The following comments on an item on the Newport Beach General Plan Advisory Committee agenda are

Item IV.a. Meeting Minutes of September 4, 2024
The passages shown in italics below are from the draft minutes with suggested corrections shown
in strikeout underline format.
Page 2 of 6, paragraph 4 from end, sentence 1: “Committee Member DeSantis suggested the
Vision Subcommittee review the draft to reduce the length, using one to three overarching
principals principles that apply across all the Elements of the General Plan, and evolving the
values and priorities to the goals and objectives.”
Page 4 of 6, paragraph 2: “4- Replace the work word legacy with history.”
Page 4 of 6, next to last paragraph: “Committee Member Black noted that on October 9 the
harbor related policies will be reviewed with the Harbor Commission and hoped that a
subcommittee would form to provide feedback.”
Page 4 of 6, last paragraph: “Committee Member Baker expressed concern for questioned
if engagement with the school schools and students is adequate and suggested seeking
input from high school juniors and seniors.” [The draft suggests the speaker thought
engagement with certain schools and students might be a “concern” – a bad thing – which I
don’t believe was not the intent]
Page 5 of 6, paragraph 4: “Planning Manager Zdeba stated that the Land Use Element may
not require a vote of the electoral electorate and agreed with public education about the
implementation of the Housing Element and Land Use Element.”
Page 5 of 6, paragraph 7: “Committee Member Kobayashi supported using the wording “foster
environmental stewardship” and suggested adding the Mormon churches and Mariner’s
Mariners Church to the faith-based organizations and involving high school aged civics
students and the activities director.”
Page 5 of 6, paragraph 9: “In reply to Committee Member DeSantis’ inquiry, Ms.
Tourje-Maldonado reviewed the IAP 2 Engagement Spectrum on handwritten page 97 and
thought the group GPAC was all the way to “collaborate.””
