundation inspections, proof of recordation of the "comer record" or "record of survey" with the County of Orange shall be provided. 15. The undersigned acknowledge a copy of the above and agree to comply with the Grading Code of the City of Newport Beach, the recommendations of the project soils report and any special requirements of the permit 16. Prior to foundation inspection a Line and Grade Certificate Form must signed and stamped by the surveyor of record and submitted to the building inspector. A Structural Observation Report may be required. 17. All parties listed below must be present for the pregrade meeting unless approved by the building inspector. 18. All duplex construction requires separate utilities (sewer, water, gas, electrical, fire sprinkler risers). Site visit frequency shall allow for correction of observed deficiencies without substantial effort or uncovering of the completed work. Structural observation site visits shall be performed for each construction stage identified on the approved construction documents. The structural observer may utilize the City of Newport Beach "Structural Observation Report" form, or a similarly formatted report, to record the required observation visits. If the City's form is not used the alternate report shall be on the structural observer's letterhead, state the site address, plan check and permit numbers, stages and elements observed, date observed, and complete contact information for the structural observer. All structural observation reports, regardless of form used, shall include the license stamp and wet signature of the structural observer responsible for the project. OBSERVED When a deficiency is noted, the structural observer shall give copies of the completed structural observation report to the owner or owner's representative, project contractor, and the Chief Building Official or designee. The contractor shall resolve all deficiencies prior to final inspection or acceptance of the structural work by the Chief Building Official, or designee. FINAL STRUCTURAL OBSERVATION REPORT The structural observer shall submit a final structural observation report to the Chief Building Official, or designee, upon completion of the structural system. The final structural observation report shall state that the structural system conforms to the approved construction documents and that all previously observed deficiencies have been corrected. Site visit frequency shall allow for correction of observed deficiencies without substantial effort or uncovering of the completed work. Structural observation site visits shall be performed for each construction stage identified on the approved construction documents. The structural observer may utilize the City of Newport Beach "Structural Observation Report" form, or a similarly formatted report, to record the required observation visits. Prior to excavation and grading of the lot, temporary shoring for the Bio-retention Lift Station basin was installed by DJ Scheffler & Nye (using a tractor Soilmec Drill Rig). The shoring, lagging and slurry backfill was performed in accordance with the above -referenced Shoring and Grading Plans. Drilling of the shoring piles was completed on May 25, 2022. The drilling sub- contractor was DJ Scheffler & Nye. Representatives from our firm continuously inspected and confirmed that each of the eight (8) boreholes extend into competent native materials. The pile embedments meet or exceed the specifications outlined in the above -referenced Shoring Plan. The drilled Pier Schedule is presented as Table 1, herein. Backfill and compaction using spoils, located north, west and adjacent of the bio-retention basin was completed by August 10, 2022. Prior to excavation and grading of the building pad, site walls were constructed using "A-B-C" slot cuts in accordance with sheet 4 of the Precise Grading Plan by Robin B. Hamers & Associates, Inc., Civil Engineers. All slot cuts were observed, tested and approved by a qualified representative of EGA Consultants, Inc. On August 11, 2022, an abandoned, brick -lined septic pit was encountered in the northwest portion of the lot (outside the proposed building pads). The septic pit was measured 32 inches in diameter by 30 feet deep. The pit backfill was achieved using two -sack slurry, and was observed and approved by a representative of our firm. Excavation and grading of the pad commenced on September 6, 2022 and was completed by September 12, 2022. To date, site grading included the excavation and removal of approximately 4 feet (7 feet below existing sidewalk grade) of the fill and native material located within the limits of the upper building pad, including a 5 feet lateral envelope where achievable. A pre-existing swimming pool located in the southeast portion of the lot was demolished and the entire pool shell and bond beams were removed. The removed pool excavation resulted in a maximum depth of approximately 7 feet below the pre-existing grade, and backfilled and compacted using on -site spoils. Prior to the placement of fill, the excavation bottoms were inspected and approved by a Certified Engineering Geologist employed by EGA Consultants. All areas of the building pad excavation bottom test at or above 90% relative compaction. Field density test results are tabulated on Table 2, Summary of Field Density Tests. One CAT 325D and one Kubota SVL-75 skid steer were utilized for the purpose of compaction and grading control. Where needed, water was added via a 2-inch fire hose and moisture contents were at near -optimum moisture levels. All earthwork operations were performed under continuous observations by this firm and were performed in accordance with geotechnical specifications outlined in the above -referenced soils report dated June 24, 2021. The building pad was graded in accordance with the 2019 CBC and the City of Newport Beach Building standards and are approved for construction. Based on our continuous observations and testing, the subject and adjacent sites are not impacted by the site grading operations to date.
