This request is for off-street parking in an R-2 zone adjoining
a C-1 zone. A use permit is required by Section 20.08.070.
Subject Property and Surrounding Land Use
The property involved is located on Goldenrod Avenue just to the
rear of the commercial frontage along Coast Highway and it is
presently vacant.
To the south is a nice residence with a garage apartment at the
rear. Across the all ey to the west are resi denti a1 uses. To
the east across Goldenrod is a service station and a parking lot.
The commercial frontage is partially developed to business use.
Developmental Characteristics
The applicant proposes to construct a new bank on the commercially
zoned property and proposes to use the subject R-2 zoned property
as a parking lot. The proposed bank would require 6 parking
spaces and 22 are shown.
Extensive landscaping is shown around the building and small
planters are indicated between the parking lot and the street and
between the lot and the alley.
Access to the parking lot is proposed via a driveway from Coast
Highway, Goldenrod Avenue and the alley. The traffic engineer
objects to the driveway access from Coast Highway because of the
off-set intersection of Goldenrod and Coast Highway, the traffic
signal arrangement and the median strip configuration. Planning
staff shares the traffic engineer's concern in this regard.
Analysis and Recommendation
The bank has selected a good site for their new facility. The pro-
posed use of abutting residentially zoned property for a parking
lot is reasonable if treated in a proper manner •

Therefore approval is recommended subject to the following con-
ditions of approval all of which are designed to insure the pro-jects acceptability and compatibility.
1. There shall be no dri veway access from Coast Highway.
2. The building shall be re-sited to provide a 10
foot setback from Goldenrod Avenue.
3. Install a solid masonry wall along the south-
westerly side of the parking lot not less than
6 feet high measured on the outside except within
15 feet of Goldenrod where such wall shall not
exceed 3 feet in height.
4. A planting strip not less than 3 feet wide shall
be provided along the southwesterly side of the
parking lot. Wheel stops shall be provided so
that vehicles do not encroach into the planter
area. Such planting area shall be provided with
trees to screen the building from the residence.
5. The planters indicated adjacent to the parking lot
at Goldenrod and at the alley shall be not less than 5 feet wide.
6. All planters shall be provided with sprinkler
irrigation systems.
7. Completed plans for all landscaping including plant
materials, size, spacing, etc. and the irrigation
system shall be approved by the Planning Director
prior to issuance of a building permit.
8. The existing palm tree that will have to be removed
for the driveway onto Goldenrod shall be transplanted
by the applicant into a City park as approved by the
Parks, Beaches and Recreation Director.
9. Install 3 foot high parking lot screening walls in
the two planting areas adjacent to Goldenrod Avenue
in a manner allowing adequate site clearances for
pedestrians to be approved by the Planning Department.
10. A revised plot plan showing the eliminated driveway,
re-sited building and the revised landscaping, etc.
shall be submitted to the Planning Department for
approval prior to issuance of a building permit.

shielded from residential properties and no park-
ing lot light standards shall exceed a height of
8 feet.
13. The proposed free standing sign on the corner of
Goldenrod and Coast Highway shall not exceed a
total height of 25 feet and there ~hall be no
signing permitted other than what is shown on the
submitted plot plan (sign locations shown on eleva-
tions do not agree with submitted plot plan).
14. The flag pole shall not exceed the 35 foot height
limit in the C-l District.

Our client, American City Bank, has entered into,
an agreement with Union Bank.for the purchase of'.property·
located at '2743 East Coast Highway, Corona del Mar, Newport
Beach, California, which property includes that subject to
Use Permit 1400 approved by the Planning Cornmission on Sept-
ember 19, 1968.
Some time ago, I spoke with your office informally
to confirm that the above-numbered Use Permit will remain in
effect and inure to the benefit of American City Bank after
the purchase of the property. I would appreciate it if you
could confirm that to me by letter. I would also appreciate

it if you could let me know, if, to your knowlege, there was
any condition based upon the Building Permit or otherwise per-
taining to the building located at 2743 East Coast Highway
which would require that any structural modifications or alter-
ations be made to the building at some time in the future.
