Please be advised that after reviewing the subject application, your submittal has been
deemed incomplete and further information is required before we are able to proceed
with the application process.
The following documentation is required to complete the application:
1. Agreement.
a. Please note, a bond is required prior to construction.
b. Please note, a master license agreement amendment is required prior to
construction in order to identify the specific site locations approved under
the agreement.
c. Please note, an encroachment permit is required prior to con struction.
2. SCE Letter. Provide a letter from Southern California Edison authorizing the
power supply for this site location. Provide the SCE power location and approved
drawings from SCE as well. Please refer to the attached City issued Meter
Pedestal Denial Letter needed.
3. Project Description. Update the project description/justification to include a
description of the service type (5G or other) and site type (macro, micro, or pico)
as well as a discussion of alternative locations considered. Elaborate further on
the consideration of alternative preferred sites or other streetlights with this
specific project design.
4. Project Plans. See the attached plans from Planning, Public Works, and Utilities
for additional redlined comments. Please provide one full size (24” by 36”) set of

plans and four reduced (11” x 17”) sets of plans that are revised to reflect the
following information.
General Notes
a. Add a note, “Dirty or damaged street signs shall be replaced by the
contractor.”
b. Please add A.G.L. to the abbreviations list.
c. Note on the plans, “Newport Boulevard is on the City’s street/alley-cut
moratorium list. Trenching into said right-of-way as part of this
development will require extensive alley repair work. Details of such repair
work may be obtained from the Public Works Department.”
Site Plan (Sheet A-1):
d. Show existing and proposed sidewalk cross slopes.
e. Please clarify the extent/distance of saw-cut work in the public right-of-way
necessary to provide power connections.
f. Show all utilities.
g. Show the painted curbs. Note to repaint if damaged or if determined
necessary by the Public Works Inspector.
h. Add a note to protect the existing street tree and parking meter in place.
i. Show the existing parking space.
Elevations (Sheets A-2 and A-3):
j. Please dimension the diameter of the existing and new streetlight pole on
the plans (identify on Sheet S-1 as well).
k. Please dimension the streetlight base.
l. Luminaire height is inconsistent on the exterior elevations (Sheets A-2 and
A-3). Please verify and revise to be consistent.
m. The overall height of the new luminaire shows an increase of
approximately 1-foot. The luminaire shall not be taller than the existing
height.
n. Please consider revising the sign location for the warning and emergency
contact information on the pole.
o. Provide the banner and bracket mounting details. See City Council Policy
L-16. Please include these details in the wind loading calculations.
Details
p. The shroud and antennas on Sheet D-1, details 1 and 3 do match the
approved final designs from the master license agreement.
q. Submit structural calculations including wind loading with banners. See City
Council Policy L-16. Please include these details in the wind loading
calculations.
r. Add moratorium trench STD-105-L-F to the plans.
5. Traffic Control Plan. Please submit a traffic control plan that complies with the 2016
watchbook requirements. The plan should explain how traffic and closures will be
managed during project construction including pedestrian detours, shoulder, lane,
and/or bike lane closures.
6. Electronic copy. All of the above submittal items are required to be submitted in
electronic format (i.e., CD-ROM or PDF via email).

Please note, Utilities Department comments are pending and are expected back early
next week. I will pass along their redline comments once they are received.
This site is located in the coastal zone. A letter of determination has been prepared
exempting the proposed project from the requirement for a coastal development permit
(CDP), attached.
Upon verification of completion, the application will be processed and scheduled for a
Zoning Administrator Hearing. Should you have any questions regarding submittal
