Re: City Council Meeting Tuesday 8/27/24 Agenda Item 24 Homeless Outreach Services Honorable Council Members and City Manager; It's important to share my ongoing concerns about the quality of life and the public safety issues due to the homeless/transient population within our City. Our community fully supports an assertive and proactive approach to the ongoing homeless/transient issues facing us. The recent Supreme Court ruling confirms Cities have a broader authority to clean up homeless encampments for the health and safety for all. The city has demonstrated its staff is extremely compassionate and will always offer and coordinate the needed shelter and supportive services with their homeless liaison officer and outreach staff with housing beds and access to treatment services. However, most tracking this issue for years have clearly identified a need for more accountability and staffing for law enforcement so they can be proactive with patrols, responses and enforcement actions in keeping residents, children, visitors and businesses safer. Many of the homeless/transients come to our city seeking refuge from accountability and most have co-occurring disorders ( mental health challenges and substance abuse) and often display criminal and threatening behaviors. They are not getting the care and treatment they need by living/suffering on our streets nor do we want residents to be victimized. I request the City Council consider the following (3) priorities with full support: 1. We need more assertive and consistent enforcement to protect our safety and quality of Life; request more police and code enforcement staffing with a greater presence in Corona Del Mar as we see on the Penisula. 2. We need to discontinue spending our tax payer money for the Be Well contract which is keeping people too comfortable and enabling more to come live on our streets. The City has excellent partnerships with Costa Mesa and the County for the needed outreach services. That contract money can be better used to hire more police staffing to assist with this ongoing public safety issue which will lend to homeless/transients street exits and a better path for recovery empowerment. 3. We support the removal of the Transit Center on Avocado out of our City. It has been an on -going public nuisance with health and safety issues for years and an area many people are forced to avoid. It is nothing more than a magnet for those who come here to take advantage of our generous resources. Numerous documented property and violent crimes have occurred in our city related to the Transit Center, at the Transit Center or flowing into the schools, businesses and residential areas. It continues to be a liability for the City, putting our residents, visitors and businesses in danger. We need to do better in keeping our quality of life and public safety a priority for all. In light of the recent Supreme Court decision, we finally have a chance to clean up this problem. Don't squander it ! The Bus Station in Fashion Island is a magnet for the homeless. As soon as they are removed , they return. No one wants their children or housekeepers to come near there. People have even been attacked in the park adjacent. There is no reason it cannot be removed to perhaps near the OC Airport. A very logical spot . Lastly, the Be Well Mobile program has been a costly and dismal failure. What a huge waste of taxpayer Dollars. There are so many positive and useful projects it could be allocated to. This is your perfect moment to act and finally fix this mess, please do so. It is a difficult situation but it takes strong individuals to realize that it doesn't help to makes excuses for the situation and allow it to continue on. The OC bus station is an amazing example of what you as a council have made happen. It is so nice seeing that there isn't an encampment there anymore. Being a resident and local business owner, the safety of my customers as well as all citizens is extremely important. We finally have many great businesses filling our store fronts in CDM but we have to maintain the high level of safety as well. Although the Be Well can I am sure helps some people, the first step is that our laws need to be followed. If someone is breaking the law then the police need to respond. It appears to me that the Be Well van creates a problem in that scenario. I strongly believe that the funds for that service need be redirected to the police. We need more enforcement, so it is understood when you come into Newport there will be no acceptable reason for breaking our laws. I hope you take my words into consideration when deciding how to appropriate funds. City Council Newport Beach: My name is Pamela Crane, I am a 76 yr old resident of Newport Beach. I live in Bayview Landing Senior Apt complex on pch and Jamboree. Our complex has no security, minimally. locked doors. Because we have pool,shower,kitchen,and community room and bathrooms,we are attractive to the homeless population. Recently the word has gotten around to the homeless communitythat we have free access.