TITLE: 16t" Street Pump Station Upgrades and Back-up Generator — Notice
of Completion for Contract No. 7693-2 (18W13)
On July 13, 2021, the City Council awarded Contract No. 7693-2 for the 16t" Street Pump
Station Upgrades and Back-up Generator project to R.I.C. Construction Co., Inc. This
project involved installing three new variable frequency drives, check valves, an automatic
transfer switch, and a diesel back-up generator. The required work is now complete and
staff requests that the City Council accept the work and close out the contract.
RECOMMENDATIONS:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
Civil Code; and
c) Release Faithful Performance Bond one year after acceptance by the City Council.

This project included the removal of three solid state soft starters; replacement of three
vertical turbine pumps and five pump motors; and the installation of new control valves,
three new variable frequency drives (VFD), three slanted check valves, an automatic
transfer switch, and a 1,000-kW diesel back-up generator with a 4,000-gallon diesel
storage tank. The new pumps, motors and VFDs are more reliable and energy efficient
than the previous components and will improve the City of Newport Beach's water
system.
A change order was issued to complete the first phase of the Collins Island sewer lift
station upgrade to expedite the completion of the final electrical panel location created by
an opportunity to coordinate with a new home construction project. The new electrical
panel is located in a cabinet structure that matches the architecture of the home it is
attached to. The contractor has excellent experience constructing sewer lift stations,
electrical panels and duct bank work, and due to the homeowner's schedule to complete
his home, the City had a tight window of opportunity to complete the work, so it made
sense to add this electrical work. Funding for this change order work was expended from
the Wastewater Capital fund.
The contracted work has been completed to the satisfaction of the Public Works
Department. A summary of the contract construction costs are as follows:

The final total contract amount was $2,715,150.03, approximately 8.2% higher than the
original bid amount. The cost increase includes the Collins Island work that was added to
the project. Additional change orders for the 16th Street Pump Station project included
work on concrete -encased electrical lines and installing a fuel tank monitoring system
required to integrate with the new generator.
A summary of the project schedule milestones is as follows:

This project encountered delays due to supply chain issues that occurred in the
manufacturing industry during the COVID-19 pandemic in 2022. The contracted bid item
construction work at the 16th Street pump station was substantially completed on
October 5, 2023. The contractor was provided an additional 20 working days for the
Collins Island sewer lift station upgrades. The extra work started on July 25, 2024, and
was completed on August 22, 2024.

FISCAL IMPACT:
The 16t" Street Pump Station Upgrades and Back-up Generator project was included in
the FY 2021-22 Capital Improvement Program budget. The Collins Island Sewer Lift
Station project was included in the FY 2022-23 Capital Improvements Program budget.
Funds for the construction contract were expended from the following account:

The Water Capital Distribution/Piping fund comes from the City's water service charges
from residents and businesses within the City's service area. The Wastewater Capital
fund comes from the City's wastewater service charges from residents and businesses
within the City's service area.
ENVIRONMENTAL REVIEW:
On July 13, 2021, the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Class 1 Section 15301(b) (existing
facilities of publicly owned utilities used to provide electric power, natural gas, sewage or
other public utility services) of the CEQA Guidelines, California Code of Regulations,
Title 14, Chapter 3, because it has no potential to have a significant effect on the
environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
