Project Description: Installation of a telecommunication devices on an existing street light. More
specifically, the project includes: 1) replacement of an existing 33-foot high City of Newport Beach
concrete streetlight, 2) installation of four remote radio units, a raycap disconnect, and an omni-
directional antenna within a 12-inch diameter equipment shroud at the top of the streetlight up to 35
feet in height, and 3) installation of a handhole and fiber box below grade adjacent to the
streetlight. The project requires a minor use permit for AT&T small cell telecommunications on
Streetlight No. 5051. The development will not result in an increase in luminaire height and the
location of the existing utility pole will remain the same.
This letter is to certify that this location and/or proposed project has been reviewed by City of Newport
Beach Planning Division. A coastal development permit is not necessary for this project because the
proposed development is an improvement to a structure other than a single-family residence or
public works facility and is not subject to a permit requirement (Section 21.52.035 (Projects Exempt
from Coastal Development Permit Requirements), Subsection C2). The proposed project is not
anticipated to involve a risk of adverse environmental effect, adversely affect public access, or
involve a change in land use contrary to the Coastal Act.
Please be advised that only the project described above is exempt from the permit requirements for
a Coastal Development Permit. Any change in the project may cause it to lose its exempt status.
This certification is based on information provided by the recipient of this letter. If, at a later date, this
information is found to be incorrect or incomplete, this letter will become invalid, and any
development occurring at that time must cease until a coastal development permit is obtained.