(no security,and do -able door access)) I have gotten up to take my dog out and find homeless(men) sleeping on the couches,cLeaning up in the rest rooms,cooking in our kichen,sleeping in stair wells,and at the end of halls. In the rain we had a homeless man deliriously running by our walks with a mattress tied to his back(for shelter?for sleeping?) I don't think he knew why. We have neighbors who have found homeless sleeping in their car. I had a homeless person sleeping in my car and body waste left behind . While this is a community of 55plus active Senior apartments This is a serious issue with seniors as many are very frail in this community. Related property management does not believe this problem to be under their job description. The district manager does not address the issue. We are a senior tax reduction property, viewed as a low money making complex. Therefore we continually are told there is NO budget for us. We are made to feel we are responsible for the safety here, and we are' less than the rest in Newport beach' We feel frightened and alone. Because of the increased homeless in our area,a simple solution is an after hours security guard. know we ACTUALLY are the PRIDE OF NEWPORT BEACH,and the pride of the founder of this community. His goal was to have an affordable upscale safe senior community so that seniors could enjoy the beautiful Ocean the last days of their lives. I believe at any given time,any of us could become homeless, and I am Not judging homelessness as a character flaw, or personal punishment. BUT as my mother used to say, "Eat all your food,the children in Africa are starving" I used to think"How does me eating,feed them?" HOW can we help the homeless by ignoring break ins,and their need for rehabilitation? How does it help them by setting them back on the streets? These issues need to be Critically and logistically addressed, before Newport Beach is diminished. I know the homeless situation has gotten a lot worse over the years, and often times, the fault is not government, but the fault lies with the homeless people who simply do not want to be housed. know Laguna tackled this problem a few years back, can't remember their remedy. Anyway, for Newport Beach, i would recommend moving the OCTA bus depot out of the Fashion Island area to perhaps somewhere in Irvine. And perhaps a nonprofit could monitor the homeless at this bus depot and refer them to existing shelters and to help they need. We know these people hear about all the resources Newport has to offer so it might be time to say we don't have handouts but we do have shelter and limited help if, and only if, the homeless cooperate. Must be conditional. 11 I have heard of the Be Well progam and not convinced that is an efficient or effective program to solve this homeless situation. would compare to Laguna or other closeby cities who might have better solutions than this one. As residents of Newport Beach, we do expect quick solutions to problems like the homeless. As most of us run successful businesses, we don't understand the myriad of red tape government goes through to solve problems. Please try to keep the solution simple: quick response to illegal homelessness and effective redistribution to shelters and help. A homeless man was crossing in front of us in the crosswalk, and I guess he decided our car was too close to the crosswalk line and he slammed his hand HARD on the hood of our car, scaring the you -know -what out of us. He had a bed roll attached to his backpack so I'm assuming he was heading to the bus depot for the night. I have been a homeowner in Newport Beach since 1996 and I've watched the homeless situation deteriorate over the years. It's clear that many of these individuals are mentally ill and/or drug addicts, and are not interested in being housed. We need a decisive response NOW. The OCTA bus depot should be relocated out of the Fashion Island area. Furthermore, the Be Well program does not seem to be effective. Why are we wasting so much taxpayer money on it? It definitely seems like homelessness has grown and increased as a problem for us in CDM and Newport. As a business owner with a retail business in Corona del Mar, I have encountered homeless people in our plaza on several occasions over the past 7 years, and there were a few times when it appeared a homeless person was sleeping on the bench outside our business and showering with the hose we use to water plants. At times we found trash, needles a few times, and once human feces that I had to have someone clean up. This was especially disturbing and worrisome as a lot of our clients have children, and the business across from us is a Ju Jitsu studio where a Lot of children attend classes and their younger siblings wait outside with their parents on our benches near this area where the person was frequenting. I was followed once around 9pm in front of our building, had to lock the door and call the police when a homeless man kept trying to enter, and I have had to call the police a few times, only because I didn't feel safe and didn't want to risk the safety of our customers. As someone who wants to help the homeless, I am torn because I feel bad for them and want them to be able to have the best possible quality of life. However, for me safety is the main concern. I used to buy Local homeless individuals dinner whenever I would drive