Brown Act. Among other things, the Brown Act requires that the General Plan Advisory Committee agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Committee and items not on the agenda but are within the subject matter jurisdiction of the General Plan Update Steering Committee. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. Please Note: You can submit your questions and comments in writing for the General Plan Advisory Committee to consider by mailing or delivering them to the City of Newport Beach General Plan Advisory Committee at 100 Civic Center Drive, Newport Beach, CA, 92660. Alternatively, you can send them by electronic mail at GPupdate@newportbeachca.gov. In order to ensure adequate time to review comments, please submit any written comments no later than 5:00 p.m. on Tuesday in order to give the Committee adequate time to review your submission. The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. NOTICE REGARDING PRESENTATIONS REQUIRING USE OF CITY EQUIPMENT Any presentation requiring the use of the City of Newport Beach’s equipment must be submitted to the Community Development Department 24 hours prior to the scheduled meeting. October 2, 2024 Page 3 General Plan Advisory Committee Meeting I.CALL MEETING TO ORDER II.WELCOME AND ROLL CALL III.PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on agenda and non-agenda items generally considered to be within the subject matter jurisdiction of the Committee. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Committee has the discretion to extend or shorten the speakers’ time limit on agenda or non-agenda items, provided the time limit adjustment is applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the silent mode. IV.CURRENT BUSINESS Meeting Minutes of September 4, 2024 (Attachment 1 - Draft Minutes)a. Recommended Action: Review and approve the minutes of September 4, 2024. Update from City Council Meeting of September 24, 2024b. City staff will provide an update from the City Council meeting of September 24, 2024, related to the Housing Element implementation, GPAC appointments, and the requested additional scope of work for the Noise Element. Recommended Action: This is a presentation item. No action necessary. Vision Statement Updated Draft (Attachment 2 - Memo w/ Enclosures)c. At the September 4, 2024, regular meeting, the GPAC voted to allow Dudek and City staff to revise the draft Vision Statement and to bring it back for the GPAC’s review. Since the meeting, Dudek and City staff have coordinated on responsive updates and Attachment 2 includes the updated draft. As a reminder, this remains a draft until the City Council adopts it. As such, it can be updated as we proceed into Phase Two of the General Plan Update process. Recommended Actions: (1)Receive an overview from City staff; (2)Provide any feedback on the updated draft Vision Statement; and (3)Receive and file Attachment 2, along with incorporating any feedback, as the final draft. Upcoming Workshops: Draft General Plan Goal and Policy Topics (Attachment 3 Memo w/ Enclosures) d. At the September 4, 2024, regular meeting, the GPAC received and filed the Phase Two Outreach Plan. Attachment 3 provides an update on the planning for the workshops, as well as draft Goal and Policy topics to share with the community for input. October 2, 2024 Page 4 General Plan Advisory Committee Meeting Recommended Actions: (1)Receive an overview from City staff; (2)Provide any feedback on the effort; and (3)Conduct a vote to take either of the following two actions: a.Receive and file Attachment 3 to allow Dudek and Kearns & West to proceed with revisions to create a final version for release for public review at the workshops; or b.Direct the responsible subcommittees to review the drafts for additional input prior to release for public review at the workshops. Presentation: Overview of Upcoming Deliverables and Objectivese. City staff will share more information about current work, upcoming deliverables, and what to expect in terms of next steps. Recommended Action: This is a presentation item. No action necessary.
