Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Tom Sandefur, Assistant City Engineer - 949-644-3321, tsandefur(d).newportbeachca.gov TITLE: 2023-2024 Facilities Painting Project — Award of Contract No. 9393-1 (24F02) ABSTRACT: The City of Newport Beach received construction bids for the 2023-2024 Facilities Painting Project as part of the Facilities Maintenance Master Plan (FMMP) for 2023-2024. Staff requests City Council approval to award the construction contract to GCD Painting of Wilmington. This project involves painting the exteriors of the Utilities Yard, Police Department Headquarters building, and the Balboa Yacht Basin. RECOMMENDATIONS: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (maintenance of existing facilities involving no expansion or an existing use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because this project has no potential to have a significant effect on the environment; b) Approve the project plans and specifications; c) Award Contract No. 9393-1 to GCD Painting for the base bid price of $167,000 plus additive Utilities Yard Building 7 for $7,000, for a total price of $174,000 for the 2023-2024 Facilities Painting Project, and authorize the Mayor and City Clerk to execute the contract; and d) Establish a contingency of $17,400 (approximately 10% of total bid) to cover the cost of unforeseen work not included in the original contract. DISCUSSION: As part of the FMMP, City buildings are periodically inspected for maintenance and repair issues. The FMMP evaluation includes electrical panels, ventilation, plumbing, electrical, interior/exterior finishes, weather protection, and site work. Staff prioritizes the various capital maintenance needs with an emphasis on items that keep facilities in service. 7-1 2023-2024 Facilities Painting Project — Award of Contract No. 9393-1 (24F02) August 27, 2024 Page 2 This project addresses protective coatings at the Utilities Yard, Police Department Headquarters, and Balboa Yacht Basin to protect the various building materials from deterioration. This proactive approach will shield the metal, wood and other building materials from damage that could result in more costly repair work in the future. The new paint will provide an additional benefit of a more aesthetically pleasing appearance for these facilities. The specific facility exterior painting includes the Utilities Yard sealing of the exterior block masonry and exterior painting, Police Department Headquarters exterior painting, and Balboa Yacht Basin exterior painting. With regard to the Balboa Yacht Basin facility, any proposed building rehabilitation/replacement is still several years out from starting and the current exterior surface is in poor shape. This project will do minimal surface repair and repainting to improve the aesthetic appearance for the near term. More than 30 contractors attended, which made for a competitive bidding environment. The bid amount submitted by GCD Painting is substantially less than the Engineer's Estimate of $400,000. Staff met with the owner of GCD Painting (low bidder) to insure he understood what is expected to be completed, verify that his bid is complete, and that the contractor is able to perform all the work at the price being proposed. Reference checks conducted by staff indicate GCD Painting has satisfactorily completed similar painting projects for school districts and other local agencies. 7-2 2023-2024 Facilities Painting Project — Award of Contract No. 9393-1 (24F02) August 27, 2024 Page 3 GCD Painting submitted all the necessary forms and possesses a Class "C-33" Painting and Decorating Contractor License as required by the project specifications. Pursuant to the contract specifications, the contractor will have 70 consecutive working days to complete the project. Work is scheduled to begin in fall 2024. The project plans and specifications will be available for review at the August 27, 2024 City Council meeting or upon request. FISCAL IMPACT: The adopted budget includes sufficient funding for this contract. It will be expensed to the FMMP (General Funds) accounts in the Public Works Department, 57101-980000-24F02. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (maintenance of existing facilities involving no expansion of an existing use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because this project has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