by or see them; I would casually approach them and ask if they had eaten dinner yet or wanted some dinner with a meal from Ruby's or Panini Cafe in hand... However, once I did this (the man was sitting on a table outside of B Candy one evening) and the individual violently yelled at me and said he wanted me to die on a bed of diamonds. It sounds silly, 17 but he was so aggressive and angry, it scared me and I worried he may be armed. I ran to my car and realized it is probably not safe to interact with them anymore. Confidentially, on another occasion, there was a homeless man who attended my church every Sunday. I would talk to him and ask how he is doing, sometimes give him a hug... and say hi around town. He always seemed calm and mentally healthy to me. Until, he started coming to my work and sitting outside the door (I have no idea how he knew where my business was located). He said he needed to talk privately one day and asked if I would want to start dating him, I was kind but said I was not able to etc.. but this really made me nervous because he was really trying to be persuasive and was a very large man. I have never seen him since that day, and even though he never made me feel threatened, it still made me nervous because there are times I need to go to my place of business in the evenings alone, and I had heard from others that he was unpredictable. So, it was unsettling as I didn't want to upset him. I just wanted to share my experiences to provide perspective from a CDM business owner. For me, the incident that happened in LA at the furniture store where the 24 year old UCLA graduate woman was stabbed and killed by a homeless man when she was there alone in 2022, along with the above encounters, really got my attention and changed the way I view our local homeless situation. I am much more protective of myself and my customers now, and I wish there could be a solution where there are fewer homeless in our beautiful neighborhood (where they have an alternative place to go), so we can all feel safer. Anyway, for Newport Beach, i would recommend moving the OCTA bus depot out of the Fashion Island area to perhaps somewhere in Irvine. And perhaps a nonprofit could monitor the homeless at this bus depot and refer them to existing shelters and to help they need. We know these people hear about all the resources Newport has to offer so it might be time to say we don't have handouts but we do have shelter and limited help if, and only if, the homeless cooperate. Must be conditional. I have heard of the Be Well progam and not convinced that is an efficient or effective program to solve this homeless situation. I would compare to Laguna or other closeby cities who might have better solutions than this one. As residents of Newport Beach, we do expect quick solutions to problems like the homeless. As most of us run successful businesses, we don't understand the myriad of red tape government goes through to solve problems. Please try to keep the solution simple: quick response to illegal homelessness and effective redistribution to shelters and help. The exact cut will need to be determined by a thorough examination of the costs and benefits. There are also costs that I believe have not been attributed to the homeless population and which BeWell is responsible for preventing. I wanted to alert City Council about a recent incident with a homeless individual that was reported as a "Medical incident" but involved damage to private property and led to the hospitalization of an employee at a local business. This was not that someone falling of their bike. The incident was completely preventable. A homeless person and their dog (trespassing by loitering -unknown how many hours or days), created serious physical harm and property damage in the City of Newport Beach. As a resident I am curious if the BeWell organization are aware of this incident? I wonder if they have provided the city with information about this incident. I am curious if they had been in contact with the homeless person and if they were aware that person owned an aggressive dog? I wonder what services had been offered. What other injuries and property damage (not to mention petty crimes) can be attributed to the homeless population that the City is spending over $1 M to support on an annual basis? Please take the time to research this. Event 8/12/2024 Incident: 24-5501 Chipotle parking lot. This is what I understand but the report should clarify: Homeless woman and her rabid dog were "squatting" by the garbage bin in the parking lot. Dog attacked an employee in the parking lot. Employee fled and jumped on an Audi parked on Jasmine. Dog continued to attack employee, causing serious injury. Dogjumped on vehicle. Employee scrambled up to roof of vehicle. At some point the employee fell and broke the windshield, and bled all over the vehicle. Ambulance and police were called. Individual went to hospital. Victim tested for rabies and treated. Vehicle owner has not been reimbursed for damage to car. Dog Catcher must approve the report before the report is released. (sort of strange that the dog catcher is holding this up) Note the city's incident report tracker only shows a "Medical Call" on 8/12.
