I have lived in Newport Beach mos; of my life I have resided in areas including, Bayshores, the Peninsula, Newport Heights, Harbor Highlands, and CM 1 enjoy stand up paddling, walking and
biking around the Bay, and going to the beach. Thus. I am very familiar with Newport and all it has yo offer I love this community and area. The City would not be as wonderful as it is without the
time and support so many have given.
I want to show my appreciation for where we live and be involved to help Newport remain the lovely place it is. Last year, I considered applying for the Library Board, which my mother. Lynn
Crulchley was on. Although I did not apply, I connected with Natalie Basmaci Van to offer my time as a volunteer in het department At mat time. Natalie did not need volunteers. The opportunity
to participate on the General Plan Advisory Committee looks like a great fit given my desire to help, my legal background, and my practical experience.
t have practiced law toy almost 30 years' including representing municipalities and public utilities in various types of cases. I believe my experience relates to some issues the GPAC may face. I
am used to reading long and complex legal documents which will be helpful to the GPAC's work
In sum, I believe my dedication to this community and my legal and practical experience will be a benefit to the General Plan Advisory Committee and the City.

1. Describe your involvement in the civic affairs related to the City of Newport Beach.
I receive City emails, including the newsletter update and Council Meeting
agendas and minutes and try to stay up to date on current issues. I have attended
some Council Meetings and voiced my opinions on a few issues. I offered to
volunteer my time to the City's Homeless Coordinator in 2021, but Ms.
Basmaciyan advised there was no current need for volunteers. I follow City
related issues raised by SPON. I also attempt to stay current and voice my
opinion on airport related matters that impact Newport Beach.
Describe your involvement in issues related to your neighborhood or business interests in the City.
I went door to door to talk with some neighbors about the proposed speed
calming measures in the Dover Shores/Harbor Highlands area, attended the
Council Meeting, and communicated with the City and Council about the issues. I
have attended Neighborhood Watch and City sponsored meetings including on
crime, and attempted to get some neighbors together to resolve a feral cat issue.

3. Describe your knowledge and experience related to land use or zoning matters,
i learned about some land use issues in law school. On occasion, zoning,
easements, and land use issues came up in my law practice. My family had rental
property in LA and I researched historical preservation overlay zoning.

If you responded yes to any of the topics in the previous question, please describe your knowledge

relevant to the Newport Beach General Plan that are not listed, feel free to identify them and
describe your knowledge and experience
I have been a lawyer since 1992. Over the years, 1 have represented municipalities,
public utilities, and many types of businesses. I have defended dangerous condition
Of public property cases. l have also defended cases on the grounds of recreational
use immunity. My legal background includes reading long and complex documents
and researching issues.
I am somewhat familiar with the Highway Design Manual and related standards
from defending a lawsuit involving line of sight issues. I am also familiar with the
Public Utilities Code, mainly as it relates to construction and maintenance of
overhead utilities. I have a general understanding of easements and some zoning
issues. I have followed some of the issues on the State's requirements for
additional housing units.
As to water quality, I attempt to read and understand the water quality reports as it
is important to me. I learned some basics about hydro geology and water quality
when defending underground contamination cases and from following the Ford
contamination issues.
I am familiar with some of Newport's historical resources as a result of living most
of my life here. Although I do not have noise training or experience, I have lived
under the flight path for many years and attempt to follow airport issues. I also have
some experience with the Federal Aviation Regulations as a result of a helicopter
crash case I helped defend.
I lived in Newport off and on over the years and have lived in several areas of the
City. I attended Newport Heights Elementary, Ensign, and Newport Harbor High
School. Having resided in the different areas gives me a good perspective on what
issues those areas do and -nay face.

I am a retired City Planner with over 35 years of experience in local government as well as a retired USAR
officer. I have lived in the Corona del Mar portion of the City for over 40 years and have watched Newport
Beach evolve. We are fortunate to have a fairly well planned City that has opportunities other communities
do not have and challenges such as the high amount of through traffic on PCH and the draw of our world
class beaches. I feel that a General Plan needs to provide a guide for the future development of the
community yet should not be so restrictive as to prohibit unforeseen future development opportunities,
especially those that will enhance the environment and preserve the quality of life.

My experience on various committees, boards and the City Council qualifies me for this position. I have a
keen interest in what the future will look like for Newport Beach. Being able to provide input on revisions

My husband is a California boy who group up in Anaheim and surfed the California Coast. His dream, which quickly became mine, was
to live in Newport Beach. After many 60-80 hour weeks, Wayne as surgeon and me as hospital administratior, we were able to achieve
our goal. The quest involved the renovation of several homes in which I took on the role of "general contrator" to redo bathrooms and
kitchens as we inched our way here. That experience prepared us for a wonderful, older home in Newport Heights. We are here, we love
it and want to be part of building, protecting and preserving this magnificent City.
My experience is in planning for single hospitals as well as a geographic region of hospitals. By definition, learning and meeting the
needs of a hospital community and introducing new concepts, such a managed care, taught me to be comfortable in diverse and often
highly charged situations. The skills I develped translate to many venues, hopefully to include Newport Beach.

It's tough to put a lifetime in few sentences but here goes.
My undergraduate studies at Boston University were followed by a Master's in Health and Human
Services Management at Brandeis University. That degree is basically an MBA for not -for -profits. Our
senior project was designing a plan to de -institutionalize the Massachusetts State psychiatric hospitals
with the State legislature and the Department of Mental Health. The study was used in multiple states
across the nation over the next few years.
The next 30 years were spent in various health care companies eventually landing in a 20 year run in
hospital administration. I bounced back and forth between not -for- profit and for -profit companies.
During that span of time, I worked for three CEOs and moved with them from Presbyterian in Whittier,
Tenet Health Systems and St. Joseph Health system. My CEOs were quite brilliant and my job, called
strategic planning or business development, was to make sure their visions were realized. The basic
elements were program development, physician recruitment, physician group development and building
each hospitals' managed care (HMO) presence. The 18 month project you would be most familiar with is
St. Joseph's plan developed in 1995 to bring together St. Jude, St Joseph, Mission and Hoag hospitals
along with their formidable physician groups to negotiate collectively with insurance companies and
HMOs. It took a decade to implement and continues to move forward as one of the most powerful
health care entities in the country.
Realizing a vision in a hospital with the participation of strong willed and independent doctors, multiple
Board of Directors, stock obsessed corporations and thousands of employees was considered stressful.
Privately, I couldn't believe I was being paid to have so much fun. Making a difference, protecting the
jobs of our front line, making the hospitals financially sound and leaving programs with the architecture
to stand the test of time was a gift not a job.
