TITLE: Appointment of a Parks, Beaches and Recreation Commissioner to
Fill an Unscheduled Vacancy
ABSTRACT:
Due to Heather Ignatin being selected to the City Arts Commission, the City Council has
the opportunity to fill the vacant position on the Parks, Beaches and Recreation
Commission pursuant to the City Charter, City Council Policy A-2 (Boards, Commissions
and Committees), and the Maddy Act.
RECOMMENDATIONS:
a) Determine that the action is exempt from the California Environmental Quality Act
(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines
because it will not result in a physical change to the environment, directly or indirectly;
and
b) Appoint Travis Pirdy or Sara Weber to fill the vacancy on the Parks, Beaches and
Recreation Commission for a term that expires on June 30, 2025.
DISCUSSION:
Heather Ignatin was appointed to the Parks, Beaches and Recreation Commission
(PB&R) in 2017 and was reappointed in 2021 for a term that expires on June 30, 2025.
However, at the June 25, 2024 City Council meeting, the City Council appointed
Ms. Ignatin to the City Arts Commission for a four-year term and, therefore, she can no
longer serve on PB&R.
In compliance with City Council Policy A-2 and the Maddy Act, the City Clerk prepared
and posted a Notice of Unscheduled Vacancy on Wednesday, June 26, 2024, in the City
Clerk's Office, at the Central Library, on the bulletin board in the City Council Chambers,
and on the City's website. In addition, the notice was published in the Daily Pilot on
Saturday, June 29, 2024. As per the notice, applications were accepted by the City Clerk's
Office until noon on Wednesday, July 10, 2024.
Pursuant to City Council Policy A-2, Mayor Will O'Neill appointed himself, Mayor Pro Tern

Committee. At the conclusion of the application period, the applications were forwarded
to the ad hoc committee members for their review.
The Ad Hoc Appointments Committee recommended the nominations of Travis Pirdy and
Sara Weber, which were confirmed by the City Council at the July 23, 2024 City Council
meeting.
Copies of the applications are attached hereto as Attachment A.
Appointment Process
Pursuant to City Council Policy A-2, the appointment to PB&R will take place in the
following manner:
A. The City Council will vote on the appointment simultaneously. The voting will be done
by paper ballot and the City Clerk will tabulate and announce the results, including the
vote tally.
B. Each member of the City Council will cast one vote on the paper ballot. To be
appointed, an applicant must receive at least four votes.
FISCAL IMPACT:
There is no fiscal impact related to this item
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

It has occurred to me in this divisive and strange time that it is very easy to be enraged or encouraged
depending on what you take in. However, what people fail to see are opportunities of agency to affect
positive change as opposed to merely being sidelined as things happen. As someone who has lived in this
great city for thirty nine years and worked for it previously for twenty, I see this position as a great
opportunity to enchance and improve upon the quality of life we are striving for while preserving these
integral parts that make up Newport Beach. I have been fortunate to view the history of our city as an
employee, a resident, and someone charged with protecting our visitors. Newport Beach is an incredible
place to live and I believe I can help protect and preserve it.
